He is proposing to locate a single family dwelling on the property. A 25 foot drainage and utility easement is located on the property. The footings for the front door, a window well, and the bay window will encroach into the easement. Our questions to you are: 1. Are there utilities located within the easement? 2. Does your department have any concerns with the Council granting Mr. Singaglio permission to encroach into the easement? The City would also execute a hold harmless agreement with Mr. Singaglio. Mr. Singaglio also proposes to pave the areas highlighted in pink on- the survey. City Code requires him to maintain a three foot setback on the north and south sides, and would limit him to a maximum driveway width of 32 feet. To exceed these limits would require a variance. Assuming that a variance was granted and he was permitted to pave those areas highlighted on the survey, are there any stormwater issues to be aware of? Will the storm sewer handle the increased runoff from this site? Do we need to require a grading and drainage plan and/or a detention pond? Please provide the requested information by the -week of April 19, 1993. This will provide us with adequate time to prepare the agreements to be approved by the Council at its May 3, 1993 meeting.
