Re: Inspection Comments and Stipulations For Moving a Duplex Into Fridley From Stacy, MN
Dear Mike & Phil Juaire:
The above noted duplex was inspected on March 3, 1998 and the following comments/corrections must
be complied with to bring the duplex into Fridley.
The owner is to provide the City of Fridley with two sets of plans for review to verify the following;
a. That the duplex garage meets City codes and State codes and is compatible architecturally
with the duplex as well as matching siding and roofing materials.
b. Provide a survey of the lot to indicate placement of the structure and elevations for
drainage control, and a verifying survey after completion of foundation.
C. Minimum total floor area to be not less than 1,400 square feet and the minimum living
area of any dwelling unit shall be 650 square feet and in no case shall the first floor area
of the dwelling unit be less than 768 square feet.
d. All mechanical, plumbing and electrical work shall be completed to meet State codes by
licensed contractors. Air tests required on new plumbing waste and vent and gas lines.
e. Windows that meet the State Egress Code shall be installed in all sleeping areas (1994
UBC 310.4).
f. Foundation shall be designed to meet Code. Soils report may be required (1994 UBC
18). This includes R10 foundation insulation, egress window, damproofing and a drain
tile system.
g. Smoke detectors shall be located as per Code (1994 UBC 310.9.1).
h. Treated sill plate and anchor bolts as per Code (1994 UBC 1806.6 & 2317.4).
i. Attic insulation will have to be brought up to an R-44 rating.
j. A one hour fire rated wall with a STC of 50 will be required as separation between each
dwelling unit.

k. If stucco is to be kept, it will have to lap over connection to new foundation and be
redashed.
1. If new siding is installed, it must meet ICBO testing approval and building wrap material
as per 1994 UBC Standard 14-1 will be required.
In. At least two (2) off street parking stalls shall be provided for each dwelling unit.
n. A two (2) stall garage is required for each dwelling unit. The garage shall satisfy the
off street parking requirement.
o. Minimum lot area of 10,000 square feet is required for a two family dwelling.
p. Not more than thirty percent (30%) of the lot area shall be covered by the main building
and all accessory buildings.
q. Provide a hard surfaced driveway.
r. Provide sod in the front and side yards.
S. The cost analysis has been reviewed and in some cases found to be low, as in the cost
for the garage. An average cost for a 10' x 22' garage is approximately $4,000.
t. Separate permits are required for moving; foundation, remodel & garage; plumbing;
heating; electrical; and sewer & water.
The owner shall comply with the items listed above and not be limited to other requirements of City
and State Codes. Also, the owner is to provide the City with a letter of credit covering the costs on
the cost analysis with a minimum value of $75,000. The owner agrees to full compliance with City and
State Codes and assures that the work will be completed with the time frame of 180 days.

SUBJECT: Refund of a portion of the funds from a refundable performance bond
for Phil and Mike Juire.
In an effort to assure complete, quality construction of a home being moved in by
Phil and Mike Juire, our staff required a refundable performance bond. We
structured a benchmark re -payment schedule, whereby the Juires receive their
money back, once they reached certain benchmarks in their completion process.
The Juires have completed the first and largest benchmark on their schedule. The
purpose of this memo is to request that a check for $50,000.00.

This is to comm our conversaiion regarding the fue resistance rating of the staggered stud wall
that is essentially the same as the one-hour rated GA File No. WP3430 (copy attached) appeaft on
page 53 of the current (15th) edition of the.Fire Resistance Design Manual,
I see no reason to expect a staggered stud configuration to cause a reduction in the fuse resistance
rating of VVP3430 to less than one-hour. The only qualification to this would be that horizontal
bracing should be installed at midbeight similar to WP3390 (copy attached) to restrain the studs
against rotation or lateral deflection.
