I have reviewed the plans for the proposed construction described above and
note the following items:

The City Engineer showed the Council. the plot plan and the plan of the
• proposed addition. There was a discussion about the shortage of stacking
space, and the possible traffic problem. The Council discussed the
possibility of reversing the traffic flow to gain more: space.
MOTION by Councilman Harris to concur with the recommendation of the Sub-
committee and approve the addition provided 'that the traffic stacking
be changed upon the recommendation of the Engineering Department, and
subject to landscaping, paving and plot plan approval. Seconded by Council-
man Liebl. Upon a voice vote, there being no nays, Mayor Kirkham declared
the motion carried.

The City Engineer showed the Council the building plans and the landscaping
plan and explained that the plan had been reduced to meet the land arce>
requirements. Councilman Harris suggested that a 2" minimum should be
set on the trees for landscaping. The City Engineer said that the people
will be using the alley in this area between 4th Street and 5th Street.
Councilman Liebl asked if this street was to be fixed. The City Engineer
said that this will be on a program for a hearing in the future.
MOTION by Councilman Harris to concur with the motion of the Subcommitt_e
and approve the plan. Seconded by Councilman Sheridan. Upon a voice vote,

stalemate occurred this item was continued to a special meeting of the committee
on September 13, 1967 at 7:30 P.M.

CONTRACTOR'S BOND FOR COMMERCIAL, INDUSTRIAL AND APARTMENT DEVELOPERS: F?
vwly Councilman Samuelson presented a plan in effect in Richfield, whereby a -
1\! bond is required for developers of commercial, industrial and apartment
buildings.
MOTION by Councilman Samuelson that the material be turned over to the
City Attorney for the drafting of appropriate ordinances and also that
the material be submitted to the Planning Commission for their comments.
The motion was seconded, and there being no nays, the motion carried
unanimously.
ENGINEERING ESCROW FOR TERRY'S ADDITION:
Councilman Harris asked if Mr. Julkowski, the developer of Terry's Addi-
tion, could submit a check to the City for the engineering escrow, but
'the City hold the check and not deposit it until such time as it was
assured the plot would be accepted by the County. The Council agreed
�othis.
COUNCIL TABLE AND RELATED EQUIPMENT FOR NEW CITY HALL:
The Council discussed the matter of the arrangement and construction of
the Council table in the new City Hall. It was decided that Smiley &
Associates be instructed to furnish detailed drawings of the proposed
table so that the Council could see just what is being proposed.
POLICE DEPARTMENT SPACE:
There was a discussion about the feasibility of the Police Department using
a portion of the basement in the New City Hall.or remaining in the present
building, and the cost estimates.
MOTION by Councilman Samuelson to instruct the architect and Police
Chief to come up with a preliminary drawing of the Police Department
layout in the new City Hall. Seconded by Councilman Sheridan. Upon
a voice vote, there being no nays, the motion carried unanimously.
PLACING OF CONDUIT FOR OUTSIDE LIGHTING - CIVIC CENTER PARKING LOT:
The Council discussed the matter of placing the conduit in the parking
lot before the lot was surfaced and the curb put in. It was decided that
a Change Order should be prepared, authorizing the placing of this conduit
at this time.
FLAG POLE AND PLAQUE FOR CIVIC CENTER:
The Council viewed several proposals submitted by the City Engineer for
a plaque and flag pole for the Civic Center. The Council instructed
the City Engineer to proceed with the SO foot steel flag pole design.
ACQUISITION OF LAND FOR THE SOUTH HALF OF 73RD AVENUE, WEST OF UNIVERSITY:
There was a discussion on condemnation or acquiring the land for street
right-of-way for the south half of 73rd Avenue, west of University.

The Acting City 31 -Tanager said that when this had been originally requested,
they had requested a variance from 35 feet to 283 feet which had been
granted by the DOcrd of Appeals, at their meetin; of June 29, 1967, but now
they are requesting the variance be from 35 feet to 2.62 feet.. He said
that Mr. Ingoldson has the si.gnatures of seven neighbors who do not object.
