Granger, (hereinafter referred to as "the owner"), and the City of Fridley (hereinafter referred to as "the City"). WHEREAS, the owner owns residential real estate in the City located at 6380 7th St NE, and is legally described as follows: Lot 10 Block 1, Alice Wall Addition WHEREAS, said property is adjacent to a drainage & utility easement along the entire west property line; and WHEREAS. a small portion of said easement has been utilized to acc- ommodate a portion of a deck placed within the easement; and WHEREAS, the City has agreed to allow the encroachment on said easement to remain upon certain conditions. NOW, THEREFORE, in consideration of allowing use of said easement Robert L. Granger, his heirs, successors, and assigns hereby covenant and agree as follows: 1. Robert L. Granger, his heirs, sucessors, and assigns shall hold the City harmless for any injuries or damages to property by reason of his construction of a deck within the City's easement. In addition, he shall be liable for any and all costs associated with removal of all or any part of the deck in the event that the City, in its discretion determines that it must use all or part of the easement and the presence of the deck interferes with that use. 2. Robert L. Granger, his heirs, successors, and assigns shall defend the City against any and all claims arising as a result of construction within the drainage and utility easement. The City may defend and charge the costs of such defense against Robert L. Granger, his heirs, successors, and assigns, and assess such costs against the subject properb if adequate and timely defense is not commenced on the City's behalf. 3. Robert L. Granger, his heirs, successors, and assigns shall agree to promptly pay any sums due under this agreement. We met with the owner of the home, on October 19, 2005. The home is a split level two family dwelling with an attached garage. Since moving in the owners have noticed settlement to the rear wall and several cracks in the dry wall in both the side walls and ceiling. We have been asked to review the current conditions and make recommendations. The renter in the lower level let us into his part of the home:. He has been a resident since before the current ownm, moved in. on November 17, 2005, we revisited the site to excavate a test pit at the southwest cornerof the home. We used a small backhoe to excavate to depth of 10 feet below the existing ground. We exposed the footing at the southwest courser of the home. We collected soil samples from the excavation. Diseossion. We were told that since the caurent owners moved in the rear wall of the home has .settled. There is a very evident sag in the rear double windows. This sag is both visible on the upper level of the home and the lower level. Tlx re are also cracks in the side wall and ceiling. The rear door of the upper level to the deck is now out of square and is difficult to open. We could also ,see definite evidence of pervious repairs, in that the lower level floor had been re -leveled. This patch is now loose below the carpet. The home has a wood foundation. This has no doubt helped to keep the home from having a sheer failure in the rear wall. We suspected that there were compressible organic soils below the footing of the rear wall of the home. To determine a method of repair we made an investigation of the soils at the rear of the home. See the attached log of the test pit. We also we exposed the footing, in this case a wood foundation, at the same location. We noted the following: 1. The pea rock for the bottom of the wood foundation was placed in and on organic fill; 2. The foundation was backfilled with highly organic materials 3. Below the wood foundation we encountered 4 feet of mixed organic soils ra:3)ntauring large chunks (6 inch) of concrete; 4. Below the mated fill vms 2 feet of organic deposits, and 5. At 10 feet below grade we found water bearing sand soils. We also noted that there was no frost cover for a good portion of the South wall. The budding code required 42 inch minimum footing depth when this home was built. We found 6 to 8 inches of cover. We could not see any evidence of any attempt to correct the soils for the foundation. The building code did not allow these compressible organic soils below a foundation when the home was constructed. Since the organic soils are so obvious we are not sure how the home passed the footing inspection when the home was built. Recomwendativn for Work. We recommend the following: 1. Obtain a new building permit to make the following repairs, 2. Excavate down to the native sand soils in 6 foot sections, leaving 6 t0 8 foot sections; 3. Pow a 12 inch thick by 24 inch wide footing with (3) # 4 bars in 6 feet long sections; 4. Build a 12 inch masonry wall on the footing to the bottom of the wood foundation; 5. Repeat the above steps in the unexcavated sections, lapping the #4 bars 18; inches, 6. Backfill the new foundation. 7. Jack the home up slowly to a level and plumb state; 8. Fill in the remaining void with solid masonry; 9. Backfill the repaired foundation to grade; 10. Fill the void below the lower level concrete floor, 11. Tie the concrete floor into the wood foundation; and 12. Restore the exterior landscaping Note, this work wc71 require the removal and reconstruction of the deck and stair that is on rear (West side) ofthe home. Overview A load test was completed on October 10, 2006 on a standard 2 7/8 -Inch outside diameter (O.D.) Grip -Tits Helix Pier. The load test was conducted at the office of Thrasher Basement Systems, Inc. in Omaha, Nebraska. The ultimate capacity of a helix pier or anchor can be estimated from the: following relationship: 4„=KxT where Q„ is the ultimate capacity in pounds (lb), K is the capacity to torque ratio in feet to the minus one power (W), and T is the installation torque in foot-pounds (ft lb). There has been a significant amount of research and testing in the last 40 years that validates this expression. K -values were derived as the lower limits of scatterings of data from tension tests completed in numerous locations and soil types across the United States. Reaction Frame/Load Test Set -Up Beneath Tent A K -value of 9 ft' is presented in the "Acceptance Criteria for Helical Foundation Systems and Devices" for 2 7/8 -inch C.D. round shafts. Draft 15 of the Acceptance Criteria was submitted to the International Code Council Evaluation Services, Inc. (ICC- ® 2006 Grip- me Manufacturing Co., L.L.C. t of 6 D=06GTr006 Mar 23 07 12:47p American Waterworks 15073566021 p•2 ES) in July, 2006, and is currently scheduled for adoption by an ICC -ES committee in February, 2007. The load test was completed primarily as a demonstration, but also to observe and document the installation and testing of a helix pier in the alluvial lean clay soils present at the Thrasher Basement Systems, Inc. facility. The test location is within the alluvial plain of the South .Branch of the Papiilion Creek. Prior research and testing suggests that K -values may be lower than the typically -accepted default values when helix piers or anchors are installed in sensitive clays or sifts. Procedures The test pier was installed on October 6, 2006 to a depth of 45 feet 8 inches with a. Pengo LDS -81<5 single speed drive motor, A final differential pressure of 1,300 pounds per square Inch (psi) was recorded across the drive motor. Based upon correlation charts provided by Pengo, 1,300 psi of differential pressure equates to 4,421 ft -Ib of installation torque. Therefore, the ultimate pier capacity: Q„ = 9 fr' x 4,421 ft -Ib = 39,800 lb. Four reaction anchors vrere Installed to depths ranging from 42 feet to 45 feet 6 inches. Final differential pressures ranged from 1,300 to 1,700 psi. The reaction anchors consisted of the standard 2 7/8 -inch O.D. Grip -Tate Helix Pier/Anchor with a threadbar adapterto allow connection of the anchor to the load test frame. The test pier and the reaction anchors included 5 -foot lead sections, each with 10 -inch and 124nch diameter helix blades. The reaction frame consisted of a W24 main beam and MC18 reaction beams sized for a maximum test toad of 100 tons (elastic deformation/bonding only) and to meet the reaction anchor to test pier spacing requirements outlined in ASTM D1143, "Standard Test Method for Piles Under Static Axial Compressive Load". An Enerpac hydraulic cylinder with a maximum capacity of 100 tons was used to apply load to the test pier. The load test was completed in general accordance with the optional "Quick Load Test Method for individual Piles" of ASTM D1143. Resu The load test results are: shown in Figure 1. Four data lines are represented: the elastic compression of the pier under load, the actual load test data, and two methods for estimating ultimate pier capacity. The Davisson Offset rrethod identifies ultimate capacity as the load where deflection exceeds the elastic compression of the pier plus 0.15 plus D/120, where D Is the average helix blade diameter in inches. Based on this method and the load test data, the ultimate pier capacity would be limited to about 17 kips (17,000 pounds). The Davisson Offset is commonly used to estimate ultimate capacity of friction piles, but is not as well-suited for end -bearing piers. The Davisson Offset is presented for comparison and Informational purposes only. The plot of the load test data (load versus deflection) is generally linear between loads of 12 and 36 kips. Loading the pier from 36 to 40 kips caused more than twice the deflection as the previous load increment between 32 and 36 kips, and nearly 0.1 -inch of settlement occurred during the 40 -kip holding period. The load test was purposely extended above 40 ldp:s to nearly maximize the 2 inches of travel of the dial gauges. The load was incrementally removed immediately after reaching a test load of 50 kips. Discussion of Results The test pier performed as anticipated, behaving primarily as an end -bearing pier The load test date generally follows the elastic compression data line up to about 6 kips, and then drops below that fine as the load is increased. The load test data line crosses the 10%D Offset at about 40 kips. However, there is obvious, significant pier settlement- above about 36 kips and then during the 40 -kip holding period. Therefore, the ultimate pier capacity (for the given soil conditions) is somewhere between iii and 40 kips. Based upon the load test data, about 0.4 -Inch of deflection (elastic compression and settlement) is expected at the design load. The majority of this deflection will occur during building construction, and less than about Y4 -inch is anticipated after the structure is completed. Deflection/settlement tolerances for cjeep foundations are typically on the order of %-inch total and %-inch differential at the design loads. * The load test data indicates that this test pier would apparently meet those criteria. The ultimate capacity of the test pier based upon Installation torque correlation and a K - value of 9 fr' was estimated at 39.8 kips. The load test data indicates that the ultimate capacity is between 36 and 40 kips. Therefore, there appears, to be good correlation between the two results; i.e., the torque correlation method provided a reasonably accurate estimate.of ultimate pier capacity, even within these alluvial lean clay soils (at the location and depth of the test pier). If the more conservative value of 36 kips is selected from the load test data, the back - calculated K -value is: K = 36,000 Ib 14,421 ft -lb = 8.1 fr' Therefore, based upon this conservative approach, a design engineer may choose to reduce theX-value from 9 ft' to 8 ftt' for production piles installed at this site. Based upon the load test information, the contractor can be more confident in estimating pier lengths and. capacities. If the project calls for piers with design loads of 20 kips, the contractor knows to install the production piers to differential pressures of at least 1,500 psi, corresponding to ai Installation torque of 5,101 ft -Ib. The ultimate and allowable . pier capacities are then zalculated as follows: Q„ = 8 fr' x 5,101 ft -Ib = 40,800 Ib Claw. = Q„ / 2 (Factor of Safety) = 20,400 Ib = 20.4 kips AddlMonal lGonslderations The reaction anchors ware also monitored for deflection during the load test. At a load of 36 kips on the test per, the reaction anchors deflected an average of about 'rc'-inch. The reaction anchors are in tension and are each theoretically loaded to about: one- fourth of the i load applied to the test pier, or about 9 kips. In comparison, the estimated deflection resulting from a compression load of about 9 kips on the test pier is about 0.15 inch. Although the reaction anchors were Installed to the same or higher differential pressures as the test pier, the average deflection was more than 3 times that of the test pier under a similar compression load. Therefore, it is obvious that the reaction anchors had a lower capacity than the test pier for a .given amount of deflection. This can be explained by considering the soil profile. The differential pressures recorded during the test pier and reaction anchor installations gradually increased with depth, thereby indicating a general increase in soil strength with depth. However, the closest boring was about 100 feet from the test pier. The test borings also did not extend as deep as the test pier. Adequate soil information is essential in order to estimate soil strengths, soil bearing -capacities, pier lengths, and ultimate pier capacities prior to pier installation. Without test boring Information, or at least a good understanding of the anticipated soil conditions, the contractor should be prepared to advance the piers or anchors to depths necessary to achieve the required installation torque. The pier installation and load test were completed using either new equipment or equipment that was well-maintained. The equipment was not re -calibrated immediately prior to the test.
