Mr. Mark Burch of the City staff stated this home was rebuilt after the
tornado and the property owners wish to get the property Lines straight in
order to identify the exact Location of their property.
Mayor Nee stated the Parks and Recreation Commission and the Planning
Commission have recommended approvel of this sale.
MOTION by Councilman Hamernik to concur with the recommendations of the
Parks and Recreation Commission and Planning Commission to sell three feet
of Terrace Park property for $814. Seconded by Councilman Fitzpatrick.
Upon a voice vote, alt voting aye, Mayor Nee declared the motion carried
unanimously.
Mr. Herrick stated this sele would have to comply with the Charter
requirements that a finding was made and this was surplus property. Mr.
Gureshi, City Manager, stated staff would check into this further in order
to comply with the Charter requirement.
MOTION by Councilman Schneider to receive the minutes of the Planning
Commission Meeting of August 18, 1982. Seconded by Councilman Barnette.
Upon a voice vote, all voting aye, Mayor Nee declared the motion carried
unanimously.

Mr. eshi, City Manager, stated it would be. his recommends ion that 2%
of the 5% franchise fee be allocated to the Anoka County mmunications
Worksho Mr. Mark Scott, Chairman of the ACCW, asked at amount the
workshop would receive. Mr. Qureshi stated his recomm ndation was for
$19,000, owever, estimated revenue would be about 550,0 0 and if that is
the case, the amount would be $20,000.

$20,000, the would be about $5,000 short

aLL expenses, eyond the operating budget g anted by the City, and

regular newslette purchased blank tape end mall production equipment,
and provided class aterials.
He stated the Worksh`Rp is pleased wit their accomplishments and has
received a lot of natio al recognition ov t the last several years.
Mr. Scott felt a cut in the opsrati g budget would mean a cut in the
forward steps made this pa t year. H stated, in 1982, a part—time person
was hired to handle aLL the ffice m agement duties previously handled by
the Coordinator. He stated his h s resulted in the Coordinator, Will
L.oew—Blosser, spending more t me n assisting new users in production,
doing technical work, and work; g ith the schools.
Mr. Qureshi, City Manager, felt 2% of the franchise fees received from
Northern Cablevision were comma to to the Workshop, this would resolve
what kind of support the city woul provide and the Workshop, in turn,
would know exactly whet perc tege th4 would be receiving.
Mr. Scott stated he liked a idea of kn ing whet percentage they would
be receiving, however, at this point, the % would mean a cut in their
services. He stated the arkshop in the pest asn't had everything handed
to them, but felt the n xt year will be an imp rtent one because of the
things started in the est six months.
Mr. Qureshi, City M ager, stated it becomes difficulty to try and cut back
in other areas and hen to see such a drastic increaseA n this area.

Mr. Scott ata ed he felt this was a different situation here where they
are working ith special funds to be used for public access, and it is not
coming from the General Fund.
CouncilmaO Hamernik felt the amount the Workshop receives should be based
on 2% of the fees received by Northern Cablevision.

OWNED BY THE CITY OF FRIDLEY
The Council of the City of Fridley does ordain as follows:
SECTION 1. The City of Fridley is the fee owner of the tract of
land within the City of Fridley, Anoka County, State
of Minnesota, described as follows:

a. Letter from John & Darlene Zurawski, 6767 - 7th St. N.E.
Dr. Boudreau stated John & Darlene Zurawski's home is on the north
side of Terrace Park. Their home was apparently torn down in the
tornado, and when it was rebuilt, no one bothered to shoot the property
line so the house is very close to the park property line. He stated
Mr. & Mrs. Zurawski want to extend their present structure to include
a family room. When the family room is added on, the overhang will
take up about 2-3 feet and will be hanging out onto park property.
Mr. & Mrs. Zurawski would like to purchase 3 ft. of park property, as
fey feel their addition will improve the value of their land and would
not interfere with park activities.
Dr. Boudreau stated he has gone out with Curt Dahlberg and looked at
the property. They feel that 2-3 feet x 155 feet back will not affect
the intended use of the park layout.

At the August 3, 1982 Parks and Recreation Commission meeting, they recommended
that the City Council sell Mr. & Mrs. Zurawski of 6767 7th Street a 3 foot wide
strip of land 155 feet long from the North end of Terrace Park so they could
put a family room extension on their home.
The Zurawskis have applied for a side yard variance but it has not been pro-
cessed pending Council's decision on the additional land.
Their home was reconstructed and expanded after the tornado, accordingly we do
not have current surveys to identify the exact location of the property lines.
The area suggested by the Parks and Recreation Commission is 465 square feet.
At the current value of $1.75 per square foot this amounts to $814.00.
Suggest the City Council establish a value for sale of this property if they
concur with the Planning Commission and stipulate that the Zurawskis obtain a
new survey of their property so the building and fence line can be accurately
established and the necessary property to include the existing fence plus six
inches, not to exceed 3 feet, be vacated and sold.

The City Council at their September 13, 1982 meeting, passed an
ordinance approving the sale of property up to 3 feet at value of
$1.75 per square foot as per your letter of August 3, 1982.
As a condition of this approval, we sould require you to provide
a survey of your property with the fence location, so that we can
determine how much property will be deeded. We will be waiting
to hear from you on this matter before any further action is taken.
