Winson, Ass't Public Works Director FROM: Jon Thompson, Estimator and Construction Inspector DATE: - February 19, 1992 SUBJECT: - Additional Information- Concerning Problems with the 1992 Spring Thaw MISSISSIPPI RIVER The elevation of the top of the flood control dike on the Mississippi River West of Riverview Terrace near 79th Way is 824 feet above sea level. The top of the. road where the 60" CMP culvert goes under 79th Way between Broad and Riverview Terrace has an elevation of ± 818. Therefore the culvert will have to be sandbagged and.pumped, and the road built up 6 feet*to keep water from flooding the homes in the surrounding area. In order to build a dike across 79th Way, 675 C.Y. of fill would be necessary. The dike would be 100 feet long, 6 feet high and 40 feet wide at the bottom and 20 feet wide at the top. It would protect the 67 homes listed on page 2. RICE CREEK The homes at 470, 480, 490, 567 and 573.Rice Creek Blvd, 6801 Channel Rd, and the home at 580 69th Ave NE seem to be built higher than the 100 year storm line, but their lots will have extensive flooding from the high water. See attached summation sheet and map. 52ND AVE NE The spring thaw could also affect the homes at 1280, 1298 and 1300 52nd Ave NE. These properties flood from extensive storm runoff and are potential candidates again this spring. Project On Monday, May 9, 1994, 1 attended a meeting with the residents on the 52nd floodway project, Jerry Sorenson at 1280 52nd Avenue and Jerry Johnson at 1298 52nd Avenue. Purpose of the meeting was to outline the three proposals that have been established for this portion of the project; i.e., a second pipe, a swale and berming around their patios. Neither resident supported berming around their patio. They were strictly against that option. While they supported the underground pipe as their first choice, they indicated they would be willing to support a drainage swale as long as the abutting property at 1260 52nd Way did not have any major objections to the swale being on their property. The Sorenson's at 1280 have sold their home and indicated to the buyer the on-going problem with the drainage system. The residents at 1260 52nd are in the process of building a gazebo and a retaining wall on the back of their properties. Any drainage swale that would be proposed would have to be discussed with them as easements would-be required. - The Columbia Heights City Council is to meet on June 13, 1994 to discuss this issue. If the City of Fridley was interested in installing a pipe on the Fridley side of the line, additional easements would be necessary from 1240 and 1260 52nd Avenue in order to provide right-of-way for this construction. Flora, Public Works Director DATE: July 8, 1997 SUBJECT: Storm Water Drainage Problems PW97-190 As a result of the July 1 & 2 storm, we identified nine properties within the City that experienced considerable erosion or property damage as a result of storm water runoff. The following is a list of those properties and a thought on some actions we propose to follow up on at the various locations. 7130 Riverview Terrace This property received an extreme amount of water flooding the yard and eroding the fill along the driveway. It is proposed to have the property owner replace his retaining wall along the driveway with a 4-1 slope fill and then the City could run a drain pipe from the low area adjacent to the driveway into the rear of the catch basin on Riverview Terrace. 6390 7th Street This property is experiencing a considerable amount of erosion on either side of the home at the rear of the lot as a result of flooding on 7th Street. We are looking at berming the boulevard along 7th Street in an attempt to retain the water in the right-of-way. There will probably be a problem with water entering the driveway and flowing into the structure. A survey will determine what impact this could have on the property. 6290 Van Buren Street This property experienced flooding along the rear of the building and the lot. There are no catch basins in this area and all the water drains down the driveway onto the property. A possible solution is repaving of the driveway to cause a rise from the street in an attempt to retain the water on the street. As this is the lowest point, there will still be a continual overflow across the property as there is no outlet. July 8, 1997 Page 2 6090 Woody Lane This property experienced a considerable amount of erosion at the rear retaining wall as a result of the water overflowing the curb. Here there is a possibility of working with the abutting property owner and installing an overflow pipe across the yard and through the retaining wall to convey the water to the lower property. As there is no outlet, this would cause water to build up on the property and eventually flow to Central Avenue. It is not known if the adjoining property owner will agree to this proposal. 5928 Woody Lane This home experienced erosion and failure of two retaining walls; one along the driveway and one along the front of the home. We are looking at the possibility of installing a new catch basin and pipe along the abutting property line to Gardena as a means of dealing with additional surface flows. Easements would be required 1499 Arthur Street This property had a washout at the rear of their overflow pond. It is proposed to construct a berm along the boulevard to retain the water within the street right-of-way. This appears feasible. 1298 & 1280 52nd Ave These two homes experienced considerable flooding in their lower levels as a result of storm water backing up in their rear yards. These properties were associated with the Clover Pond/52nd Ave Floodway Project a few years ago. As a result of the torrential rains, even the additional improvements were not able to handle the water. 569 Rice Creek Terrace The street overflowed as a result of the Rice Creek rising and forcing the water to backup on the street, causing erosion along the property fence and trees. It is proposed to modify the existing manhole close to the creek to remove the sealed lid and place an open lid so that the back pressure from the creek will allow the water to exit at the top of the manhole, relieving the pressure and allowing the street to drain. We will have to work with the property owner to install rip -rap around the existing structure to protect the property. All of these sites were visited and surveys are being made to establish elevations in order to determine if it is feasible to retain the water within the streets without causing a backup and flooding of the adjacent structures. As the information is developed, we will be reviewing the preliminary concepts to determine if they are possible or if another alternative is available. This would relieve the pressure in the two pipes that drain your back yards and allow it to exit to the surface during a large rain event. 2. We are considering the possibility of jacking a pipe through the high mound of dirt just west of your properties to daylight at an elevation just below your floor so that any development of water would run through the pipe prior to backing up in your house. In this review we are looking at the associated construction and costs. Design figures have not been developed. When this information is available, we will be presenting the item to the Council for consideration. Hopefully, this will be on August 11, 1997. Cost for the bituminous will be absorbed in our pothole patching budget. 6090 Woody Lane Mr. Utter of 6084 has agreed to give the City a 10 ft wide Drainage and Utility Easement along his northerly property line. We propose to install an additional storm sewer line to increase the capacity serving the Woody Lane and Hillcrest Drive area. This would be necessary in the future should that area receive concrete curb and gutter. This is a significant project and would require hiring an outside contractor. Estimate this project to cost less than $12,000 not including retaining wall costs. 5928 Woody Lane The storm water piping system at the end of the cul-de-sac is adequate to handle the runoff for the area. However, the inlet capacity of existing catch basin grates cannot take in water fast enough to prevent ponding. We proposed to add an additional catch basin on the east side of the cul- de-sac and connect it to the storm sewer system reducing the amount of ponding and allowing water to enter to system at a much faster rate. Labor will be done and absorbed in-house and materials are in inventory or can be purchased with storm water funds. 1499 Arthur Street The washout on this property was the result of water overflowing the curb and not being retained to drain off site through existing storm sewers. Currently one of the street catch basins outlets onto the surface into a pond that was created. From there it runs down a concrete spillway and back into the storm sewer system. This arrangement allows water on the property to drain into pipes rather than directly over the bank causing erosion. We propose to repair the washout and create a berm within the existing Drainage and Utility Easement. This berm will close off the area around the daylighted storm pipes and create a larger detention pond than was originally built. Ponding in the street which overflows the curb will flow into this pond rather than threatening the house. Labor will be absorbed, fill material is available from our stockpiles and sod will only cost approximately $100.00. 1280-1298 52nd Avenue A 100' long slotted drain was installed behind these houses as part of the Clover Pond/52nd Avenue Floodway Project. During extreme storms such as we had at in early July, this drain cannot take water in fast enough to prevent ponding. The land on the Columbia Heights side is higher and therefore all ponding is in these two yards. We propose to "jack" a pipe from this area 200' to the west to create an overflow to release ponded water before it threatens these homes. Jacking pipe involves pushing the pipe through the ground from one end so that the surface is not disturbed as by trenching. This project would require hiring a contractor. We estimate the cost for such a project to be approximately $80 per lineal foot, totaling $16,000. The cost for yard restoration where this equipment was moved on to the site and set up would be additional. 569 Rice Creek Terrace Back pressure in the pipe at its outlet into the creek behind 569 Rice Creek Terrace causes this system to surcharge in the street and so threatening other properties and travel along the street. We propose to install a special lid on the downstream manhole to act as a pressure release valve. Riprap and landscaping around the manhole would act as an energy dissipater to prevent erosion as the water flows back into the creek. As a result of that action, we installed a relief manhole cover on the downstream run of the storm system. This cover will relieve the pressure and allow excess water in the system to drain over the surface when the storm line becomes full. The residents are concerned and requested both the City of Fridley and Columbia Heights to initiate a project which will ensure their basements will not be flooded. Accordingly, a proposal was made to install an overflow pipe through the swale downstream of the two properties. The residents made the proposal to Columbia Heights, which was not sympathetic to their request. Columbia Heights has suggested that a berm be constructed around the residents patios to a height which would prevent water from the backyards entering the structures. The residents do not support this request as they believe they would have to be home at all times should a rain event occur to pump water over the berm into the back yards. As of this time, there has been no further action by Columbia Heights regarding this issue. I believe that while a pipe would ensure an overflow solution, I also believe that the pressure relief cover that we placed on the downstream manhole should alleviate any major problems in this area. I believe that the top hat lid we installed on the downhill manhole behind the apartment complex will handle any future events as any excess capacity of the downhill 24 -Inch storm pipe will now have a surface exit to the pond. Accordingly, all flows that accumulate at the rear of 1280 and 1298 52' Avenue should be alleviated. I do not believe berming around the two homes will work as power outages and failure to keep a sump pump in the area should the residents not be home when a major rain or snow melt occurs would not provide a fail safe solution. Accordingly, I would suggest that we review this area during and after a major rain event to see if the top hat lid Is an effective solution. As a fall back position should the top hat fail, we may need to address the jacking of a second pipe through the restricting earth berm as the final solution. Past experience of open trenching this area was not favorably received by any of the adjoining residents. Accordingly, the pipe jacking would have minimum surface impact to the properties and, therefore, would be an acceptable solution If the problem is not otherwise corrected. As you know, last summer there was severe flooding in the basement of the house at this property as well as several occassions of flooding in the yard. We understand that this has been an ongoing problem for a number of years. Since April of this year we have placed sandbags in front of our patio door and thus have been unable to use our walkout basement. Each time we have a rainfall and are out of town we fear that we may come home to water in our house. We received the copy of the feasability study by Bonestroo, Rosene, Anderlik & Associates and Mike also met with Mr. Hansen to go over the study's conclusions. However, we have had no communication since then from either the cities of Columbia Heights or Fridley.
