Recently, our department sent out notices requesting the property owners
to respond regarding their desires for sewer and water services to prop-
erties abutting 1976 street improvement and maintenance projects. Our
records indicated that this lot was under the ownership of Mr. Paul Johnson
of Minneapolis, Minnesota.
On Thursday, April 29th, 1976, you obtained a building permit for the above
referenced lot and indicated that you were the owner of said lot. This
leads us to believe that our notice was sent to the wrong party. Conse-
quently, I am forwarding a copy of the notice sent to Mr. Paul Johnson
with the request that you respond to or contact Our Engineering Department
by May 7th, 1976 if at all possible. Should you elect to install your own
services at this time, we will require that all work within the street
right-of-way be completed by the first part of June.
Our street overlay project is scheduled for the latter part of June and
once this takes place, no construction within the road surface will be al-
lowed. Should you prefer to have city forces do the above mentioned work,
we will schedule it appropriately.

Re: Foundation Fill

Fridley, Minnesota,
At your request we examined the inplace fill on the above
lot on May 3, 1976. Two hand auger holes were placed to a depth
of 5' below the footing grade which was cut out. No evidence
of organic soil was noted. The soil in the northeast corner
was a sandy clay which appeared to be natural. The northwest
corner was sand fill except the last few inches. The Contractor
stated that all old fill and topsoil had been removed 4=5' out-
side the footing lines.
Two densities were taken, and ranged from 86% to 89% of
modified Proctor density.
On May 4, we met on the lot, and after reviewing the size
of the excavation, and the adjoining property, we recommended
that the foundation areas be further compacted with a vibratory
type of compactor using 3 or 4 passes prior to pouring the
footings. We also recommended using two #4 bars in the footings.

The Chief Building Official shall, before issuing permits for the erection of any building or
structure, or for any addition to any existing building or structure, or for any alteration or repair
to any existing building or structure, upon application therefore, require the payment by the

VERIFICATION OF FOUNDATION
Permits for construction will be issued a minimum of 24 hours from the time of application to
allow for proper review of proposed structure and of the construction site.
A Certificate of Survey of the lot, showing the location of the existing foundation will be
