This wall was built in 1965 under Street Improvement
Project ST. 1965-2. When we were building 7th Street we
suggested to the property owner that we would like to remove
the fence, slope the yard and reinstall the fence at no expense
to the property owner, but the property owner insisted that we
put in a retaining wall. This was done at a considerable
expense to the City. Attached is a picture of the said wall.
What the property owner would like now is to have a
permanent structure such as a poured concrete wall which would
cost over $5,000 or he would accept a block wall which would
cost over $1,500, but would not be structurally sound as the
height of the wall is over 5 feet in certain areas.
He has been quite difficult to deal with since the County
replaced a couple of shallow stone walls with block where it is
satisfactory. It is not satisfactory for heights such as this
wall has.
I have requested Les to see if the Public Works people
can thoroughly mud all of the joints of the stone wall and
also fill in any cavities there may be. After that we will
work with the Parks Department to install some vines tonake
the stone wall aesthetically acceptable.

RE: Retaining wall at 7th Street and 53J Avenue N.E.
For several years now we have been dealing with the Engineering Department
regarding the above mentioned retaining wall, but have had no satisfaction
on getting the wall repaired properly.
When the wall was originally built, there was no fill used behind it, so all
the sand sifts out between the rocks causing holes in the wall. and also
creating a slope in the lawn next to the wall.
We would like this wall taken care of properly before it causes any more
damage. May 1 please hear from you.

existing flagstone retaining wall on the west side of our
property and install a concrete block wall as detailed on the

grant a temporary easement on a 10 foot strip running along

P E T I T I O N
We, the undersigned property owners of Lot 11, Block 1,
Temple Terrace 2nd Addition, the same being 501 -53 1/2 Avenue
Northeast, Fridley, Minnesota, V. Walter Onermaa (Husband) and
Aune Onermaa (Wife), request the City of Fridley to remove the
existing flagstone retaining wall on the west side of our
property and install a concrete block wall as detailed on the
attached Exhibits "A" $ "B". In consideration of installation
of this wall, as per the specifications shown on the Exhibits
"A" and "B", by the City or its contractors, we hereby agree to
grant a temporary easement on a 10 foot strip running along
the west property line of our lot for construction of this
block wall and to remove any items within this strip, including
a white picket fence, if necessary.
We further agree that if the City of Fridley installs this
block wall as per the attached exhibits, the City will have no
further liability and will not accept any damage claims from us
or any future property owners of Lot 11, Block 1, Temple Terrace
2nd Addition, and also, we and any future property owners agree
to take care of any maintenance of this wall after its completion.
It is mutually agreed that the provisions of this agreement
shall be binding upon and enforceable against the parties hereto,
their successors and assigns and all subsequent owners of the
property here described.

Gentlemen:
We are sorry to notify you that we cannot accept the job
of constructing the retaining wall at 7th Street and 532 Ave-
nue N.E. as bid, due to an excessive work load. Our revised
quote, if we were able to construct the retaining wall, would
be in the neighborhood of $4,000.00+.
