Dear Mr. Lynch: It has come to our attention that you have a tall radio antenna in your rear yard. While radio and television antennas are permitted in residential districts, they may not extend to a height more than 20 feet above the dwelling roof unless a special use permit is obtained. Enclosed is an application form and meeting schedule should you wish to apply for a special use permit to maintain the antenna at its present height. Please complete and return this application along with the $200.00 application fee (non-refundable) and a rough site plan showing the antenna's location on the property. Should you not wish to apply for a special use permit, you must remove the, antenna or reduce it to a height not greater than 20 feet above the height of the dwelling roof. Please take one of the following actions no later than September 30, 1991. Should you not reduce the antenna's height or apply for a special use permit by that date, legal action may be pursued. Feel free to call me at 572-3595 if you have questions or wish to discuss this further. Thanks for your cooperation! Dear Mr. Lynch: Recently I spoke with you concerning the height reduction of the radio antenna in your rear yard. Subsequently, your son contacted me and I requested that he provide a letter and a drawing confirming that the antenna has been reduced to a height not greater than 20 feet above the dwelling roof. As of this date, I have not yet received this written information. It is important that you complete and submit this information to me no later than October 18, 1991, so that this matter may be fully resolved. Fridley, MN 55421 Dear Mr. Lynch: As you know, Steve Barg and I verified by a field inspection on Friday, December 13, 1991 that the height of your antenna is 37 feet nine inches. We also determined that the height of the house is 15 feet. Therefore, the antenna needs to be reduced by two feet nine inches so it does not exceed 20 feet above the height of the dwelling roof. Also on the inspection, I observed the ten foot copper rod anchor that is installed immediately adjacent to the base of the masting pole. You advised me that in order to reduce the height of the antenna, that rod would have to be removed as well as adjusting the hooks along the roasting in order to reduce the'telescopic masting pole. Because of the frozen ground, snow cover, and icy conditions on the roof, we agreed that you would reduce the height of the antenna by two feet 9 inches by June 1, 1992. There probably will be an opportunity to reduce the height of the antenna after the snow melt. We expect you to comply as soon as possible, and no later than June 1, 1992. Please contact Steve Barg as soon as you have completed reducing the pole height and he will verify the height once again. Should you have further questions, please feel free to contact me or Steve Barg at 571-3450. Graphite composite antennas combine the advantages of base loaded coils with all the advantages of the fiberglass and center -load whips:: ** The graphite composite in the President antennas bring increased flexibility and durability over traditional stainless steel whips. ** The seven wire copper braid wound inside the graphite rod functions as a highly efficient "center -load", thus guaranteeing to out -talk and out -distance conventional base -loaded, "stainless" steel antennas. ** Graphite composite antennas display low wind resistance and stand up easily to severe shocks and impacts. ** No other antenna feature the entirely jet black color (including the graphite whips) that matches so well every color and model vehicle. Federal Communications Commission 316 North Robert Street --- Room 693 St Paul. Minnesota 55101 P RPP q feC _ (612) 290-3819 p0ulc TELEPHONE INTERFERENCE Backaround Information Unwanted radio signals from a CB radio, amateur, broadcast station, hospital paging system, etc can enter a telephone system at various points along the way and cause annoying interference. Poor design, lack of internal shield- ing or filtering of sensitive components allows the telephone to act like a radio receiver. Sometimes a poorly -designed telephone can receive the unwanted radio signal and feed it through the house wiring to every phone in the house. This not only gives the appearance that every phone is affected, but if the Radio Frequency Interference (RFI) is severe enough, it can render the entire telephone system unusable, leaving you, the consumer, with no telephone service while the interference is on. Why this is so We as Americans view the telephone as a necessity and any problems involved with it as a violation of our personal rights. What is not realized is that this type of interference has occurred for as long as telephones have been around. In addition. the Federal Communications Commission does not protect telephones from interference. Two primary factors have combined in recent years to greatly increase both the number and severity of telephone interference problems, along with the difficulty of resolving them. Firstly, companies are making electronic telephones which are more susceptible to RFI then the old-fashioned rotary dial phone. The more electronics installed in the phone, the more possi- bility of getting interference. Cheap phones sold at discount stores are as bad as are the more expensive phones with all the bells and whistles. Secondly, the breakup of AT&T has appeared to add to the problems. The old system was not interference free, but if there was a problem, all you had to do was call your local telephone company and they took care of everything. Today, if you get interference to your phones, there is a myriad of people who will be involved with this before the problem is resolved. Determining where the interference is coming in #1 Disconnect any appliance, one by one, that you have attached to the phone, such as answering machines, external speakers, hearing aids, auto- matic dialers, or special phone jacks. As you disconnect them, listen to hear if the interference stops. If it does, then you know the interference is entering into the system through that appliance. Contact the manufactur- er of that device for assistance. NOTE: You may also want to disconnect any extra -long cords and replace them with shorter ones. These long cords can act like radio antennas and bring a signal into the systsm. #2 If you own more than one phone, find out if you hear the interference on all of them, or just one in particular. If one has the interference while the others do not, then you know that that phone is the culprit. Contact the manufacturer of that phone for assistance. If you only have one telephone, you can use a phone of a friend or neighbor to do these same tests. If you are leasing your telephone, then contact the leasing company for a replacement or for filters. They should supply them free of charge. #3 If -the interference does not stop after you've monkeyed with the tele- phones and did all that testing, then the telephone wires are suspect. There are two sets of wiring: inside and outside. If the interference is coming through the inside wiring, from the telephone companies "box" to your telephone, then you are responsible (financially) to resolve this problem. You can call the telephone company or any telephone service company to see if this is where the interference is coming in. They need to be present when the interference occurs, so if you know who the "culprit" is, ask to conduct tests with them. If you are not sure, but know basically when the interference occurs, have the service people come out then. They need to be present when the interference occurs in order to make the necessary tests. Make sure you find out what this is all going to cost you before they come out. You don't want surprises.. #4 If you've disconnected all the external appliances and all of your phones have interference, and ,you've checked with neighbors and they too have interference, then the interference may be coming in from the outside wiring (from the pole to your house). Contact your local telephone company and ask them to check the wiring. As with #3, make sure they come out when the interference is on, or you will have wasted their time. There should be no charge for this, but check with them before they show up at your door: State Reaglatory Commissions Rates charged by your local telephone company for service calls and repairs are regulated by the Public Utilities/Service Commissions for the state in which you live, not the FCC.
