Fridley, MN 55421 Dear Mr. Kostick: You asked me to verify the height of the antenna at 580 - 54th Avenue. On Friday, December 13, 1991, Steve Barg and myself utilized a marked 25 foot survey pole to verify the height of the antenna base, which is 19 feet seven inches as identified on the plan submitted to the City. We also obtained the specification details for the antenna on top of the base. The height is 18 feet and comes in three, six foot sections. The height of the house, however, is 15 feet. Therefore, the height of the antenna must be reduced by two feet nine inches in order to meet the 20 foot maximum height above the dwelling roof as required by the ordinance. The antenna base is partly anchored by a ten foot copper rod installed immediately next to the base of the antenna. It is also secured by hooks along the height of the antenna base. The property owner has to approach this part of the antenna via the garage roof in order to loosen the hooks holding the masting in place. Because of the frozen ground, snow cover, and icy conditions on the roof, I have agreed to allow the property owner to have until June 1, 1992 to reduce the height of the antenna by two feet nine inches. The June 1, 1992 deadline is just that; we have asked him to reduce the height of the antenna as soon as possible after the snow and ground conditions warm up. During our telephone conversation of December 12, 1991, you indicated that you felt that the six month extension is too long. Despite the snow and ground conditions, there is no health, safety, and welfare issues posed by the location of the antenna, and I do not feel that it warrants a faster compliance date. We also verified with Paulette Barterian with the Federal Communications Commission (FCC) that reducing the height of the antenna will not reduce the amount of interference experienced Don Bostick December 16, 1991 Page 2 through the answering machine or telephone. As you are well aware, the FCC does not protect telephones from interference; however, we have obtained information which can assist you in removing that interference from the answering machine and telephone. Please refer to page 18 of the 1990 FCC Telephone Interference Handbook and the three page memo from the FCC. Steve Barg advised me that in his phone conversation with you on November 12, 1991, you advised him to hold off on pursuing this matter further until you could investigate avenues through the FCC. Then, on Monday, December 9, 1991, you asked Steve Barg to follow through on verifying the height of the antenna and the height of the house. I spoke with you on December 9, 1991, and once again on December 12, 1991, and completed two site inspections of the property on December 11 and December 13, 1991. Minnesota 55101 q� fCe (612.) 290-3819 PQ TELEPHONE INTERFERENCE Background Information Unwanted radio signals from a CS radio, amateur, broadcast station, hospital paging 'system, etc can enter a telephone system at various points along the way and cause annoying interference. Poor design, lack of.internal shield- ing or filtering of sensitive components allows the telephone to act like a radio receiver. Sometimes a poorly -designed telephone can receive the unwanted radio signal and feed it through the house wiring to every phone in the house. This not only gives the appearance that every phone is affected, but if the Radio Frequency Interference (RFI) is severe enough, it can render the entire telephone system unusable, leaving you, the consumer, with no telephone service while the interference is on. Why this is so We as Americans view the telephone as a necessity and any problems involved with it as a violation of our personal rights. What is not realized is that' this type._,of, interference has occurred for as long as telephones_, have -.been around. In addition. the"Federal'Communications Commission does not protect telephones from interference. Two primary factors have combined in, recent years to greatly increase both the number and severity of telephone interference problems. along with the difficulty of resolving them. Firstly, companies are making electronic telephones which are more susceptible to RFI then the old-fashioned rotary dial phone. The more electronics installed in the phone, the more possi- bility of getting interference. Cheap phones sold at discount stores are as bad as are the more expensive phones with all the bells and whistles. Secondly, the breakup of AT&T has appeared to add to the. problems. The old system was not interference free, but if there was a problem, all you had to do was call your local telephone company and they took care of everything. Today, if you get interference to your phones, there is a myriad of people who will be involved with this before the problem is resolved. Determining where the interference is c9min4_in #1 Disconnect any appliance, one by one, that you have attached to the phone, such as answering machines, external speakers, hearing aids, auto- matic dialers, or special phone jacks. As you disconnect them, listen to hear if the interference stops. If it does, then you know the interference is entering into the system through that appliance. Contact the manufactur- er of that device for assistance. NOTE: You may also want to disconnect any extra -long cords and replace them with shorter ones. These long cords I can act like radio antennas and bring a signal into the systsm. #2 If you own more than one phone, find out if you hear the interference on all of them, or just one in particular. If one has the interference while the others do not, then you know that that phone is the culprit. Contact the manufacturer of that phone for assistance. If you only have one telephone, you can use a phone of a friend or neighbor to do these same tests. If you are leasing your telephone, then contact the leasing company for a replacement or for filters. They should supply them free of charge. #3 If -the interference does not stop after you've monkeyed with the tele- phones and did all that testing, then the telephone wires are suspect. There are two sets of wiring: inside and outside. If the interference is coming through the inside wiring, from the telephone companies "box" to your telephone, then you are responsible (financially) to resolve this problem. You can call the telephone company or any telephone service company to see if this is where the interference is coming in. They need to be present when the interference occurs, so if you know who the "culprit" is, ask to conduct ,tests with them. If you are not sure, but know basically when the interference occurs. have the service people come out then. They need to be present when the interference occurs in order to make the necessary tests. Make sure you find out what this is all going to cost you before they come out. You don't want surprises. #4 If you've disconnected all the external 'appliances and all of your phones have interference, and you've checked with neighbors and they too have interference, then the interference may be coming in from the outside wiring (from the pole to your house). Contact your local telephone company and ask them to check the wiring. As with #3, make sure they come out when the interference is on, or you will have wasted their time. There should be no charge for this, but check with them before they show up at your door.
