Re: Swimming Pool Construction at 610 - 57th Avenue N.E.
Dear Sirs:
This letter is to make clear this department's requirements for the swimming
pool construction at the above address.
1. As indicated, two (2)_ skimmers approved by the National Sanitation
Foundation will be provided.
2. As indicated, three (3) inlets of approved design for fresh and/or
repurified water will be provided.
3. As indicated, a main drain of approved construction will be provided.
4. The filter and pump shall be approved by the N.S.F. and be of
sufficient capacity to provide a minimum turnover of at least two (2)
times in 24 hours. This department recommends a turnover rate of
6 - 8 hours.
5. A deck of at least three (3) feet wide, measured from the pool waters
edge shall be provided which extends completely around all private
residential pools. Above ground private residential pools may be
provided with decking of a minimum size of 4 feet by 4 feet at pool
entry points and provided that such decking has the approval of the City.
6. The diving area will be acceptable provided there is no overhead
obstruction.
7. Fencing or other effective means including but not limited to walls
or buildings, acceptable to the City, shall be provided to positively
control all access to public and private residential swimming pools.
Fencing shall meet the following criteria:
(a) The fencing shall prevent the entrance of children and be without
hand or foot holds that would enable a person to climb over it.
(b) The fencing shall be at least 6 feet high and entrances shall be
equipped with self-closing and self -latching gates capable of
being locked.
(c) Self-closing and self -latching devices shall be placed at the top
of the gate or otherwise inaccessible to small children.
(d) The opening between the bottom of the fence and the ground or
other surface shall be not more than four inches.
8. An automatic chlorinator should be provided with a suitable test kit.
9. All electrical and plumbing installations shall be inspected and
approved by the City Inspection Department.

10. All overhead electrical lines must be a minimum of 10 feet horizontally
from the pool surface and 18 feet straight line distance from the waters
edge. An alternative is to bury said lines.
11. The pool fill spout must be protected by a vacuum breaker or air -gapped.
12. Suitable safety equipment to include but not limited to a ring buoy
and rope that is Ili times the pool diameter, and shepherds crook pole
must be provided and maintained with the pool at all times.
Furthermore, these and any other requirements must meet the provisions of
the Fridley City Code, Section 115, Swinuaing Pools. The building permit is
approved contingent on final inspections and approval by the City.

SPECIFICATIONS:
FILTER PLANT
The HRSD filter plant specified under this section shall be of
the pressure sand, HI -RATE type manufactured by Swimquip,
Inc. The filter plant shall be a• product of a company regularly
engaged in manufacture of water filtration equipment with a
minimum of ten years' experience in manufacturing filtration
equipment for public swimming pools.
The filter plant shall consist of a filtering unit, face piping,
cast iron dialatrol valve, injection molded hydraulic dis-
tribution system and lower collection manifold, gauges, XL
Series, cast iron recirculating pump and pump strainer, all of
which shall be manufactured and assembled on a structural foam
skid by Swiniquip, Inc.
The filter plant shall be designed and valved to permit reverse
flow backwashing with Swimquip's dialatrol valve.
(1) FILTER AREA
The filter plant shall have a total effective area of
square feet.
When operated at 15/2U GPM per square foot of filtering area,
this filter plant will have a capacity of filtering
gallons in hours and minutes.
(2) FILTER TANK
The filter tank shall be in diameter and shall be
constructed of type 304 stain est s steel—with a minimum side
shell and head thickness of lE gauge (16" and 20" diameter),
16 gauge (24" diameter). Tank to be reversed electropolished.
All piping shall be through the side of the filter unit in order
that the lid may be freely removed without any piping disassembly.
The filter tank shall be supported by means of a structural
foam skid.
The filter tank shall be designed for a 200 pound minimum
bursting pressure and tested,at 75 psi in accordance with the
(NSF) National Sanitation Foundation requirements.
(3) FILTER, MEDIA
The filter media shall be a hard, uniformly graded silica material,
commonly referred to as Crystal Grade filter sand. There should
be no limestone or clay present. Crystal Grade #20 filter sand
must have an effective size of .45mm and a uniformity
(4) FACE PIPING
All pipinq required for the operation of the filter plant shall be
included. Piping shall consist of cast iron dialatrol valve
connected by S.S. band clamps. The operation of the filter and
backwash cycle may be accomplished by the simple manipulation
of the valve handle. The dialatrol filter control valve shall
be fully ported with positive sealing gasket and rotary plug.
The dialatrol valve shall be connected to the tank with
band clamps for easy removal. The filter shall be con-
nected to the pump by means of a stainless steel connector.
(5) RECIRCULATING PUMP AND PUrlP STRAINER
The pumping unit shall consist of a self -priming single suction
centrifugal pump of the built -together type. The pump volute
and seal plate shall be manufactured of cast iron especially cast
to produce smooth surfaces for water passage.
A cast iron pump strainer shall be an integral part of the pump
assembly. The strainer lid shall be cast iron and secured with
manganese bronze "T" head bolts. The seal between the cover
and the strainer pot shall be effected by means of an 0 -Ring
gasket. The strainer baskets shall be molded of hi -temperature,
hi -impact styrene with integral lead ballast.
The pump impeller shall be an integral bronze casting of the
semi -enclosed type, attached to the motor shaft. A stainless
steel shaft seal of the mechanical type shall be provided with
ceramic seat and carbon wear ring.
A NEMA C faced motor with a drip proof enclosure shall be
bolted to the pump volute. The motor shall be of the capacitor
type with silver faced centrifugally operated disconnect switch-
ing, and shall be fitted with a thermal overload -protection of
the self -resetting type and a stainless steel shaft.
The motor shall be single phase, 60 cycle horse-
power for service on 110 or 220 volt electr`ca— —T s p y.
The pump and motor unit shall be designed for self -locating
assembly, ease of maintenance, inspection and service without
the use of special tools and without the need to disturb piping.
The HRSD filter plant as outlined herein shall be Swimquip
Iio.

In response to your letter of October 26th regarding the Lake Pointe
Project, I am providing you with the following information.
The preliminary plans for the developnent called for a 40 -foot setback frau
your property to the new street. This area was to carry a walkway and
extensive landscaping. She final plans maintain the 40 -foot setback from
your property to the street and show the walkway with the landscaping
providing screening for your property. I have discussed the landscaping
options with Mrs. Herman and she indicated that we should plant the
landscaping as proposed. After reviewing the alignment and grade of the
walkway, we have revised the plans and lowered the walkway approximately
one foot in the area along your property.
The grading project is progressing on schedule and should be completed by
early summer 1987. Street construction and landscaping will take place
during the summer of 1987. If you have further concerns or questions
regarding this development, please call us at 571-3450.

I would like to express my feelings on the changes that I feel have occurred
on the Woodbridge Lake Pointe Project.
The original concept was to have a 401 berme between my property and the street
with a walking or bike path on the Southernly side of berme which I didn't
have any objection to.
On September 22, 1986 I attended a meeting on the construction site with
Gene Ernst, the landscaping architect' to my dismay the walking path has a
curved concept to it and the path is now located within 10' of my property.
I feel it is closer than I appreciate, as I have a swimming pool on my property,
and I strongly object to the existing; location of the path, compared to the
original concept as we were shown. I expressed my feelings to Mr. Ernst and he
said he would have it reviewed.
On September 299 1986 I again visited the construction site and was told the
City of Fridley had made this change and nothing could be done.
On September 30, I called Br. Burch and was told this would be reviewed and a
reply would be forthcoming after a meeting on October 19 1986. Absolutely no
response on the outcome of that meeting has been forwarded to me.
With the height of the berme and the closeness of the path I will have absolutely
have no privacy unless I extend my six foot privacy fence to a height I won't
like and probably the City of Fridley will not appreciate.
I also am not happy with the type of landscaping plantings, that are located
between the path and my property which I expressed at the same time.
I would like to tell you of my experiences since this project has started.
I have lived at this residence for twenty three years and have never had a
water problem. On September 219 1986 at approximately 4:00 A.M. during.a':thunder
storm, water coming from the project was so deep in my back yard that it was
entering my house thru my window wells, which I have photographs to prove. I
certainly hope this does not happen again during construction and definitely
not after construction is completed. I have had earth moving equipment and
vibrating compactors operating directly adjacent to my property for approximately
two months. We presently live next to heavy equipment freeway with continuining
vibration and dust subjected to my home and property. I will never understand
why this construction machinery could have not had their freeway next to
highway 694 rather than next to the homes located on 57th Ave.
I certainly hope that I do not have problems with my home or swimming pool
from this continuous 'vibration that is occuring. When they buried the enormous
concrete footings from the Drive -In Theatre screen directly behind my residence,
the compactor that they used physically shook the house enough that windows end
dishes were vibrating .
I have been in construction for twenty three years and I have never seen so
much earth moved and compacted for this length of time with so little accomplished.
I realize that this letter is quite lengthly but I would like to express my
feelings and notify you of what my property has been subjected to thus far.
