Sincerer z / -, RON HOLDEN Building Inspector RH/mh MEMO FOR FILE MEMO DATE: June 28, 1977 MEMO FROM: Ron Holden, Building Inspector REGARDING: Fireplace Dimensions at 1559 - 61st Avenue N.E. The unique fireplace design of the upstairs fireplace at 1559 -61st Avenue N.E. caused the hearth to be less than 12 inches on the side from firebox to edge of hearth. But the raised hearth extends above the firebox floor by about 3/4 inch and extends into the firebox a full 3 inches. This would tend to help keep all firewood and debris deeper into the firebox. The actual side of firebox to edge of hearth is 8k inches. This fireplace is also piped to be used as a gas log fireplace. In light of these items and the fact that the only practical way to install a screen is on the inside of the firebox, I feel that no additional hearth side dimension is necessary at this time. A change in planned use or existing construction may change the structural status of the particular fireplace. The following items were noted that should be handled as soon as possible: 1. Caulking over face brick in front; under rear deck adjacent to the cantilevered floor joists; along rear sole plate of garage. 2. Repair water damaged ceiling in lower bedroom. 3. Finish off closet in lower bedroom unit. I also discussed several items of concern with Mrs. Dobis. One was the rough uncleaned surface of the blocks in the lower storage area. Another was the newly exposed step cracks in the northeast corner of the storage room. (I would suggest these cracks in the step be monitored "measured" until all settlement has occurred and then be chipped out and re -grouted.) Also, the five foot setback of this storage area makes it necessary to treat it as a type "j" occupancy and to require a door closer on the door leading from the basement to this storage area. Mrs. Dobis was also concerned with the outside water faucet in the rear. She is worried that it may freeze up. Please note that a frostproof sillcock or inside shut-off is required on these faucets. Mrs. Dobis inquired if an electrical outlet is required in the entry way. Our electrical inspector informs me that an outlet is not required in a hallway area. Book `Page Work Order #7459 INTRODUCTION This report concerns our recent investigation of foundation wall and floor slab distress at a single-family dwelling in Fridley, Minnesota. The structure at 1559 61st Ave NE, was constructed more than ten years ago on the southern limits of a sand and gravel mining pit which has since been reclaimed as a camunity park. since. Mr. and Mrs. Zimmerman purchased the home they observed distress occurring in the structure. Our firm was directed by Mrs. Zimmerman to observe the construction and identify several problems with the building. We were requested to also explain the cause of these problems and provide a general recommendation approach to repairing the difficulties. LLGAA-21-3(011 Based on our experience and review of the construction, we have developed the following conclusions: 1. The northeast portion of the foundation wall construction below the garage has settled slightly and rotated outward as a result of consolidation of old fill material which exists beneath the garage store roam. This old fill material was evidently placed in an uncontrolled manner and has consolidated, with time. Likewise, the storeroom floor slab which is also supported by the fill material has undergone subsidence as the fill material densified. 2. Also contributing to the distress of the foundation wall and the storeroom floor slab from fill material consolidation was the fact that the north portion of the storeroom was used 'for holding several cords of firewood. Based on our observations, we estimate that the floor loading in the wood storage area at the rear of the storeroom approached 250 pounds per square foot. This would be higher then many warehouse floor loadings. 3. The distress in the garage floor slab above the storeroom was in the form of cracking and spalling. This cracking and spalling occurred as a result of water ponding at this location. The water from vehicles could not drain out of the garage because the foundation wall settlement beneath the structural slab resulted in a reverse grade on the garage slab surface. This water then drained down into the storeroom and beneath the storeroom slab, causing more consolidation of the sandy fill material beneath the storeroom construction. 4. There has been some subsidence .of the east region of the downstairs family room and fireplace construction adjoining the storeroom. This movement has been accompanied by slight rotation of the east family room wall toward the east. At this point, the lateral movement has been slight, but there is visible downward movement of the floor slab near the fireplace. This movement is related to the fill consolidation beneath the storeroom. 4 Page Two 5. We observed severe cupping of the shingles at several locations throughout the roof construction of the home. This type of problem relates to considerable vapor transmission through the roof construction. It is our belief that a high vapor load has existed in the structure as a result of storage of the firewood materials, causing the shingle distress. Our concern would be the condition of the roof decking materials, particularly those on north facing portions of the roof near the cupping areas. We did not have access to the attic region at the time of our investigative work in order to review the decking materials. RECOMMENDATIONS The following recommendations would be appropriate: 1. Considering the soil conditions beneath the structure and the type of damage which has occurred, this building would be a suitable candidate for concrete grout solidification of the old fill system and lifting of the lower level slab construction. Considering the configuration of the structure and the exterior grade to the rear of the house, we recamond that solidification of the soil system first be performed in the exterior backfill region of the rear foundation wall construction in the storeroom and chimney area. 2. Chace the concrete pressure grouting work has been completed, we recomnend that the cracking in the foundation wall construction be repaired by _chipping and tuck -pointing. In addition, some of the block face shells will have to be replaced. This work should be accompanied by the grouting of any cells which are opened during the repair activities. 3. It is possible that some of the structural concrete panels serving as support for the garage floor will have to be re -aligned and grouted. At that point, it would be possible to do a localized repair of the floor slab construction, although replacement. of the concrete topping is typically the process used for restoration of grade and repair of the surface materials. 4. The shingle areas which show distress will have to be replaced shortly. Before this work is done, we advise that the owner observe the roof decking from the attic area to look for deteriorated decking. This will be identified by discoloration of decking and weakness of the deck material, when pushed against from beneath or under foot traffic from above. We observed subsidence of the front concrete apron for the garage during our work at the site. This apron should be replaced in the near future. our firm would be available for consultation of supervision when the repair activities of the structure commence. OBSERVATIONS On June 4 and June 21, 1990, we visited the project and reviewed the construction. The building is a single-family rambler with attached double car garage. The entire structure, including the garage area has a lower level which typically is a walk -out to the rear of the home. The dwelling was positioned on a city lot in Fridley, Minnesota. The structure was set at normal set -back frau 61st Ave NE and faced south toward a cul-de-sac area of the street. The front lawn had a gentle slope downward toward the street. However, the property graded downward toward the rear, commencing at approximately the front of the building. At the rear of the structure, the exterior grade was approximately at walk -out level but then also continued downward drr!;,atically toward the north and a community park past the property. 1. Page Three ` The structure had overall dimensions of approximately 65' by 32', but consisted of a central gable running in the east -west direction, with two gables oriented in the north -south direction, one at east end of the central portion of the home. The garage was positioned as one of the end gables and measured approximately 22' by 24' at the east end of the dwelling. The majority of the damage to the structure was in the rear or north portion of the garage construction and in the family room area immediately west of the garage. The garage consisted of pre -cast concrete floor plank with a concrete topping. The structural plank sections were supported by the east and west concrete masonry block walls beneath the garage, forming a storeroom for the home at basement level. The storeroom was approximately 22' by 20' in plan dimension (interior) and immediately east of the family roam of the home. The storeroom had a service door entering the family roan, immediately south of the fireplace -.construction in the common wall between the storeroom and family room. The storeroom also had an exterior door in the north or rear wall. This door was approximately 13 1/2' from the northeast corner of the building. We noted distress in the floor slab construction in the storeroom area affecting approximately the north third of the room area. Cracking was visible in the floor slab construction, and downward movement of the concrete slab had occurred. We estimated the downward movement at over 1/2". Step cracking was also observed* in the east foundation - wall construction of the storeroom. It also appeared that the north foundation wall_ of the storeroom had rotated outward slightly with the settlement of the slab. The family roan was completely decorated, with sheetrock wall covering, carpeting on the floor, and finished ceiling. We observed distress at the junction between the ceiling and the wall construction. It appeared that the wall was moving slightly toward the east, rotating with the storeroom movement. Cracking of the concrete floor beneath the carpeting and downward movement of the northeast portion of the slab in the family roam could be felt through the carpeting material. It was estimated that the displacnent was 1/4" to 1/29. A soil test boring was put down immediately to the rear of the foundation wall construction along the exterior backfill region. The boring was approximately 3 1/2' west Of the northeast corner and within 18" of the wall. Here, we encountered approximately 2" of topsoil with sod overlying 7 1/2' of old fill material and then natural soils. The fill material consisted of brawn and dark brown silty sand with some intermixed clean sand and a little gravel material. The old fill was estimated as medium density and did have moisture. However, it was not saturated. Beneath the old fill material, we encountered a brown silty sand (SM) of medium density and uniform consistency. Our boring was terminated approximately 9 1/2' plus below the ground surface. No groundwater was encountered in the soil test boring. While at the site, we were shown the roof construction by Mrs. Zimmerman. We did not have access to the roof construction at this time, nor did we have access to the attic. We observed several areas on the south facing upper gable regions which had severely cupped shingle materials. These areas were primary focused around the upper valleys of the central east -west region of the home, where the two wings framed into the central region. Cupping was most severe above the garage construction, with distressed shingles in an area of approximately 10' square, centered on the upper valley. Additional cupping was observed at the west valley, near a skylight above the front entry. Page Four DISCUSSION At the present time, we did observe some distress in the garage floor slab. Some spalling and cracking was noted in the east region toward the rear third point of the slab area. Here, we observed material loss from the surface and apparent drainage of car melt water or other tracked moisture toward the east wall and dawn -the wall (both exterior face and interior face). It is very important that the storeroom area be addressed in the near future, because this damage will cause further deterioration of the garage slab above. At this point in time, the structural concrete panels of the garagehavenot been damaged as a result of moisture migration. However, it will only take time for the moisture to affect the steel reinforcement in the structural panels, damaging them and reducing their capacity to hold both dead and live loads.
