RE: Additional Right of Way Needed By the City On 61st
Avenue in Briardale Plat.
Dear Mr. Miller:
This is to confirm the telephone conversation we had last week
regarding the above mentioned item.
The City has tried to acquire right of way on the South side
of 61st Avenue and has been unsuccessful because the owner of the
property feels that by giving up the right of way he might be losing
a° a buildable lot.and there is a row of trees which would be destroyed.
Also, the acquisition cost of right of way on the South side would
be quite excessive.
Taking these factors into consideration the City is requesting
that you provide an additional 5 foot street right of way and a 10
foot utility easement from your plat on the North side of 61st Avenue.
We would recommend to the City Council at their meeting of
July 24, 1972 that the City accepts this additional right of way
with the consideration that your setback requirement for houses
would still be considered from the line of the old right of way.
In this way, by giving the additional right of way you are not
forced to set back your houses any further. ,

Iam requesting this extension as there was a lengthly delay in originally
processing these permits and at the time I felt this would not create a
problem. However, there is now a Shortage of ready mix concrete and concrete
blocks and many of the builders have been put on certain rations of these
materials. Therefore, it appears that an extension will be necessary.
I hope that you have had an opportunity to drive through Briardale. I am
personally very proud of the houses we have built here and I hope that you
feel they are a credit to the community.

Dear Mr. Miller:
This office thanks you for submitting as -built plans for 1611 -61st Avenue,
the same being Lot 24, Block 3, Briardale Addition. A check of our records
indicates that no final inspection has been approved for this building. Our
inspection report #31,790 made on February 2, 1974.shows an inspectioncard was
posted stating, "Occupancy not permitted until inside railing on winding stairway
approved, contact Inspection Department." We are putting one of the new plans
in our files and returning the second copy to you with notations on the stairway
that explain Code requirements. we are also returning the plan you first submitted
for this lot.
We also at this time are giving you written notice that building permit
numbers 11,950, 11,941, 11,947, 11,948, 11,943, 11,953, and 11,938 are now null
and void.
(1) Permit Number 11,950: was issued for 1608 Briardale Road, the same being
Lot 15, Block 3, Briardale Addition. The permit was issued on December 29, 1972
and construction was held up by the City until January of 1973. To date nothing
has been done that would constitute the start of construction, thereby rendering
the permit void.
(2) Permit Number 11,941: was issued for 6181 Benjamin Street, the same being
Lot 17, Block 3, Briardale Addition. The permit was issued on December 29, 1972
and construction was held up by the City until January of 1973. To date however
nothing has been done that would constitute the commencement of construction,
thereby rendering the permit void.
(3) Permit Number 11,947: was issued for 6141 Benjamin Street, the same being
Lot 21, Block 3, Briardale Addition. The permit was issued on December 29, 1972
and to date nothing has been done that would constitute the start of construction
thereby rendering the permit null and void.
(4) Permit Number 11,948: was issued for 1631 - 61st Avenue, the same being
Lot 26, Block 3, Briardale Addition. The permit was issued on December 29, 1972
and to date nothing has been done that would constitute the start of construction
thereby rendering the permit null and void.

(5) Permit Number 11,943: was issued for 1616 Rice Creek Road, the same
being Lot 2, Block 1, Briardale Addition. The permit was issued on December 29,
1972. Our inspection records indicate that the footings were poured on or about
September 21, 1973. Since more than 120 days have elapsed since any visable
construction has occurred on the home, the City has no choice but to declare the
permit null and void. Since this basement has been left open and constitutes a
life hazard, you must fence the area off so that the basement is inaccessible
to the public.
(6) Permit Number 11,953: was issued for 1613 Briardale Road, the same being
Lot 6, Block 2, Briardale Addition. The permit was issued on December 29, 1972.
Our inspection records indicate that the footings were poured on or about August `
13, 1973. Since more than 120 days have elapsed since any visible construction
has occurred on the home, the City has no choice but to declare the permit null
and void. The basement on this lot must also be fenced to prevent the probability
of an unsuspecting person from walking and falling into the basement.
(7) Permit Number 11,938: was issued for 1633 Briardale Road, the same being
Lot 8, Block 2, Briardale Addition. The permit was issued on December 29, 1972.
Our inspection records indicate that the footings were poured on or about
August 8, 1973. Since more than 120 days have elapsed since any visible progress
has been made on the home, the City has no choice but to declare the permit null
and void. The basement on this lot must also be fenced.

Dear Mr. Miller:
This is to confirm our telephone conversation of December 5, 1974.
Please recall our December 3, 1974 meeting when it was decided that we
would check with our City Attorney about the possibility of the City adminis-
tration renewing your permits for the seven homes in Briardale Addition. I
have reviewed this possibility with Mr. Herrick and he advised us.that there
is no means by which the administration can authorize the renewal of a permit
nearly two years old. He also doubted that the City Council would have the
authority either, however if you choose to write a letter to the City Council,
he would then research the situation more throughl.y and would be able to
advise the Council on this matter the night they are confronted with your
request if you choose to make it.
The next Council meeting is December 16, 1974 and items to be considered
for that meeting must be reviewed by the City Manager's office no later than.
noon on the previous wednesday (December 11, 1974).
As agreed at our December 3, 1974 meeting, the City administration would
wait until legal interpretation of the Code had been made, or possible Council
action on the 16th of December, before making a final decision on this matter.
Between now and the 16th however, please consider your permits void, and your
cooperation in not going ahead with construction with the one exception will
be appreciated.

Dear Ms. Schlichtrnann:
A mechanical permit was issued on November 20, 2001 to install a furnace and an air
conditioner at your address. According to the 1991 Uniform Mechanical Code a final
inspection shall be conducted on the work authorized by this permit. As of this date the
inspection has not been requested.
The permit fee that was paid covers the inspection to make sure the work was completed
according to the Codes. We will keep your permit open for another 30 days and if we do
not hear from you within this time to set up the inspection, we will mark the permit "no
inspection called for by homeowner after notification" and take no further action.
To set up the inspection or to have any questions answered, please contact the Building

Dear Sirs:
City Building Inspection records indicate corrections have not been completed in accordance with State
Building Code Sections 104.2 and 104.9; 1991 UMC Section 303, and possible other Code sections; or as per
manufacturer's instructions.
Within fourteen (14) working days after receipt of this letter, you must;
1) Complete the enclosed corrections.
2) Schedule a final inspection.
3) Pass inspection per applicable codes and /or manufacturer's installation instructions.
Should you fail to do the above, the City of Fridley will not issue any additional permits and the process to
suspend or revoke your City License will commence per City ordinance Section 206.07, Subparts 9, 10 and 11
which state, "The City Council shall have the power to suspend or revoke the license of any person licensed
under the regulations of this Section, whose work is found to be improper or defective or so unsafe as to
jeopardize life or property providing the person holding such license is given twenty (20) days notice and
granted the opportunity to be heard before such action is taken .... When a license issued under this Section is
suspended, the period of suspension shall be not less than thirty (30) days nor more than one (1) year, such
period being determined by the City Council... When any person holding a license as provided herein has
been convicted for the second time by a court of law for violation of any of the provisions of this Code, the City
Council shall revoke the license of the person so convicted. Such person may not make application for a new
license for a period of one (1) year."
