Flora( Public Works Director DATE: March 14, 1996 SUBJECT: Commons Park Flooding Mr. Stubbs, who resides on 63rd Avenue, had called us this past spring because of flooding he was experiencing in his yard. This past summer we surveyed the area and identified that spring melt of the snow from the Commons Park fields drains to the north and because Mr. Stubbs has the lowest property in that area, the water tends to accumulate in the depression in his back yard. We informed him that the major cause of the water was the school property and that it Would be appropriate to have them construct a berm along the south property line to stop the water from � .. flovPing.onta,fiheesidential:property r.He�iAdiGatedhe:w.Quid'contacr;the:school.and-inform u this winter should a problem reoccur. On Wednesday, March 13, we observed the sheeting of water from the snow melt running across the fields. This water found some breaks along the property line, resulting in accumulation in Mr. Stubbs' back yard. As a means of correcting a major portion of this problem, it would be appropriate to do some earth work on the school property which abuts the back yards of these residential lots. A solution would be to reshape the area to form a larger berm along the property fence lines and a wide swale extending southward which could then be connected to the City's access road to well house No. 4. By reshaping this area with a depression, the water could accumulate and flow onto the asphalt roadway and run to the 7th Street catch basin. By increasing the height of the berm along the fence lines we would allow for a greater buildup of water, preventing flow to the north. I have discussed this with the school and suggested that if they had any projects this summer U where some extra -dirt -would be available -they could place it -along -the. fence -line and do the shaping or if they desired, we could look at some of our street projects scheduled for this year and if we have any excess dirt, use this area as disposal for the excess material which, could then be shaped. I indicated that we do not have any graders to do the major shaping, but possibility that a contractor or their horticulture department could do this work. As the major melt has now occurred, the flow should be diminishing in the next few days and the problem essentially will go away. Corrective action can be initiated this summer to allow for the earth work and necessary seeding or sodding of the area for next year's prevention. Seeing the problem while it was actually occurring was very helpful. I had the City video tape the area on Wednesday, March 13, 1996, to record actual drainage patterns for use in developing a plan to correct the problem. It is my understanding that the school is aware of the drainage problem. I will advise the school of my observation of what is actually occurring. I will also discuss with the school possible corrective action that can be taken to redirect their surface run-off. Z Paul Lawrence, Superintendent of Public Works nw Vc: John Flora, Director of Public Works PUBLIC WORKS MAMENANCE DATE June 10. 1988 MEMORANDUM FROM Ralph Volkman Superintendent TO ACTION INFO SUBJECT Complaint from Citizen at 620 - 63rd Avenue John Flora, irector x Up until about 4 years ago, there was no irrigation system for the grassy area around Well 6, because 85% of the property belonged to the school. On the continual insistence of the property owner at 620 - 63rd Avenue, we were granted permission from the school to put in 4 sprinkler heads and to hook into their system. This has created a problem for us, because the school turns on the system when they want to, and this is when the area is sprinkled. If there is a problem with the heads not working, our people are not aware of it until the brown spots appear. Then we have to contact the school so they can turn off the system and we can repair them. I have just contacted the school and re- quested that they work with us and get them to work. I hope they will do it on their own, instead of having to coordinate with our people. Another reason why this has been overlooked is that our work load has been very heavy. We have been having some problems with our own sprinkler systems in the parks. -In fact it was the first week of June before all the systems were turned on. Now that all the part-time staff will be on board by June 13th, we hope to clear up any problems with the sprinkler system. Parks Streets Main Ienance MEMORANDUM TO: William W. F1ora,&blic Works Director DATE: October 12, 1988 SUBJECT: Response to JF -383 In response to your memorandum dated September 29, 1988, I first received it on October 11, 1988. Mr. Stubbs', 620 - 63rd Avenue, rear property abuts both the School District 14 Middle School and the City Commons Park properties. In my memorandum of June 10, in response to JF -364, it was explained that the underground lawn sprinkler system in this area was installed by the City and connected to the School District's watering system. In my June 16 memorandum (PW88-195), I indicated that the School District pump was not functioning properly, and therefore, the City would manually water the area behind Mr. Stubbs until the sprinkling system became operational. In late June, the school pump was repaired and we ceased the manual sprinkling of the area. On July 11, 1988, the City adopted Resolution No. 55-1988 establishing a lawn sprinkling and irrigation program. At that time, the School District made a decision to decrease the watering schedule for the Middle School fields to be in compliance and demonstrate their concern. I have talked with the School Administration and they have indicated that they will operate and maintain the sprinkler heads in this area in accordance with their sprinkling program on the Middle School property. Therefore, the sprinkling and grass cutting should be accomplished consistent with the remainder of the property and its schedule year-round use. I inspected the site on October 11, 1988, and found the lawn in this area to be equal to all of the other areas on the school and City property. There are no indications of extensive weed growth, grass kill or lack of water. Page Two - PWSB-327 While it may appear that the manual watering system was more responsive and/or intensive, the normal automatic sprinkling schedule for this area is accomplished in the late evening and early morning hours so as not to impact on the park usage. Flora, frublic Works Director DATE: June 16, 1988 SUBJECT: Sprinkler System - Commons Park Based upon the concern that has been raised regarding the sprinkler system along the northern border of the Camnons Park city and school property line, I have met with the middle school maintenance supervisor and our parks sprinkling maintenance person to determine what can be done to initiate the operation of two sprinkling heads. A number of years ago on the urging of the residents backing on to Commons Park, the city extended the middle school sprinkling system along the Cannons Park border. This involved the installation of some pipe and four additional heads. On ompletion of the work, the system was turned over to the middle school and the system has been running effectively for the last few years. Currently, the middle school well pub has not been operating properly. A new puap is proposed for their 1989 budget. Accordingly, they now have insufficient pressure to operate all of their well head zones. When the zone which services the north boundary line is activated, two of the last sprinkler beads will not activate and function due to low pressure. It appears that this system cannot be corrected until a new pump is installed at the middle school. Splitting the system and connecting those heads to a city sprinkler line world consist of extensive installation costs due to the large run and number of control wires and electric services located in this area. As an intermediate solution to the problem, the Parks Department will manually operate a surface sprinkler in the area normally covered by the two inoperative sprinkler beads. It is moped that through this process the area along the northern boundary of the Cates Park and middle school line will be adequately sprinkled. On the continual insistence of the property owner at 620 - 63rd Avenue, we were granted permission from the school to put in 4 sprinkler heads and to hook into their system. This has created a problem for us, because the school turns on the system when they want to, and this is when the area is sprinkled. If there is a problem with the heads not working, our people are not aware of it until the brown spots appear. Then we have to contact the school so they can turn off the system and we can repair them. I have just contacted the school and re- quested that they work with us and get them to work. I hope they will do it on their own, instead of having to coordinate with our people. Another reason why this has been overlooked is that our work load has been very heavy. We have been having some problems with our own sprinkler systems in the parks. -In fact it was the first week of June before all the systems were turned on.
