SUBJECT: Storm Water Complaint
At the Council meeting of August 11, 1997, Ms. Susan Baker at 378 66`h Avenue indicated that
she had water buildup on her property and requested action by the City Council.
After the early July rains on July 7, 1997, I visited with Ms. Baker and viewed her property.
66`h Avenue dips to a low area in front of the residence. The back yards of the Mississippi Street
properties flow towards 66`h. A storm sewer culvert has been placed on the property line just
west of the Baker property and ties into the street storm water system
As a result of the rains, this low area of the system was inundated and caused the water to back
up in the street and flow onto the properties. The problem was aggravated on the Baker
property as a result of a compost area and plantings that were placed along the southerly
boundary and the large number of bushes that were planted on the westerly property line in the
drainage easement. These plantings result in reducing the flow and hold back the water.
The Baker's have initiated some work in landscaping around their home to raise the terrain
against the building and sloping it down to "the yard. This works effectively in reducing the
amount of water. The area around the basin windows is still vulnerable to' a large buildup of
water as the windows are encasements, essentially below the ground level.
At this point in time there is no City action that can be initiated to reduce the buildup of water on
the property. I have indicated to Ms. Baker that if the bushes could be removed or a new Swale
constructed parallel to the bushes, it would help in allowing the water to flow from the property
into the storm water system
