SUBJECT: RCWD Permit No. 84-120: Thomas Brickner - "Creekridge"

At your request, I have researched the file on Permit No. 84-120. The following
is a recap of the pertinent facts concerning the issuance of this permit and
subsequent approval of revised drawings of certain features within the
Creekridge plat.
- September 14, 1984 - Thomas Brickner filed a permit application
with the Rice Creek Watershed District for approval of a Land
Development Plan for the plat of Creekridge in the City of Fridley.
December 14, 1984 - The Rice Creek Watershed District issued
Permit No. 84-120 for approval of an "after -the -fact" Land
Development Plan for a single family residential development
referred to as Creekridge, 29 lots, 9.3± acres.
Exhibit "A" attached is a copy of a portion of the approved Grading
Plan for Permit No. 84-120. The Grading Plan shows a general
location for a ponding area and drainage easement on Lot 7, Block 1,
and the legend of the Grading Plan has a note as follows:
"Minimum building elevation for area contributing to pond on Lot 7,
Block 1, Creekridge will be 895.2."
- June 3, 1985 - Exhibit "B", a Grading Plan for the pond shown on
Exhibit "A", was approved. The Grading Plan shows a top of bank
around the pond at elevation 892 with 5:1 slopes sloping down to
the pond bottom. In addition on this date, the outlet detail,
attached hereto as Exhibit "C", was also approved. With a minimum
building opening elevation of 895.2 stipulated on the approved
Grading Plan, the Grading Plan for the pond as shown on Exhibit "B"
would function satisfactorily.
The items listed above constitute the terms agreed to by Thomas Brickner which
resulted in the District approving Permit No. 84-120 and subsequent revisions
thereto. The exhibits submitted by Thomas Brickner contain the basic design
details that we normally require for permit approval. It is assumed that the
contractor will use proper construction procedures in implementing the design.
The District's position is one of approving the function of stormwater,
management features and not specific design or construction details thereof.

On June 1, 1988, Mr. John F. Benedict wrote a letter to the District concerning
the subject detention pond which was located on the lot he purchased from Thomas
Brickner, namely, Lot 7, Block 1, Creekridge. Attached to Mr. Benedict's letter
was a sketch of the proposed detention pond that had been submitted to us on
October 23, 1984. The revised pond sketch which we have attached as Exhibit "B"
was submitted to us on April 3, 1985 and subsequently approved as the Revised
Grading Plan for the ponding area on June 3, 1985. Whoever had provided Mr.
Benedict with a drawing of the ponding area did not provide him with the drawing
that was current at the time he purchased his lot from Mr. Brickner on June 6,
1985. The purpose of the pond is to provide retention and treatment for
storwater runoff for 2 acres of land adjacent to 66th Avenue N.E. and a smaller
parcel of land adjacent to Arthur Street N.E. The stormwater entering the pond
will enter through a catchbasin installed in the curb of Arthur Street.
Thomas Brickner has not complied with the terms and conditions of Permit No. 84-120
in that the retention and treatment pond has not been completed to date. It is
recommended that the Board of Managers take any actions they feel prudent and
reasonable in requiring Mr. Brickner to comply with the terms of the
Permit No. 84-120 which will require completion of the pond in accordance with
the attached Exhibits "A", "B", and "C". Mr. Brickner was not required to post
a cash surety with the District guaranteeing compliance with the conditions of
the permit. In 1984, the District did not have a standard policy of requiring
cash sureties.

Thanks very much for informing me regarding the problems surrounding the detention pond on
your property.
While Anoka County is not involved in this situation, on your behalf I have contacted the City of
Fridley to acquire some up-to-date information for you. City of Fridley officials say that the City
Is sensitive to your problems. The matter had been referred to the entire City Council, which then
had a lengthy discussion on it. I am told that there are issues currently being faced by the City
which are broader than your problem alone. In other words, the way that your situation is
addressed would effect the way the City handles other storm drainage issues and the amount
of financial responsibility accepted for these separate issues regarding storm drainage.
The City is also attempting to assess exactly where the responsibility lies in relation to your
property -- among the Rice Creek Watershed District, the Developer, and the City itself.
Meanwhile, City staff has been instructed to respond to a number of questions from City Council
and to come back for a second discussion on your problems, more than likely at its next
meeting. The City apparently wants to work toward a just solution of your property's problems,
but is said to be concerned about the protection of the City taxpayers as a whole from any
unjustified expense, particularly as related to other storm drainage issues.

We have reviewed same of the files and accumulated the following information
regarding the sequence of events that have led to the Benedict Pond issue on
Arthur Avenue.
Enclosure No. 1 is a copy of the minutes dealing with the final approval of the
plat. Incorporated in the plat were the requirements for storm water detention
facilities to be included for the old Rice Creek School property.
Enclosure No. 2 is a Rice Creek Watershed District letter which addresses the
storm water detention facilities for the Creek Ridge plat. Item No. 1 in that
letter specifically addresses the area that the Benedict Pond deals with. It
should be noted that the design of this pond is to treat for a one-year storm
runoff and control the flow to a 100 year event.
Enclosure No. 3 is the final approval of the Creek Ridge Plat Storm Water Plan.
Enclosure No. 4 provides information frcm JM that they had previously submitted
regarding the Benedict Pond based upon a request from the Benedicts. The
original design was approved by the Rice Creek Managers on December 14, 1984,
and called for a break in the curb for the water to enter the detention pond and
the extension of the pond berm to the home. in reviewing the plans, it was
Proposed to construct a concrete spillway from the curb into the pond. This
spillway was then modified to incorporate a pipe into the pond with an elbow and
a concrete valley gutter to the exit pipe. This is what was ultimately
constructed.
Enclosure No. 5 are photographs illustrating the spillway that was originally
Proposed then the catch basin which was installed with the pipe and it
illustrates that a weir was present at the outlet end of the pond.
The last enclosure illustrates the proposed improvement that Mark discussed with
the Benedicts. This incorporates a berm along their property edge with a pipe
outlet through the berm over the bank to serve any overflow of the pond into the
back of the house property.

Mr. Flora, Public Works Director, stated this rezoning is associated with
the Hidden Woods plat and the request is to rezone anypparts of lots 6 and 7
from C-2 and R-2 to R-1.

Mr. Flora, Public Works Director, stated the plat, Creekridge, proposed by
Mr. Brickner calls for an outlot to be designated for property on the north
side of Rice Creek. He stated the plat would extend 66th Avenue from the
existing deadend through the Rice Creek School property to Arthur and

construction of another street, Creek Park Lane from Arthur to Old Central.
Mr. Flora stated a 15 foot access easement is requested on the west boundary
of the plat to allow neighborhood access to the park area.
Mr. Brickner, the developer, stated he felt the access easement should be
moved to the west between two lots that his son owns.
Mr. Qureshi, City Manager, stated the easement proposed by Mr. Brickner
would be more centrdlly located to the park.
Mayor Nee asked Mr. Brickner if he felt it was feasible to proceed with the
development after reviewing the figures on the cost of the improvements.
Mr. Brickner stated he felt the bids received do make it more feasible than
the original estimates given for these improvements.
Mr. Joe Menth, 1388 66th Avenue, questioned where the power lines would be
located for this plat.
Mr. Flora stated Northern States Power would be providing underground
service for the development, but overhead service would continue for the
existing homes.
Mr. Menth asked if existing power lines would be placed underground.
Mr. Qureshi, City Manager, stated the residents would have the option to
leave the lines as is or else to have them placed underground if they wish
to pay tt'ie Cost.
Mr. Menth questioned where the power lines would be moved. Mr. Flora stated
he felt they would probably stay, basically, where they are now located.
Mr. Menth stated at the public hearing there was discussion about postponing
the assessment until such time as each lot was split.
. Qureshi stated if it is the Council's desire to postpone the assessment
til such time as a lot is split, they could so direct staff so the
sessment roll is prepared accordingly.
tKen moxness, 1604 66th Avenue, asked if it would be possible to obtain
easement to the creek. Mr. Qureshi stated 66th Avenue goes to Arthur
Street and Arthur Street has access to the creek.
�} MMON by Councilman Schneider to approve the preliminary final plat, PS
i84-01 with the following stipulations: (1) Outlot A be dedicated for.
public use; (2) a $1,500 park fee per lot for 29 lots be paid; and (3) an
access easement from 66th Avenue be provided to the future park in the Gena
Rae Addition and the location of this easement is to be worked out with the
City staff. Seconded by Councilman Bamernik. Upon a voice vote, all voting
aye, Mayor Nee declared the motion carried unanimously.
Mr. Gottwaldt, 6429 Baker Avenue, asked when the issue of the park in the

Gena Rae Addition would be on the agenda.
Councilman Schneider stated the point the City is at now regarding
acquisition of the property in the Gena Rae Addition came about during
discussions at the Planning Commission meeting. He stated he believed
representatives of the owners of the property were present at the Planning
Commission meeting and indicated they would be willing to sell the property
if it was used for public purposes and not for residential developnent.
Mr. Qureshi stated the City has had a number of negotiations regarding
acquisition of this property. He stated the City felt as the owners are
willing to sell, the best method to establish the value of the property is
through a non -bias third party and the owner's attorney was so advised.
Mayor Nee told Mr. Gottwaldt he understood his mother didn't want to sell
the property for housing, but wanted it developed for park purposes.
Mr. Martin Johnson, 1381 Mississippi Street, stated the City never did
negotiate or come back with a counter offer yet they are surveying and
driving stakes into the property. He felt there has been no negotiation in
good faith on the part of the City. He felt a lot was being taken for
granted to proceed in this manner when the property is not owned by the
City, and several asked why a park was needed on that property.
Councilman Schneider stated Rice Creek School was the only recreational
facility in this neighborhood and when the school disappears, he felt
something has to replace these facilities to satisfy the recreational needs
of the neighborhood residents. Councilman Schneider stated he felt it would
be irresponsible to have housing on every lot and not be able to meet the
recreational needs for the neighborhood now and in the future.
He stated, as far as the developers, they would just as soon not see a park,
but felt it is part of his responsiblity to provide such an area for the
residents.
Mr. Martin Johnson stated he only hopes his father and the Gottwaldt's get a
decent price for this land as they have contributed to the community for
many years.

1. In order to meet District requirements, rate control and treatment must
be provided for runoff from subwatersheds A-1 and A-2 as identified on
the above referenced Grading Plan. Rate control must be provided for
both the 100 -year and 1 -year storms while treatment must be provided for
1 -year storm runoff.
2. A portion of the proposed development is shown to drain to an existing
low area adjacent to the south end of your property. Even though it
appears that no increase in runoff to this low area will occur as a
result of your development, it is a requirement of the Rice Creek
Watershed District that all storage basins have outlets. Design
information should be submitted which will show an outlet is provided for
this low area. If it is not feasible to provide an outlet to this low
area, detailed information should be submitted in support of this
position.
3. Exhibits No. 5 and 6 listed above were received from the City of Fridley
and in part concern runoff which will drain from subwatersheds C-1 and C-2
of your development as identified in the above referenced Grading Plan.
The City's Stormwater Management Plan will be reviewed by the Board of
Managers during their October 24, 1984 meeting. Approval of this plan is
rPnuirpd hPfore a permit can be approved for your development.
4. The proposed erosion control measures for your development should be
revised to include the installation of erosion control barriers along the
top of the bank of Rice Creek on the north end of your property. Also,
proposed restoration measures should be revised to include the mulching
and disk anchoring of mulch for all seeded areas.
5. Ponding and flowage easements will be required over all ponding areas on
your property.

They found the project as planned to be in accordance with the Rules and
Regulations, and Guidelines of the District and therefore approved the
permit as requested, with the following stipulations:
...that the eight -inch PVC pipe overflow be installed as soon as possible.
A followup inspection will be conducted at the project site to assure com-
pliance wi h all agreements, terms and/or stipulations to this Permit. Fail
ure to comply with the foregoing may result in rescission of the Permit, an
is in violation of Chapter 112.89 MSA, a misdemeanor.
This document is not transferable, and is valid for one (1) year after the
date of issuance. No construction is authorized'beyond expiration date.
If Permittee requires more time to complete construction, a renewal o_f_the

The District's position is one of approving the function of stormwater,
management features anq not specific design or construction details thereof.

On June 1, 1988, Mr. John F. Benedict wrote a letter to the District concerning
the subject detention pond which was located on the lot he purchased from Thomas
Brickner, namely, Lot 7, Block 1, Creekridge. Attached to Mr. Benedict's letter
was a sketch of the proposed detention pond that had been submitted to us on
October 23, 1984. The revised.pond sketch which we have attached as Exhibit "B"
was submitted to us on April 3, 1985 and subsequently approved as the Revised
Grading Plan for the ponding area on June 3, 1985. Whoever had provided Mr.
Benedict with a drawing of the ponding area did not provide him with the drawing
that was current at the time he purchased his lot from Mr. Brickner on June 6,
1985. The purpose of the pond is to provide retention and treatment for
storwater runoff for 2 acres of land adjacent to 66th Avenue N.E. and a smaller
parcel of land adjacent to Arthur Street N.E. The stormwater entering the pond
will enter through a catchbasin installed in the curb of Arthur Street.
Thomas Brickner has not complied with the terms and conditions of Permit No. 84-120
in that the retention and treatment pond has not been completed to date. It is
recommended that the Board of Managers take any actions they feel -prudent and
reasonable in requiring Mr. Brickner to comply with the terms of the
Permit No. 84-120 which will require completion of the pond in accordance with
the attached Exhibits "A", "B", and "C". Mr. Brickner was not required to post
a cash surety with the District guaranteeing compliance with the conditions of
the permit. In 1984, the District did not have a standard policy of requiring
cash sureties.

SUBJECT: Detention Pond at 1499 66th Avenue (Benedict)
The Rice Creek Watershed District approved an overall grading plan
for Creekridge Subdivision in December, 1984. The grading plan
stipulated that the minimum building opening elevation at 1499 66th
Avenue be 895.2.
On June 3, 1985, the Rice Creek Watershed District approved the
attached grading plan for the detention pond, labeled Exhibit "B",
and the outlet details, labeled Exhibit "C".
A building permit was issued for the construction of the present
home on November 19, 1986 and a final inspection was conducted on
December 10, 1987.
Our survey of the property indicates the residence was constructed
with a minimum building opening at 889.02 or 6.18 feet lower than
originally stipulated on the grading plan. I would surmise that
this necessitated a change in the construction of the detention
pond. The pond was constructed with a spillway, as shown on the
approved plan, but in 1988, a catch basin and pipe were installed
to replace the spillway. Additionally, a concrete swale was
installed to prevent erosion and standing water. The pond was
resodded by Mr. Brickner in 1989.
A complete set of calculations has not been found in the records
of the City or Rice Creek Watershed District for the design of this
pond, so I have run my own rough analysis. The original pond was
designed to detain the 11100 year" storm and have a release rate
equivalent to the 112 year" storm. This release rate was to be
regulated by a restriction device to be placed on the 12 inch
outlet pipe. The original pond design appears to have been
adequately sized and if the pond should overtop, the water would
go over the banks to Rice Creek before flooding a home with a
minimum building opening elevation of 895.2.

When the home was constructed with a walkout and a building opening
lower than that stipulated on the grading plan, it became
impossible to provide a detention that would meet the original
criteria. In order to provide some detention of larger storms and
treatment of smaller, more frequent storm flows, a weir was
constructed, but the restriction device was not installed. This
allowed water to be released at a faster rate which reduces the
volume needed in the pond.
Based on my analysis, the current pond functions for a 100 year,
24 hour storm in that the pond should not overtop its banks.
Should the volume of water become greater than the capacity of the
pond, the water will overtop the pond and flow over the bank of
Rice Creek before flooding the home. To complete the design, a
weir should be installed at the pond outlet to allow for treatment
of storm events.
During the storm of May 28, 1991 apparently storm water in Arthur
Street overtopped the curb, ran across the drainage easement, and
eroded a portion of the Rice Creek bank. The storm water
overtopped the curb for apparently one or two reasons. During a
ten minute period on the morning of May 28, approximately 1 inch
of rain fell, this is equivalent to the intensity of a 1120 year"
storm. (Catch basins and storm sewer pipe systems are generally
designed to handle flows from 5 or 10 year storms). Also,
apparently there was a piece of concrete in the catch basin pipe
that may have restricted the flow through the pipe. It should be
noted that the water that overtopped the curb eroded the bank of
Rice Creek which prevented the water from flooding the home. The
grading appears to be correctly designed to provide a safety valve.
As I have previously recommended, the eroded part of the bank
should be rebuilt with the installation of a 4 inch PVC pipe to
provide a drainage outlet for the small portion of the yard that
drains to this location. The berm should be built to an elevation
not above 889 to provide a safety valve.

On the morning of May 22, Mrs. Benedict of 1499 66th Avenue called regarding a hole that had
started to erode off the concrete swill in the pond adjacent to her home. I told Mrs. Benedict
that I would make an effort to take a look at it, especially since she was concerned about
potentially heavy rains over the Memorial Day weekend.
Approximately 2:00 pm on the afternoon of May 22 1 did visit the site and found a hole
approximately 1 foot in diameter directly adjacent to the concrete swill. It was evident that there
was some undermining in the area. I took a couple of photos of the eroded area.
I then met with Paul Lawrence and Jim Brindley at the site, at which time it was raining heavily
and a large amount of water was running down the hole. It was decided to obtain some clay
material and immediately fill the hole in order to prevent greater erosion which could eventually
pipe out into the bank of Rice Creek. The sewer crews got on the job immediately to plug the
hole.

On Friday, October 14, 1994, 1 inspected the repair work and drainage improvements installed
at the above noted address. The eroded slope and the 4 -in. PVC pipe had been repaired and
installed as outlined in Bill Burns' letter to the property owner dated May 27, 1992. The rip -rap
had not yet been installed at the pipe outlet.
1 spoke with the property owner regarding this and they had stated they were planning to further
extend the pipe down the slope and would install the rip -rap when this was completed. They
stated this additional work would be performed at their own expense. Recommend the bill
submitted by the property owner in the amount of $629.36 be reimbursed to them for this work.

This letter is in response to a telephone conversation I had with Mrs. Benedict on
May 26, 1992. As .we approach the 1992 construction season, I would like to suggest
that we try to resolve the wash-out problem you experienced on your property last
year. I
Mark Winson, Assistant Public Works Director, has prepared a drawing and brief
description of the work that he feels will help alleviate the potential for future wash-
out problems in your yard. Essentially, Mr. Winson would like to fill the washed o.ut
.area ;with clay and topsoil..,He.would.also:install a.4; inch PVC. drain, pipe. and
rip rap in the eroded area of the down-slope. He feels that this can be done for an
amount not to exceed $1,000.
I would like to suggest that you hire a contractor to do the work as proposed by Mr.
Winson. The City would offer to reimburse up to the amount of $1,000 for any
expenses associated with the described work. Additionally, we would use City
resources to place a weir in the discharge pipe from the existing detention pond
located on your property. A copy of the design of the weir is enclosed. .
In proposing the above -solutions. I art: not -assuming that they represent the ultimate"_
sblution. I also feel that awhile the proposed project may be less than the ultimate
solution, it will help to stabilize the area that has been washed out during past
storms.

Dear Ms. Benedict:
As a result of the exception rains that the City experienced during the first part of July, the City staff has
been reviewing the storm water effects and possible improvements that can be made to the surface water
system as a means of reducing damage and/or precluding further reoccurrence of some of the experiences
this past month. As a result, the City proposes to accomplish the following action adjacent to your property
as a corrective measure. If you have any concerns or questions regarding this proposal, please contact me
at 572-3550 so that we may answer any of your concerns and schedule the appropriate work.
We propose to repair the washout and create a berm within the existing drainage utility easement. This berm
will raise the containment wall around the detention pond, creating a larger ponding volume than was
originally built. Any water which will overflow the curb should be retained within this enlarged
impondment. We also propose to provide fill material to cover the existing washout over your yard drainage
outlet.

SUBJECT: Storm Water Drainage Corrections
This is a follow up memo to our July 8,1997 memo regarding storm water drainage problems. We have
investigated each incident further and come up with workable solutions and associated costs. Unless
noted, all labor costs will be absorbed and materials including sod are in inventory or bought through the
maintenance and repair budget. Attached are drainage area maps for each site.
7130 Riverview Terrace The solid lid on a storm sewer manhole at the low point of the street will
be replaced with a grate lid to allow water to be taken in to the system at a
greater rate and reduce ponding in the street.
We have the grate lid in inventory so no additional costs will be incurred.
6390 7h Street We will create an overflow swale from the street to the pond along the
north property line within our 20 ft wide Drainage and Utility Easement.
This will control the path of water when the storm sewers are full and
minimize any property damage.
Cost involved is approximately $100.00 for sod.
6290 Van Buren Street The existing curb and gutter flow past the driveway to the south. A
significant rain will fill the gutter and overflow onto the driveway. We will
ramp the entrance to the driveway up to a height equal with a normal curb
(6") and taper it back down to the garage, holding runoff in the street.
Cost for the bituminous will be absorbed in our pothole patching budget.
6090 Woody Lane Mr. Utter of 6084 has agreed to give the City a 10 ft wide Drainage and
Utility Easement along his northerly property line. We propose to install
an additional storm sewer line to increase the capacity serving the Woody
Lane and Hillcrest Drive area. This would be necessary in the future
should that area receive concrete curb and gutter.
This is a significant project and would require hiring an outside contractor.
Estimate this project to cost less than $12,000 not including retaining wall
costs.
5928 Woody Lane The storm water piping system at the end of the cul-de-sac is adequate to
handle the runoff for the area. However, the inlet capacity of existing
catch basin grates cannot take in water fast enough to prevent ponding.
We proposed to add an additional catch basin on the east side of the cul-
de-sac and connect it to the storm sewer system reducing the amount of
ponding and allowing water to enter to system at a much faster rate.
Labor will be done and absorbed in-house and materials are in inventory or
can be purchased with storm water funds.
1499 Arthur Street The washout on this property was the result of water overflowing the curb
and not being retained to drain off site through existing storm sewers.
Currently.one of the street catch basins outlets onto the surface into a pond
that was created. From there it runs down a concrete spillway and back
into the storm sewer system. This arrangement allows water on the
property to drain into pipes rather than directly over the bank causing
erosion.
We propose to repair the washout and create a berm within the existing
Drainage and Utility Easement. This berm will close off the area around
the daylighted storm pipes and create a larger detention pond than was
originally built. Ponding in the street which overflows the curb will flow
into this pond rather than threatening the house.
Labor will be absorbed, fill material is available from our stockpiles and sod
will only cost approximately $100.00.
1280-1298 52'd Avenue A 100' long slotted drain was installed behind these houses as part of the
Clover Pond/52"d Avenue Floodway Project. During extreme storms such
as we had at in early July, this drain cannot take water in fast enough to
prevent ponding. The land on the Columbia Heights side is higher and
therefore all ponding is in these two yards.
We propose to "jack" a pipe from this area 200' to the west to create an
overflow to release ponded water before it threatens these homes. Jacking
pipe involves pushing the pipe through the ground from one end so that the
surface is not disturbed as by trenching.
This project would require hiring a contractor. We estimate the cost for
such a project to be approximately $80 per lineal foot, totaling $16,000.
The cost for yard restoration where this equipment was moved on to the
site and set up would be additional.
569 Rice Creek Terrace Back pressure in the pipe at its outlet into the creek behind 569 Rice Creek
Terrace causes this system to surcharge in the street and so threatening
other properties and travel along the street.
We propose to install a special lid on the downstream manhole to act as a
pressure release valve. Riprap and landscaping around the manhole would
act as an energy dissipater to prevent erosion as the water flows back into
the creek.
This can be accomplished with in house forces and storm water funds.

considerable erosion or property damage as a result of storm water runoff. The following is a list of
those properties and a thought on some actions we propose to follow up on at the various locations.

yard and eroding the fill along the driveway. It is proposed to have
the property owner replace his retaining wall along the driveway
with a 4-1 slope fill and then the City could run a drain pipe from

either side of the home at the rear of the lot as a result of flooding on
7th Street. We are looking at berming the boulevard along 7th
Street in an attempt to retain the water in the right-of-way. There
will probably be a problem with water entering the driveway and
flowing into the structure. A survey will determine what impact
this could have on the property.
6290 Van Buren Street
This property experienced flooding along the rear of the building
and the lot. There are no catch basins in this area and all the water
drains down the driveway onto the property. A possible solution is
repaving of the driveway to cause a rise from the street in an
attempt to retain the water on the street. As this is the lowest point,
there will still be a continual overflow across the property as there
is no outlet.

It appears that a new retaining wall was constructed and vegetation removed from the steep bank
adjacent to Rice Creek. This activity, because it is within 300 ft of the creek, does require a RCWD
permit. I have enclosed a permit application.
My main concern is the steep bank where the vegetation appears to have been removed. Your permit
application will need to submit an erosion control plan to prevent problems during 1999 spring snow
melt and spring rains.
