Storm damage took place Wednesday, September 21, 2005. It included 2 large oak tree
trunks (at least 75 feet long) fell on the front and west side of our home breaking loose
the fascia & soffit and damaging the shingles. Another large tree branch fell on our
attached garage damaging the shingles & fascia.
Contacted State Farm that same evening and was not able to reach our agent for over a
week! A claims adjuster came out on Sunday, October 16, 2005 and made his estimates.
Contacted Welter Building Company (advertisement passed around neighborhood) and
signed a contract on Wednesday, October 19, 2006 to install a new roof, ridge vent, 2
damper inserts, 2 plumbing stacks, drip edge, aluminum soffit & fascia on our 3 bedroom

Job was supposed to be completed by Thanksgiving, Wednesday, November 23, 2005.
Josh Welter hired one person to do this job. He would work a couple of hours one day
and not show up for days even though the weather was nice. (He was also working on his
own contracts). Thanksgiving came and went with the job not completed.
We had good weather in November and December for working but Josh & his
subcontractor continued to have problems between themselves. During this time we
repeatedly tried to contact and communicate without much luck. The subcontractor even
ripped off the shingles and tar paper on our garage and left it bare and heavy rains came
that evening; by morning we found the inside of our garage wet We did get Josh and his
subcontractor over first thing that Sunday morning to cover it with a tarp while it rained.
Next deadline was a completion date set for Christmas - Friday, December 23, 2005
which came and went without the job being finished.
Winter set in so when spring came, this subcontractor worked on our home until finally
the Fridley Home Inspector, Dave Jensen, was called for an inspection on Monday,
April 24, 2006 (see attached inspection report). We were not very happy with the way
the soffit, fascia and drip edge looked. We made phone calls to Josh to find out when the
repairs and corrections would take place. No word from him until after my next
voicemail; when I stated that I had contacted an attorney and the Department of Labor
and Commerce. He then called us back and made an appointment for Thursday, June 1,
2006. He agreed to make corrections and fix the parts that we were dissatisfied with.
Days went by with no communication. Once again I called to find out when these items
would be taken care of. Finally, Thursday, June 8, 2006 a different subcontractor was
hired by Josh to make the necessary fixes. On Saturday, June 10, 2006, we purchased
materials and paid him to complete this job. We were still not happy but thought we
would see what Dave Jensen thought. Josh said he would make the arrangements for the
final inspection. Once again, after several days, I called the Inspector's office twice and
both times they mentioned that Josh had not called. I went ahead and scheduled an
inspection for Monday, June 26, 2006 (see attached inspection report). Josh had 10 days
in which to make those corrections. The next day, June 27`h, Ron Julkowski, Dave's
boss, came over to take a look at our home and assured me that they would get a hold of
Josh and have him meet him at our home to go over what needed to be done. I stayed in
contact with the Inspector's office and they were very helpful. There was still no
communication from Josh during this time.
Wednesday, July 5, 2006, I saw Josh in his driveway (a neighbor) and I walked over to
talk with him directly because I could never get a hold of him by phone. I told him the
City Inspector was trying to reach him and we wanted this job completed immediately. I
told him I was going to send a letter of complaint to the Department of Labor and
Industry regarding this project. He said he wasn't aware we were trying to contact him
and said that the number I have he no longer used even though his voicemail was still
active. He called Ron that afternoon and they scheduled a meeting at our home for the
next day, Thursday, July 6, 2006.
That afternoon Ron pointed out several things that were not acceptable and gave him 10
days to complete the job (see attached inspector's report). Josh said he would have
someone over on Saturday, July 8, 2006 to complete the first 2 items on the list.
He assures us that he will provide warranty documentation and lien releases from his
subcontractors at the completion of the job. We will keep you posted if ftuther action
needs to be taken.
