Re: Swimming Pool Construction at 16 - 66 1/2 Way N.E., Fridley
Dear Mr. Adolphsen:
This letter is to make clear this department's requirements for
the swimming pool construction at the above address.
1. As indicated, one (1) skimmer approve] L)y the National
Sanitation Foundation will be provided.
2. As indicated, two (2) inlets of approved design for fresh
and/or repurified water will be provided.
3. As indicated, a main drain of approved construction will be
provided.
4. The filter and pump shall be approved by the N.S.F. and be
of sufficient capacity to provide a minimum turnover of at least
two (2) times in 24 hours. This department recommends a turnover
rate of 6 - 8 hours.
5. A deck of at least three (3) feet wide, measured from the
pool waters edge, shall be provided which extends completely
around all private residential pools. Above ground private
residential pools may be provided with decking of a minimum size
of 4 feet by 4 feet at pool entry points and provided that such
decking has the approval of the City.
6. The diving area will be acceptable provided there is no
overhead obstruction.
7. Fencing or other effective means including but not limited
to walls or buildings, acceptable to the City, shall be provided
to positively control all access to public and private
residential swimming pools. Fencing shall meet the following
criteria:
a. The fencing shall prevent the entrance of children and be
without hand or foot holds that would enable a person to climb
over it.
b. The fencing shall be at least 6 feet high and entrances
shall be equipped with self-closing and self -latching gates
capable of being locked.
c. Self-closing and self -latching devices shall be placed at
the top of the gate or otherwise inaccessible to small children.
d. The opening between the bottom of the fence and the ground
or other surface shall be not more than four inches.

8. An automatic chlorinator should be provided with a suitable
test kit.
9. All electrical and plumbing installations shall be inspected
and approved by the City Inspection Department.
10. All overhead electrical lines must be a minimum of 10 feet
horizontally from the pool surface and 18 feet straight line
distance from the waters edge. An alternative is to bury said
lines.
11. The pool fill spout must be protected by a vacuum breaker or
air -gapped.
12. Suitable safety equipment to include but not limited to a
ring buoy and rope that is 1 1/2 times the pool diameter, and
shepherds crook pole must be provided and maintained with the
pool at all times.
Furthermore, these and any other requirements must meet the
provisions of the Fridley City Code, Section 115, Swimming pools.
The building permit is approved contingent on final inspections
and approval by the City.

To determine which size heater to specify, first calculate the square footage of your pool surface. Next, determine the tem-
perature rise you want -the difference between the average air temperature and the desired water temperature during the
coldest month you will be heating the pool. Then refer to the tables below. Thrift heating conserves energy and is
designed to bring the pool to swimming temperature in 24 to 36 hours. The Temperature Maintenance table ^Is based on
continuous heating during the swimming season. Listed are the maximum square footages of pool surface area at.an
average depth of 5.5' for each heater to accomplish a given temperature rise.

13. FILLING THE POOL - After the vacuum has sucked the liner in place and you
are happy with the fit, begin adding water to the pool. When there is
approximately 4" of water in the bottom of the hopper, it is time to cut the
main drain in.
Find, through the liner, the 2 screws used to hold the gasket onto the main
drain. Back the screws out of the holes and through the liner. The hole in
the liner should be only big enough to fit the screw through. When both
screws are removed, install the face plate and gasket to the body of the main
drain. The liner should be sandwiched between the two gaskets. After the
outside face plate is secured in place, cut the liner around the inside
circumference of the face plate. Next, screw the inside grate or cover to the
two remaining inside holes on the main drain body. After completing the
installation of the main drain, continue to fill your pool.
*IMPORTANT* - Continue to run the vacuum as long as you continue to fill the
pool. If you must shut the vacuum off, shut off the wateL. When retuning the
vacuum into operation, allow 15 minutes before you begin to refill the pool.
When the water has reached approximately 2 to 3 inches in the shallow end,
remove the vacuum from behind the liner and insert the liner into the track.
Should there be any wrinkles in the shallow end, you can work them to the
sides of the pool at this time. The more water in the pool, the more
difficult this becomes.
14. ATTACHING THE LIM TO THE STEP - With approximately 2 to 3 inches of
water in the shallow end, carefully remove the plywood from behind the liner
at the step. Using the stainless steel screws provided, install the vertical
gasket and face plate from the top down first. Make sure the gasket is
properly aligned behind the face plate. After both sides are secure, attach
the bottom (horizontal) gasket and face plate. It may be easier to work from
each side into the middle. See Figure #9.

final grade is established by carefully shaving the higher spots to form a
level area. Slight over digging can be corrected by bringing low spots up to
level with the addition of well -compacted fill.

Starting with a corner section, work in two directions. In this way, the wall
panels will tend to be self- supporting as each panel is added. Be sure to
place the panels that have the holes f6r light, inlet and skimmer in their
proper places. Check for level in relation to the first corner section. Be
sure to install "A" frame assemblies as each panel is added. As each panel is
leveled and the inside surfaces are flush, bolts may be tightened. however,
the bolts for the "A" frame assembly should be made only hand tight at this
time. When the walls have been completely assembled, the pool should be
squared by obtaining equal diaconal measurements from inside corner to inside
corner of the pool. After this is accomplished, plumb these corners with a
carpenter's level and again check the level of the walls. Fix their positions
by driving a steel rod through the hole in the bottom of the panel. Make sure
all panels are set in a straight line. A string line stretched from corner to
corner will help.
After the panels are set in a straight line, be sure that the "A" frame
assemblies are resting on solid ground.
