on October 10, 1973 the following Resolution- was duly adopted by a unanimous
vote of said Board as follows:
" Resolved that the special assessments of the City of Fridley for
improvements arising from the platting of Michael Servetus Addition, if any,

At your request we observed the muck excavation and backfill of the
above lot. The peat was removed down to satisfactory mineral soil.
The replacement of the peat with granular material appears to extend
sufficiently outside the footing line to contain a 1:1 slope from the
outer edge of the building footing to the bottom of the excavation.

Density tests on a modified procter basis indicated adequate compaction
was utilized. The results were as follows:

Church on Brookview Drive. Inquiry
by Councilman Fitzpatrick
Councilman Fitzpatrick indicated that this is the church which is
hidden behind in this area and very difficult to find. There was a
church sign which has been taken down.
Would you please give me the section of the zoning ordinance--underlined--
which prohibits such signs on public right-of-way. Also provide me
with information on whether there is a possibility of providing a
variance to the ordinance because of the pecular situation of this
church. If so, please give me the sections providing for variances.
Brookview Drive might have been part of the Highway 65 right-of-way
and built under highway funds. Are there any state or federal regulations
which might restrict us from providing for the sign?
Also consider the possibility of the sign if it is put in one foot
onto the private property.
Please check into this matter and provide me pertinent data so Councilman
Fitzpatrick can advise me what future action he is desirous to take on
this matter.

Section 214.031 (1) prohibits permanent signs placed within any street
right-of-way or upon any public easement. (See attachment) The reason
for this provision is to minimize confusion of necessary traffic signs
and signals. However, a permanent directional sign is allowed on private
property as long as it is 10 feet from a street right-of-way. (See sections
214.031 (5) and 214.032 (4)).
Section 214.06 (5) contains provisions for sign variances. Variances can
be granted where strict enforcement of the ordinance would cause undue
hardships. The applicant must prove the following:
(1) That there are exceptional or extraordinary circumstances applicable
to the property or to the intended use that do not apply generally to other
property in the same vicinity and zoning districts;
(2) That the variance is necessary for the preservation and enjoyment of a
substantial property right possessed by other property in the same vicinity
and zone; but which is denied to the property in question.
(3) That the strict application of the ordinance would constitute unnecessary
hardship; and
(4) That the granting of the variance would not be materially detrimental
to the public welfare or injurious to the property or improvements in such
vicinity or zone in which the property is located.
Brookview Drive is a 66' wide right-of-way dedicated to and maintained by the
City of Fridley. Our past experience with the State indicates that they are
only concerned with their right-of-way and effects on it. Signs on Brookview
Drive should not effect this trunk highway.

214.032 SIGNS PERMITTED IN ALL DISTRICTS SIGNS
PERMITTED
1. Address Signs: Each dwelling, business or building must have a IN ALL
minimum of one address sign, minimum of 3-1/2 inches high, maximum of 18 DISTRICTS
inches high, illuminated or reflective, attached to the dwelling and
visible from public right of way. If the attached address sign oannot be
visible from the public right of way, the address must be either on the
curb or on the mailbox.
2. Bench Signs: To be permitted only at bus stops; cannot be any larger
than or extend beyond any portion of the bench.
3. United States Flag: Follow Title 36, Section 173-378 of the United
States Code, State Flag, Corporate Flag.
4. Directional Signs: (Public A Private)
A. Maximum four (4) square feet per facing.
B. Minimum ten (10) feet from street right of way.
C. Except that a sign directing the public to a hospital may be a
maximum of twenty-four 2 square feet in area.
5. Institutional Signs:
A. Maximum twenty-four (24) square feet.
B. Minimum ten (10) feet from street right of way.
C. Except a hospital emergency sign which is located on the premises
may be one hundred (100) square feet in area.
6. Area Identification Signs: (See individual district regulations)
7. Standard Safety Identification Signage: as used by Public Utilities
and Highway Departments.

Directional Signs for Unitarian
Church on Brookview Drive. Inquiry
by Councilman Fitzpatrick
Councilman Fitzpatrick indicated that this is the church which is
hidden behind in this area and very difficult to find. There was a
church sign which has been taken down.
Would you please give me the section of the zoning ordinance--underlined--
which prohibits such signs on public right-of-way. Also provide me
with information on whether there is a possibility of providing a
variance to the ordinance because of the pecular situation of this
church. If so, please give me the sections providing for variances.
Brookview Drive might have been part of the Highway 65 right-of-way
�� and built under highway funds. Are there any state or federal regulations
which might restrict us from providing for the sign?
Also consider the possibility of the sign if it is put in one foot
onto the private property.
Please check into this matter and provide me pertinent data so Councilman
Fitzpatrick can advise me what future action he is desirous to take on
this matter.

I attended a meeting at the Unitarian Church on Thursday, February 19,
1987 to provide information on possible improvements to Oakley St.
and 67th Ave. The Church Building CmTnittee is exploring the
feasibility of developing and selling seven lots from their property
to raise funds for improvements to their church building.
I provided them with an aerial photo of their property and utility
and street plans with estimates of the costs of the proposed improve-
ments. The property is in an area where there is extensive peat
deposits, a high water table and soil correction measures will be
very expensive for whatever development they attempt. I explained
to the Committee that MnDOT is considering improvements to the
Mississippi St./T.H. 65 intersection and that those plans could
result in assistance with the construction of Oakley St. and 67th
Ave. I also emphasized to the Ccnmittee that all assessments for
the proposed improvements would be assigned by the City Council
whether or not the State participated in the construction of
Oakley St. and 6.7th Ave.

3.0 DESCRIPTION
3.1 General
RENEW Plastics' Perma-PolyTM and EVOLVE® Lumber
Plastic Decking are used as a flooring or non-structural trim
components for exterior balconies, porches, decks, and other
exterior walking surfaces where combustible construction is
permitted. Perma-Poly" and EVOLVE® are the same
productwith different names for marketing purposes. Perma-
PolyTM' and EVOLVE® is a plastic composite material that
consists of at least 90% recycled Type 2 High Density
Polyethylene (HDPE) with the remainder of material being
foaming agents and color with UV inhibitors. The HDPE
composite material is manufactured by a continuous extrusion
process in accordance with the listed quality control manual
to produce comparable lumber -sized members with nominal
sizes as listed in Table 1 of this report.
3.2 Structural
Table 1 lists the allowable spans of Penna-PolyTM and
EVOLVE® Lumber used as decking (flat -wise bending).
4.0 INSTALLATION
The manufacturer's published installation instructions and this
report shall be strictly adhered to and a copy available on the
jobsite at all times during installation. The installation
instructions within this report govem if there are any conflicts
between the manufacturer's published installation instructions
and this report.
