Excelsior Avenue Hopkins, Minnesota 55343 Re: Swimming Pool at 580 - 69th Avenue N.E. Gentlemen: This letter is to reiterate my conversation with Mr. Tim Hannan of Custom Pools on June 4, 1975 and to make clear this department's requirements for the swimming pool construction at the above address: 1. As discussed, two (2) skimmers approved by the National Sanitation Foundation will be provided. 2. As discussed, four (4) inlets of approved design for fresh and/or repurified water will be provided. 3. As discussed, a main drain of approved construction will be provided. 4. The filter and pump shall be approved by the N.S.F. and be of sufficient capacity to provide a minimum turnover of at least two (2) times in 24 hours. This department recommends a turnover rate of 6-8 hours. 5. A deck, a minimum of 3 feet wide and sloped away from the pool must be provided around the entire perimeter of the pool. 6. The diving area will be acceptable provided there is no overhead obstruction. 7. A fence or other suitable barrier, a minimum of four (4) feet high, that affords no external hand or foot holds and which is impenetrable by toddlers, must be provided around the entire perimeter of the pool. All gates and other accesses shall be equipped with self-closing and latching devices which are capable of being locked. 8. An automatic chlorinator should be provided with a suitable test kit. 9. All electrical and plumbing installations shall be inspected and approved by the City Inspection Department. 10. All electrical lines must be 10-20 feet or more away from the pool surface. 11. Suitable safety equipment to include but not limited to a ring buoy and rope that is 11i times the pool diameter, shepards crook pole, must be provided and maintained with the pool at all times. Furthermore, these and any other requirements must meet the provisions of the Fridley City Code, Section 115, Swimming Pools. In informal conversations I have received unofficial estimates from city employees of $1,000.00 to $3,500.00 (total cost) to hook up each house. I was originally told to get•a quote from Olson's Plumbing & Heating which came in at $6,465.00 per home. When you add the individual lot cost for sewer lateral, service stub, SAC charge, and city permit of $1,694.38, youL come up with a cost of $8,159.38 per house. Mr. Charlie Johanson has assured me that when he developed the sub -division, that all assessments for water and sewer were paid for the entire neighborhood. I must question why the assessments must be repaid at this time. Doesnot the city charter call for a working sewer system to each house? Mr. Olson advises me that the greatest expense is in the pump required because the city only ran a 2" main down the center of 69th Avenue. He has informed me that had a full sized sewer been run down, the cost of the pump would have been greatly reduced. I went to the 3 other plumbers requested in the memorandum of June 12th. Midwestern was booked up for the year and refused to quote. Galaxy Plumbing advised they did not do residential work and refused to quote. LaVahn Brothers was out and did not give us a price because they wanted to check a few things out with the city first. The point I have been trying to make for the past 3 months is that the city should install and own one sump between the 2 properties at the bottom of 69th Avenue. To require each homeowner to build an individual sump doubles the cost, making the entire project unfeasible. The City Of Fridley provides lift stations in numerous places for other residents; why does it refuse to provide a lift station for the bottom of 69th Avenue? Letter to City 1P Ma.nager.from Mr. Paul Lubratt, owner of Lot 1, Block 1, Holiday Hills, or 580 69th Ave. NE. When Charlie Johanson, the developer of Holiday Hills Addition, originally developed the plat, he paid for the water and sewer lateral lines. The water lines extended down 69th Ave. West to the two above mentioned lots. These lines were paid for by the developer, and these two properties have been using City water since they were built. In the case of the sewer line, the original line extended to the intersection of Rice Creek Blvd. and 69th Ave. between Blocks 1 & 2 of Holiday Hills. Mr. Johanson did not have the sewer line extended past Rice Creek Blvd. to the Cul-de-sac because these properties would not be able to hook on to City sewer without the installation of a lift station. At the time of the original development, Mr. Johanson resided in the house on Lot 23, Block 1, Neither of the two owners at that time wished to hook up to City sewer. Since the original lines were put in, repair work had to be done on the water line and at the same time the City extended the sewer line west of .Rice Creek Blvd. to the cul-de-sac and provided two services for these two properties. Therefore, if either property owner now desires to hook on to the City sewer, the Special Assessment Department would require each owner to sign an agreement agreeing to assume an assess- ment for sewer lateral service which has not previously been paid. Pat Sykes es- timated that each lot would be assessed at an 80 foot frontage, the cost would be $12.15 per foot or $972.00, plus $206.38 for a sewer service-- totaling $1,178.38. Credit would be allowed against this assessment for each property owner based on Page 2 Sewer service at 69th Ave. the cost of the lift station, when this proof is presented to the Special Assessment Department of the City of Fridley. SAC charges, any permit fees and plumber charges to install a lift station and filling septic tank would be the property owner's responsibility. Additional Information Concerning Problems with the 1992 Spring Thaw MISSISSIPPI RIVER The elevation of the top of the flood control dike on the Mississippi River West of Riverview Terrace near 79th Way is 824 feet above sea level. The top of the. road where the 60" CMP culvert goes under 79th Way between Broad and Riverview Terrace has an elevation of ± 818. Therefore the culvert will have to be sandbagged and.pumped, and the road built up 6 feet to keep water from flooding the homes in the surrounding area. In order to build a dike across 79th Way, 675 C.Y. of fill would be necessary. The dike would be 100 feet long, 6 feet high and 40 feet wide at the bottom and 20 feet wide at the top. It would protect the 67 homes listed on page 2. . RICE CREEK The homes at 470, 480, 490, 567 and 573 Rice Creek Blvd, 6801 Channel Rd, and the home at 580 69th Ave NE seem to be built higher than the 100 year storm line, but their lots will have extensive flooding from the high water. See attached summation sheet and map. 52ND AVE NE The spring thaw could also affect the homes at 1280, 1298 and 1300 52nd Ave NE. These properties flood from extensive storm runoff and are potential candidates again this spring.
