Gentlemen:
With the closing of the East River Road, we have found it difficult
to direct customers to our Model Home located at 131 71st Way. We
are, therefore, requesting The City of Fridley to allow Tollefson
Construction to place directional signs at the locations marked on
the attached map so that our customers may find us.
As you are aware, the Parade of Homes is the big event of the year
for home builders and our Parade Home is the house located at 131 71st
Way. The economic damages, without these directional signs, could be
enormous.

REGARDING: Signage for Riverwood Park Development, 71st Way and East River

Dave Madison, Vice President of Tollefson Construction, Inc. has contacted me
regarding real estate signage for the Riverwood Park development.
Apparently, the construction/detour on East River Road has caused a decrease
in the number of customers viewing the homes. Mr. Madison is requesting City
Council approval for off-site real estate directional signage.
Attached you will find a map with the location of the development and the
proposed signs. The proposed signs could either be located on public right
of way or private property. The latter would require permission from the
property's fee owner. Nx. Madison is requesting four off-site real estate
signs be displayed from September 4, 1988 through September 26, 1988 or
iumediately. These signs would be four square feet in area.
Real estate signage for multiple developments are regulated by the following
criteria:
1. One sign per street frontage.
2. A maximum size of 50 square feet in area.
3. Located no closer than 100 feet to a building, outside the development.
4. To be xwxNed when the project is 95% sold or leased.
5. A minimum distance of ten feet frons any property line or driveway.
Informational signs are allowed, provided they meet the following
requirements:
1. A maximim of four square feet in area.
2. A minimum distance of ten feet from any property line cr driveway.
I am placing this item on the City Council agenda for July 11, 1988. I would
like to discuss this matter with you before then.

REC%MDIM: Real Estate Directional Signs for Riverwood Park Development,
71st Avenue and East River Road
Dave Madison, Vice President of Tollefson Construction, Inc., is requesting
City Council permission to erect four off-site real estate development
directional signs for the Riverwood Park Single Family Home Development at
71st Avenue and East River Road. Apparently, the closing of East River Road
has made it difficult to direct customers to the site; therefore, the
development is losing money.
The directional signs would be 4 square feet in size and constructed of
cardboard and wood. These signs would be located at the intersections of
Mississippi Avenue and East River Road, Mississippi Avenue and University
Avenue, University Avenue and Osborne Road, and Osborne Road and East River
Road. Mr. Madison wants to disply the signs immediately through September
26, 1988. Construction of the bridge is expected to be carpleted this fall.
Planning Considerations
Off-site directional signage is not allowed according to to City Sign Code,
Chapter 214, unless approved by the City Council. The directional signs do
not violate any sign regulations regarding Informational (directional) and
Real Estate Signs. Placement of the signs is not allowed within public
right cf-way but could be allowed on private property if the petitioner
obtained the property owner's permission. The Code does require that all
signs be located at least 10 feet away fraan any property line or driveway.
Staff reconve-n3s approval of this request with the following stipulations:
1. Petitioner must place the directional signs on private property. It
is necessary to obtain permission from the property owner.
2. All signs must be located 10 feet from any property line or driveway.

Councilmen Schneider stated he can see an occasional use or a porta-panel
sign, however, his concern is the abuse of them. He ted he wouldn!t have
a problem asking businesses to review the ordinanc .
Mayor Nee stated this ordinance is easier to derstand and probably easier
to enforce than the old ordinance.
MYrION by Councilman Billings to a the reading and adopt ordinance No.
913 on second reading and orde publication, as amended, by adding the
following language in Secti 14.10.06.B; 214.11.06.B; and 214.12.06.E -
"All temporary sign permit pplications must be signed by said property
owner or designated er before processing can begin". Further, to amend
Section 214.02.24 by aminating the word "signs" at the end of the first
paragraph and inse Ing a colon after the word "to" and adding the words "A
sign" under It A and B; adding the word "signs" under Item D; and adding
the words "A 'gn" under Item E. Seconded by Councilman Schneider. Upon a
roll call e, Councilman Billings, Councilman Schneider and Mayor Nee
voted in avor of the motion. Councilwoman Jorgenson and Councilman
Fitzpa ck voted against the motion. Mayor Nee declared the motion carried
by a to 2 vote.
CONSIDERATION OF REAL ESTATE DEVELOPMENT SIGNS FOR RIVERWOOD PARK
DEVELOPMENT:
Mr. Robertson, Community Development Director, stated Mr. Madison of
Tollef son Construction, Inc. is requesting permission to erect four off-site
real estate development directional signs for the Riverwood Park development
at 71st Avenue and East River Road. He stated apparently the closing of
East River Road has made it difficult to direct customers to the site.
Mr. Madison stated they previously have had five or six people visiting
their development during the week and 12 or 13 on the weekend, however, they
now only have about one during the week and three or four on the weekend.
Mr. Madison stated they need some directional signs to advertise their
development.
Mr. Robertson stated these signs would be placed on private property and it
would be necessary to obtain permission from the property owner and they
must be located ten feet from any property line or driveway.
MYrION by Councilman Fitzpatrick to approve this request for four off-site
directional signs for the Riverwood Park development with the following
stipulations: (1) petitioner must place the directional signs on private
Property and it is necessary to obtain permission from the property owner
and (2) all signs must be located 10 feet from any property line or
driveway. Seconded by Councilman Billings.
Councilman Billings stated he would like Mr. Madison to approach the

property owners with the attitude that be needs their permission to install
these signs.
Mayor Nee stated the code has already been violated as signs were placed all
over the property.
Mr. Madison stated they are new to the RiverWood Park development and are
not the ores who erected the Riverwood Park signs.
Mayor Nee stated he apologizes and was glad they came in for the permit.
Councilman Billings stated he bad the same feelings as the Mayor and was the
reason for his previous omm ent.
Upon a vioce vote taken on the above motion, all voted aye, and Mayor Nee
declared the motion carried unanimously.
