This report presents the results of our visual condition survey and structural analysis of the basement concrete block wall (north wall) at the Chang's residence at 141 71st Way, Fridley, Minnesota. The unrein— forced block walls display signs of distress in the form of lateral displacement and cracking. The scope of this work was limited to: 1. Visual condition survey and testing of the north wall. 2. Review the structural analysis of the wall. 3. Verify and judge the cause of the distress in the block wall and whether the previous repair is acceptable. 4. Prepare written report and structural details to present our find— ings, conclusions and recommendations for repair. In general, our work did not include the condition survey or structural investigation of all the four walls nor the building above ground. Our work was requested and authorized by you on May 12, 1987. We appreciate the opportunity to be of assistance in this matter. The distress was due to the lateral earth and hydro- static (water) pressure combining with the lack of reinforcement in the block wall. The stress induced by the lateral pressure exceeded the flexural strength of the block wall and resulted in bowing and cracking. 2. The presence of the expansive clayey soil, and not col- lecting the water behind the wall are the major causes of the above mentioned distress. 3. Clayey soils are considered to be frost susceptible. The presence of water behind the walls at freezing temp- eratures resulting in frost heave could have contributed to the bowing and cracking of the walls. 4. The north wall was repaired previously. The contractor filled the hollow cores with solid concrete at two locations spaced 16'-0" O.C. The cores fill (flush pilasters) are not in sufficient distance and reinforc- ing. 5. Remedial work for the repair completion should be under- taken to prevent further lateral movement and subsequent structural failure. Our recommended repair procedure is as follows: 1. Cut open the hollow cores of the block wall by removing the face shell from the top to the mid—height at maximum spacing of V-4" on center (see Sheet #3). 2. For temporary bracing of the wall, refer to the struc— tural notes (sheet W. 3. Cut open the access hole at the bottom of the hollow core, approximately one course high. 4. Insert the rebar into the bottom half, cover the bottom access hole and fill the core with concrete mix. 5. Drill hole in the sill plate and install the threaded anchor rod. 6. Insert the rebar, lap splice and tie to the top anchor rod and bottom rebar. Note the minimum lap splice lengths. 7. Cover the opening with form and fill the cores solid with concrete mix. 8. Tighten the anchor rod nut at top of the sill plate and install the joist/plate reinforcing angles. With the addition of water -reducing agents to the concrete mix, the form boards that are placed over the wall openings can be removed early enough so that the surface of the cement can be leveled and roughened to resemble the texture of the adjacent block, and the joints in the face of the wall can be rebuilt to present a continuous joint appearance. 2. For the strengthened of the north wall,repair contractor has the option to apply one of the following recommended method: a. use•#5 steel rebar @ 3'-4" lap splice 16" b. use #6'steel rebar @ 5'-4" lap splice 23" 3. Cut open two courses'f rom the top (both inside and outside the wall), -and one course from the bottom inside. Insert the rebar from outside (without splicing). Control the required distance between rebar and'face shell (3"). Tie the rebar to the top anchor rod. Cover the opening and fill the cores solid with concrete. I have recently placed several calls to your office and you either have not gotten the message or you have choosen not to call back. This letter is our final notice on these matters and if you fail to complete any of the fallowing items, I have no alternative but to refer this matter to our City Attorney for his legal consideration. (1) 141 - 71st Way N. E. , Foundation Wall Correction: 11� This matter was first brought to your attention on October 30, 1986 when we asked that you engage the services of a structural engineer to certify the previous attempted correction. It took you until May of 1987 to get the report, dated 5/20/87, by Horgan Engineering. The report indicates that additional reinforcement is required. I have discussed this correction issue with you on several occasions; the last recorded time was July 1, 1987 when you stated you would complete the correction as per the engineering report and have the engineer recertify the correction on or before the end of July, 1987. The end of July is only a few days away. Therefore if you can not complete this work by July 31, 1987 we are willing to give you until August 14, 1987 to do so. (2) 7130 Riverwood Drive N.E., New House Construction: (a) Add a register in the warm air plenum. (b) Retuck the block in the rear basement wall where a hole was left after pouring the basement floor. (c) The future fireplace pit has been filled, however the webs were left open. They must be grouted to keep water out. (d) The owner recently pointed out that the blocks along the south wall of the garage have open joints: these must be cemented shut. This too was brought to your attention on various occasions; the last time was July 1, 1987 when you stated you would clew it up and either cap the basement or fence it by the end of July. This work must also be completed by August 14, 1987. (4) 7104 Riverwood Drive N.E. , New House Construction: This home is now in the stage of being framed. We do need a verifying survey for it.
