Dear Mr. Nisley:
This correspondence is being sent to you by registered mail to inform you that
a replat of the Riverwood School area is now under consideration by the
Fridley City Council.
It is our understanding that you have been contacted by the developer of the
plat, Mr. Charles Cook, and have declined to participate in any proposed
street or utility activities.
The City's concern is that sufficient street access opportunity be maintained
so that possible future subdivisions of your property will not be land locked.
The developer is willing to dedicate an access easement to himself which will
be held to provide additional street access onto 71 1/2 Way N.E. The actual
fee ownership of the property would belong to the future owner of proposed Lot
1, Block 1, Riverwood Park (see map).
Please be advised that at this time Mr. Cook will be the owner of this
easement. Any transactions between him (or any subsequent owner of the
easement) and you (or a subsequent owner of your lot) will take place beyond
City involvement. The value of this easement will be determined by it's owner
and may very well reflect a significant expense commensurate with a
proportionate amount of the original assessments or more.
The City Council will be acting on the final plat on Monday, December 16, 1985

a replat of the Riverwood School area is now under consideration by the
Fridley City Council.
It is our understanding that you have been contacted by the developer of the
plat, Mr. Charles Cook, and have declined to participate in any proposed
street or utility activities.
The City's concern is that sufficient street access opportunity be maintained
so that possible future subdivisions of your property will not be land locked.
The developer is willing to dedicate an access easement to himself which will
be held to provide additional street access onto 71 1/2 Way N.E. The actual
fee ownership of the property would belong to the future owner of proposed Lot
1, Block 1, Riverwood Park (see map).
Please be advised that at this time Mr. Cook will be the owner of this
easement. Any transactions between him (or any subsequent owner of the
easement) and you (or a subsequent owner of your lot) will take place beyond
City involvement. The value of this easement will be determined by it's owner
and may very well reflect a significant expense commensurate with a
proportionate amount of the original assessments or more.
The City Council will be acting on the final plat on Monday, December 16, 1985
at 7:30 P.M. in the City Hall Council Chambers. We are requesting that you
either respond to us in writing by December 11, 1985 or attend the above
referenced Council meeting to voice your opinion. If we do not hear from you
we will assume that you are in agreement with this proposal.

BE: Deferred Street and Utility Assessments
Dear Mr. Nisley:
On December 16, 1985 the Fridley City Council formally approved the final
plat called Riverwood Estates.
As you know the Council was concerned with a street access for your lot
should it ever be subdivided. In order to provide for the potential access
and utilities for the future, the Council has determined that the plat should
provide a 25 foot of right-of-way adjacent to your property (see map). Along
with this provision it was determined that your property would carry a
deferred assessment charge for 1/33 of all the street and water line
assessments and 1/34 for sanitary sewer assessments.
Because the assessments are deferred you will not incur costs for them until
such time as the property is actually subdivided. At the time of subdivision
approval, a park fee and the assessments will be charged to the property
along with accrued interest equal to the plat's assessment rate.
