March 15, 1960 Re: Clarence Fosse 1377 County Road "H"2 Dear Mr. Wagner: SUNSET 4-7470 On March 7, 1960, Royal Aluminum Products, Incorporated, made Application for a permit to build a two room addition to the Clarence Fosse residence. I asked for permission to inspect the residence before issuing a permit. My findings were these: 1. The floor joists were of inadequate dimensions and inadequate spacing. 2. The floor joists were resting directly on the ground and rotting had started on some of them. 3. There was a single floor which was sagged 3" or more. 4. The pump was set in a hole in the ground under the bathroom floor with no concrete lining or footing, or what have you. The entire structure was far below our standards of construction and consisted of two old buildings added together with an approximate 4" drop in floor levels. The foundation was extremely inadequate under the entire building. On the basis of my findings, I refused the permit on said dwelling. After a conversation with the home owner in which I explained the situation to him, he was in full accord with me that it would be wiser to sell his property and apply said money on a better building. When I refused the permit to the contractor, he became very resentful and I an quite sure that he is going to attempt to force me to issue the permit.
