2017 Opposition to W Moore Lake Drive Project ST 2017-21 04 '7 /l- 'l
lee4I /-)/)-//
Some of the reasons given as to why we are opposed to
this project...
-map sent to homeowners is deceiving...shows an on street
trail...was under the assumption that we currently have that so
nothing major was changing...other streets in the city have the
same layout and are considered bike routes
-very fearful of the liability of homeowners if someone is
injured/falls on the trail...what is reasonable maintenance of
the trail and who really is going to be responsible and have to
maintain it
-we are not an extension of a park...we are a residential
neighborhood and we will no longer look like that with a 10ft.
trail and additional signage up and down our street
-what updates? There has not been anything added to the
website to inform homeowners what has been addressed as far
as our concerns in the last three months
-worried about our vehicles when not being parked near our
homes while the street is going through construction...
-the picture of the street on the website does not portray a true
representation of what the trail will look like...it will be a 10
foot asphalt trail with 19 driveways of various surface materials
cutting through the trail
-asphalt will crumble, crack and fracture and will not look
aesthetically nice, tree limbs tend to push up under asphalt
-water issues...will there most likely be ponding on the trail due
to lack of drainage...there are many areas on Medtronic
parkway where it has been glare ice most of this winter season
so far
-trails currently have not been treated with
salt/sand...frustrating because on one hand, it should be
treated for safer use, but on the other hand, it adds more salt
to our waterways
-homeowners will need to find a place 10 ft. back from the road
to shovel/remove snow that is plowed from the street instead
of being able to plow off to the side of the driveway as is
currently done
-this will be an ongoing expense to the city to maintain this
trail, not just a one time "fee"
-parking on only one side of the street causes a lot of
concern...the high school activities (tournaments on weekends,
graduation, etc.) and the 49er day parade adds a lot of parked
cars to our area...
-parking on only one side also make many homeowners fearful
of having anyone they know park across from their home,
especially around the two sharp corners, and try to walk across
when there are blind spots...homeowners have had UPS
delivery employees yell out across the street and ask if it is
clear to cross, they can't see around the corner
-concerned that there are maps indicating repairs being done
under the street in other street projects in the city before
repaving them but West Moore Lake Drive project never had a
map indicating anything was going to be repaired
-know many other streets in the city that are in worse condition
then Moore Lake Drive...why is this being done now
-some residents have been told they will lose front yard
property, others have been told they will not lose any...which is
it
-the many water issues including the lake levels and how slowly
it recedes, the many homes that routinely have water in their
basements, the sump pumps that some homeowners have said
run continuously 24/7 year around, drainage issues that already
exist...not enough outlets for water to go
-signage...how many will now be on our street...how large will
the signs be, what will they be, and where will they be
located...again, it changes the entire character and visual
landscape of the street
-concerned that snow removal from the path/trail will not be
done in a timely manner...
-the goal, according to the city, is to have a path around the
lake...you will have to cross Central Avenue, not once, but
twice, to achieve this....very dangerous intersections and this
will be encouraged?
-the tight curves on the street on the west portion of Moore
Lake Drive are very dangerous...residents have had UPS drivers
call out from across to the street to ask if it is clear to cross
because they cannot see around the corner. Now we are
expected to have family and friends park only on that side of
the street (west side)...with the added issue of an even
narrower street width
-Refuse containers, recycling and yard waste containers...where
will they be placed that will not be a "hazard" on the trail
-If the Postal Service were to ever eliminate home mail delivery
(it is now delivered by postal employee, not by mail delivery
truck) where would the mail boxes be permitted to go on the
trail
-how much of the existing driveways will be cut back and
replaced
-several homeowners had a semi-curb or lip removed from
their driveway entrances when they had their driveways done
over the years...will there be a prominent bump up into the
driveways or will it stay flush with the road surface
-how will any kids going to the schools get across Moore Lake
Drive...if there will be a crossing zone where will it be located
-will the school have to supply a crossing guard
-will there still be school parking along the dunes
-if damage to is done to yards as result of the plow use on the
trail, who repairs that...also possible salt damage to lawns
-is the grant money already in the hands of the city...is there an
expiration date for using it...is the current way the trail is being
proposed the only way it can meet the criteria of the grant
-why weren't homeowners who are affected by this project
contacted before the grant was even applied for
-how do existing home sprinkler systems get affected
-how will the trail transition from "on street" to "off street" by
the dunes area...many residents still have questions about this

Reasons against Bike Lane
Northwest side West Moore Lake Drive
1. "Trail" ends at heavily trafficked Hwy 65. Making this a bike trail could
encourage bikers to take this"trail"and consequently could cause accidents at that
junction Likewise at the south end of the trail.
2. It would prohibit parking on south side of street inconveniencing pedestrians
(families, visitors)attempting to cross fairly heavily trafficked street
3. It could block view from driveways on north side
4. It would narrow the road for cars which even now is narrow for 2-way traffic when
there are delivery or repair trucks on the street.
5. School students would not have a continuous trail to either the middle school or
the high school but would have to cross W. Moore Lake Dr. For this safety
concern the bike trail would be better on the north side of the road.
