2006-Watershed Permit i THIS IS NOT A PERMIT You are NOT authorized to begin work on your project At their meeting held June 28, 2006 the Board of Managers of the Rice Creek Watershed District took action on your Permit Application as shown on the attached document. The following definitions may be helpful to acquaint you with our procedure and effect timely permit issuance: CAPROC (Conditional Approval Pending Receipt Of Changes) = The District has nearly all exhibits required for adequate review and issuance of a permit; you have 12 months from the meeting date to submit/satisfy the pending items as identified in the attached Engineer's Report. No Extensions will be granted by RCWD Staff. After this time, the application approval lapses and a new application will need to be submitted and considered by the Board of Managers. The attached page provides some general permit information that is also available on the Rice Creek Watershed District Website (www.ricecreek.orp-) under Permits. This information is provided to assist you with any remaining items identified in the Engineer's Report for your application. For large plan sheets, one copy must be a reduced size (11 by 17 inches or smaller) or an electronic file (.pdf or .jpg format). cc: RCWD File # 06-064 City of Fridley SOME GENERAL PERMIT INFORMATION (Available at www.ricecreek.oEg under Permits) (Bolded text are files/links that can be downloaded and/or accessed via our website) EASEMENTS Many proposed projects that require or involve stormwater ponds, infiltration features, and/or wetlands are required to record drainage and utility easements over these features utilizing the<Easement Template>. Legal descriptions of these easements must be prepared by the applicant, reviewed and approved by the District, and then submitted to the County Recorder's Office for recording. STORMWATER MAINTENANCE For projects involving stormwater ponds and infiltration features, applicants must complete and record a<Stormwater Operation and Maintenance Agreement> for these features unless a City assumes the maintenance responsibilities of these features as indicated in a letter to the District. An exhibit and/or legal description that clearly delineates and identifies all stormwater and infiltration features must accompany the stormwater operation and maintenance agreement. A draft of this agreement with accompanying exhibit must be submitted to the District for review and approval prior to submission to the County Recorder's office. For all documents submitted for recording, a copy of a receipt from the County Recorder's Office indicating that the documents were submitted must be provided to the District prior to permit issuance. WETLAND CONSERVATION ACT FORMS For projects involving wetland impacts and replacement, State law requires the preparation and recording of<Wetland Legal Forms> for the replacement wetlands on the site. Instructions for completing and recording these forms are included in the wetland legal forms document. The wetland legal documents require the applicant to prepare legal descriptions of all replacement wetlands. These legal descriptions and the forms must be reviewed and approved by the District prior to submittal to the County Recorder's Office for recording. PERFORMANCE SURETY $ Sureties are generally required of all applicants, and are set based on District rules related to the scope and nature of the project. A surety is a monetary sum provided by the applicant to the District. The District returns the money to the applicant after project completion if all permit conditions are met. For surety amounts of$5000 or less,the applicant must provide the District with a check made out to the Rice Creek Watershed District. For surety amounts over$5000,the applicant must provide the first$5000 in the form of a check and has the option of providing the remainder of the surety amount in the form of a<Letter of Credit>. The proposed project entails an 11,500± SF parking lot expansion/reconstruction at an existing townhouse complex. The site is ultimately tributary to Rice Creek. 2. The additional impervious surface created by the project will discharge to a large, shallow rain garden/infiltration basin designed to retain the runoff from the 100-year event; thereby satisfying District rate control, water quality treatment, and infiltration requirements. Pretreatment of parking lot runoff prior to discharge to the rain garden/infiltration basin is provided via a 10-foot wide Emmons &Olivier Resources, Inc. 2 6/23/06 Permit Application No. 06-064 Jim Bern Company grass buffer strip. However, ribbon curb or multiple curb cuts should be incorporated to increase pretreatment capability. 3. No wetlands are located onsite. 4. The RCWD regulatory floodplain elevation for the site is 850.4 (1994 Calibration Study, Rice Creek at Central Avenue). No floodplain is present on the site. The lowest floor elevation of adjacent buildings is greater than one foot above the emergency overflow elevation of the proposed infiltration basin. 5. The submitted erosion control plan includes silt fence downslope of disturbed areas and erosion control blanket to stabilize curb cuts and emergency overflow.
