MINISH CHAIRMAN BOARD OF APPEALS 6 1. THE MINUTES OF THE BOARD OF APPEALS MEETING OF JULY 28, 1970 The meeting was called to order by Chairman Minish at 7:35 P.M. MEMBERS PRESENT: Minish, Ahonen, O'Bannon, Sondheimer MEMBERS ABSENT: Drigans OTHERS PRESENT: None MOTION by O'Bannon to approve the minutes of the July 14, 1970 meeting as written. Seconded by Ahonen. Upon a voice vote, there being no nays, the motion carried unanimously. Mr. Ralph Schermann was present to present his request. A survey showing the location of the present house and the proposed garage., and a picture of the lot were shown to the Board. Mr. Schermann explained that there is a formal dining room window and a corner kitchen window on the West side of the house. If he would have to follow the requirements of the Code and place the garage 30 feet back from 76th Avenue, the garage would cover up both of the windows. He stated he has narrowed the garage as much as he can but it will still be only 10 feet from the West side of the house and 4.85 feet from the lot line. It will be a 24 foot by 20 foot double garage.. Chairman Minish asked if he had talked to any of his neighbors about the variance. Mr. Schermann stated the lot to the West of the garage is vacant, the house across the street is rental property (the people felt they had no sight to say anything about it as they are renting) and the people directly to the North of his property have no objections as their house faces the cul de sac. MOTION by Sondheimer to close the public hearing. Seconded by Ahonen. Upon a voice vote, there being no nays, the motion carried unanimously. MOTION by O'Bannon to recommend to the City Council approval of the request for the !Following reasons: 1. To preserve the formal diming room window . 2. The 25 foot setback does not hinder the view of the intersection. 3. A house could be built to face either 76th Avenue or Meadowmoor Drive on the empty lot to the West of this property and this request would not obstruct the building of it at all. Councilman Breider asked what is the rate of traffic going in and out of the• terminal. The representative said about 25 trucks a day, and that they go out on Osborne Road. Councilmhn Breider stressed that he did not want them going down Central Avenue past Moore Lake Beach. Councilman Harris said that he would recommend a route out Osborne Road to T.H. #65. The representative said that this would be the best route for them too, and he could see.na reason why they would go down Central past Moore Lake Beach. It was pointed out that they could put up routing signs on their property and also at their other terminals. DISCUSSION -REGARDING LIGHTING ON E1ST RIVER ROAD AS PART OF_IMPRQVEMENT.HBTWEEX I. 694 AND RICE CREEK: The City.Engineer said that there has been some discussion previously about providing lighting on East River Road for a -greater degree of safety. He asked the consulting.' -traffic engineer -to make a study. Their recommendations are for 20 lights to be installed.at a total cost. -of $28,000. There could be a request made to the Bureau of Public Roads and he felt that they could get 50% -of this oost. This.would.be an.added cost onto the cost of the improvement project. REGULAR COUNCIL MEETING OF AUGUST 3, 1970 PAGE 7 The City. Engineer .said that this request is for an addition of about. 501 onto an existing building. They will,meet the requirements of the Building.. Standards - Design Control in regard to curbing and fencing. The Board.,. recommended approval., MOTION,by-Councilmen Sheridan to concur with the recommendation of the Building Standards - Design Control Subcommittee and grant the request.for a permit. Seconded by Councilman Harris. Councilman Harris asked if the building to the east is at a higher grade. Mr. Eugene Bonnett -said that.the west lot is low and will need to be filled. CONSIDERATION OF A REQUEST TO CONSTRUCT AN .OFFICE AND.T.ERMINAL FOR ANDERSON TRUCKING COMPANY TO BE LOCATED ON LOT 5, BLOCK.1, ANDERSON DEVELOPMENT, THE SAME -BEING 7600 CENTRAL AVENUE N E, FRIDLEY, MINNESOTA. (REQUEST BY ANDERSON TRUCKING SERVICE, INC., 203 COOPER AVENUE�NORTH, ST. CLOUD, MINNESOTA .56301): The City Engineer said that this request is for an office for Anderson Trucking Company on Osborne Road and Central Avenue. The recommendation of the Building Standards - Design Control was to approve, with some stipulations. He said that there were some points that he would like to clarify and asked that the representative came forward. While looking at the plans, the City Engineer said that the front parking area should be blacktopped according to the City Code. The representative showed on the plans where the fencing would be placed, and said that they would have trailers and trucks at this terminal. Councilman Harris asked if there would be any repair. The representative said that if there was, it would be only minimal. This is mainly a terminal point. There would be no freight handling and no storage. The building is to be an office, lounge, and dispatch office. There will be some fuel pumps. There would be perhaps 10 trucks standing on the property at any one time. The City Engineer asked if there would-be any storage of equipment. The representative said no, but there would be trailers parked. They would come in one day and would be going out the next. The City Engineer said that this would require a privacy fence in the area where the trailers are parked. Councilman Sheridan asked if the dispatch office would be manned 24 hours a day. The representative said no, but there would be trucks going in and out at all hours. He said that he,would put up the required fence.
