GENERAL -
Single -story building with basement. Built into side of hill. Used for storage of
used household appliances-
Severely damaged by tornado including partial top floor blown off and other roof
damage .
Building is a wood frame structure with masonry walls (in part) on loser level.
General condition of building as well as damage from storm made inspection
difficult and hazardous.
DEFECTS, OBSERVED
Upper floor walls and roof (which occupied only as past of total base structure)
were completely blown off, exposing contents of the building to the elements,
Severe water damage.
Masonry scalls (built into hillside) are in a very poir stcte of repair.
Hoon frame walls ,and roof are rctted, cra-cke.d-o poorly maintoined, bond and in a
generally poor state of repair.
Roof construction bas sagged, daeaged by aired, rotted, le4Uy, kc -shift„ and
unsuited to keeping out weather.
Floor is extremely bad, cracked, rotted, poorly maintained, etc.
Interior finish, where it exists, is either rotted, cracked, loose or unsuitable,

Roof badly damaged by tornado. Roof structure pulled loose from exterior walls
and interior partitions, Rafters and collar beams split longitudinally.. Over-
hang and faascsin broken and demolished. Roofing blown off. Roof will require
extensive repairs or complete replacement to meet require=nts of cads: and
living conditions.
Front porch, including entire roof demolished. Not repaired,
Chimney badly davaged.
Exterior masonry ,walls severely damaged, Extensive crack at roof Line.. Shear
cracks at NE and SW corners., Full length horizontal crack. on N and S galls.
Major holes in masonry. Repairs not made and building not suitable for
habitation,
Window and door frames blown out as wall as glass in openings %-hich otherwise re-
mained intact. Untels sagged because of structural movement. Limited "°,want
of rotting and cracking free age and maintenance. Repairs hwve not bean madce,
and,, if they were made~ they would be difficult and extensive.
INTERIOR
Extensive interior damage from building rxvem ant and water.
Plaster Bulls have mijor cracks, large holes or ?have collapsed,, Sadly water
stained. Extensive shear cracks can interior partitions on first and second
floors .and in stairway Repairs would require lathing and plastering almost
the complete building.
Plaster ceilings on both floors are loose„ partially collapsed and water stained,
Extensive daamge?
Wood floors ere damagad from- wetter and falling dabris.
Windows and doors are missing end inoperable, frames and lintels are sagged and
out of plumb. Numerous cracks surround openings.
Stair tread ,show signs of heavy wear.
Beam fill loose in areas: Foundation walls spaalling under girders. Show signs of
structural distress.
Some cracking in basement floor slab and foundation walls.

1� The entire second floor not heated although completely finished off.
2. Plumbing and heating systems appear to be old and deteriorated.
3. Septic tank and disposal system giving trouble as washing machine and
laundry wester pumped to grade drainage.
4. First floor toilet room made into an interior roves by enclosing porch. No
exhaust ventilation from toilet rooms
ELECTRICAL
The size of the electrical service, the number of circuits, and the number of
.receptacles is Inadequate for present day usage and does not comply with
code. Insulation on some of the branch circuit wiring has become extremely
dry and an unusually large number of extension cords are required for normal
operation of the building. Both of these conditions tend to create a fire
hazard.
In order to cake the electrical installation in this building safe and adequate.
it should be almost completely rewired.
SUMMARY
The building was extensively damaged by the torr:ado. Although the original
building was well built, poor waintenance and aevanced age have resulted in ex-
tensive deterioration. The combination of stars, dam -age and deterioration have
resulted in a Wilding which is unfit for habitation end a serious harard to
health and safety It is the recommendation of the authors of this report that
Immediate consideration be given to this ,natter.
Mechanically, a prudent man would install complete new heating, plumbing and
sewage disposal systems if this structure were to be re -built.
The electrical code violations and deficiencies in the bLilding tend to create
overloading of circuits which could result in Mire or injury to personnel. Major
re=wiring would be required to coreect these conditions,
The building does not meet code requirements as follows'
1. Roof is not structurally sound.
2. Building is not weatherproof as regards to roof, flashing and walls.
3, All rooms are not provided with windows as required.
4, Room sixes appear to be inadequate on upper floor.
S. Chimney damaged. Conditionquestionable,.,
6, Yossible broken plumbing pipes caused by large amount of movement of building
during storm.
7. Discharge of laundry sewage to above ground disposal system.

Dear Sir:
I am the attorney for Rudy P. Riedel and Norman E.
Riedel, the heirs of Emmy H. Riedel, deceased. I have before
me your letter of April 1st addressed to Mr. Rudy Riedel.
While it is true that there was a considerable amount
of damage done in the tornado on May 6, 1965, a great many
improvements and repairs have been made in the property to
render it safe and habitable. I am sure that Mr. Rudy Riedel
will have no objection to your inspecting the house to see
the improvements that have been made. Rudy Riedel has in fact
been living in the house continuously since the house has been
repaired.
As you probably know, when Mrs. Riedel died on July
31, 1966, she left surviving her her step -son, Rudy Riedel and
her own son, Norman E. Riedel. As the attorney for the estate,
I can assure you that we have been attempting to sell all 13.89
acres of land for several months, and we feel we are fairly close
to a sale at the present time.
At such time as a sale is completed, the new buyer
will of course take possession of the property, and will then
demolish the existing buildings with a view to the construction

of some commercial or industrial development. Rudy Riedel
will have to vacate at that time. Although he is in ex-
cellent health, he will be 78 years of age in June, and I
ask that we be given special consideration to allow him to
continue living in the house until such time as the sale is
completed. I am sure that after the house has been inspected
you will see that it is sufficiently repaired to allow con-
tinued occupancy.
Your consideration and cooperation in this matter
would be appreciated.
With regard to the notice received a few days ago
from the Fridley police department, regarding the offensive
material on the Riedel property, you should be aware that all
of this junk and trash was dumped on the property without the
consent of the owners, and at times when the owners were un-
aware of the dumping taking place. At present the estate is
without funds to pay for the cost of removal of trash and
other debris, although I assure you we would be willing to
see that this is taken care of if we could afford to do so.
I might ask that we would very much appreciate the surveil-
lance on a regular basis by the Fridley police department
to prevent any reoccurrence of this illegal activity on the
part of outsiders dumping waste materials on the property.
I am also instructing Mr. Rudy Riedel to immediately
notify the Fridley police department if he sees anyone at-
tempting to dump trash on the property. Perhaps the City of
Fridley would also consider erecting a few small signs on the
property notifying the public that dumping of trash materials
is prohibited by the City Ordinance.

In reply and response to the above cited letter, the buildings located at
the location described have been reinspected.
LEGAL DESCRIPTION OF LAND
The house, a building of masonry and wood construction approximately3; ' xi5 '
' was reinspected. The repairs accomplished on the house appeared to have
eliminated some of the deficiencies prevelant on previous inspections. and at
present it appears the house structure does not constitute any immediate danger
to the occupant.
The garagetbuilding, a wood frame building approximately12x -_W and located
at the southwest corner of the house, was reinspected and does not appear to con-
stitute any immediate danger to the property occupant.
The storage building, a building of wood fram with masonry walls in part
approximatelyl�� x ZJ' and located to the southeast of the house and the further-
most building on the property, has been reinspected and found to be in a.dete5riorated
and dangerous condition.

Since the house and garage do not appear to constitute any immediate
danger the City is not, at this time, requesting demolition or further repairs.
Further inspections will be made at a later date as deemed necessary by our
City Engineer and Building Inspector.
The storage building located southeast of the house and the east most
structure on the lot, as referred to above, has been reinspected and found to be
in an extremely poor state of repair. Storm damage was extensive. The building
has deteriorated to the extent that entering the building is a hazard. This
building is in complete violation of City of Fridley related codes. This building
has been declared.a dangerous building and we are requesting that the building be
demolished and debris be removed to the ground level within thirty (30) days from
the date of this letter.
Will you please consult with your client and advise me if the above require-
ments will be met.
We have a new mowing and preparation cleanup policy that will allow mowing
and minor cleanup to be accomplished and either paid by the owner in a0 days
or a volunteer lien against the property. Will send letter on this in few days.

Dear Sir:
I received a call from Mr. Norman Riedel on April 26th
indicating it was not possible to burn the old shed on his
property. He indicated wood shavings, etc., would smolder
and cause a smoke problem. Also, he indicated some equip-
ment that was stored in the building has not been removed
as yet.
Mr. Norman Riedel indicated that within 30 clays he
would have the shed torn down and removed from the property.
I agreed to this and indicated I would write a letter to
this effect.
As per Norman Riedel's agreement, I am adjusting the
date for completion of the building removal to May 29, 1968.

Please accept this letter as my formal request that you initiate whatever
action is required to petition the city council to prohibit the levying
of any charges for past improvement on our property. This property, once
known as the Riedle Property; is bounded by Mississippi Street on the
north, 63rd on the south, 5th on the west and 7th on the east. These
charges are now estimated to be $28,383.00.
The reasons for requesting such relief are as follows:
1. We purchased the property from the Seller "with all specials paid".
The area was known to be served with common city utilities such as
water, sewer, and storm sewer for many years. A visual inspection
would have shown water hydrants and storm sewer facilities. Therefore,
a reasonably person would have a right to assume that if there were any_.,
unpaid special assessments, the Seller, under the terms of our purchase
agreement, would pay them.
2. To further assure that any special assessments would be uncovered, we
had the title company, Title Services, Inc., run a special assessment
search. All specials, existing or pending, were identified and paid.
Mr. Qureshi, you may recall the long disputes surrounding this property. The
discussion of storm sewer inadequacy was one df the more lengthy. The
developer was eventually forced to accept the building of a large ponding
area at his own cost to handle area -wide storm runoff: But, never during the
extensive discussions about storm sewer and other utilities was a future
charge for existing facilities brought to the attention of the developer.
Furthermore, you will recall that the single family lots drawn around the
perimeter of the property was something to which the developer strenuously
objected. I am told that the special assessment we are now being asked to
pay would not have been charged if the property had only one water and
sewer hook-up as would have been the case had all the units been included in
the apartment building.
Therefore, and in summary, I would like to point out the two major reasons
for this request.
1. We acted in a prudent and customary way in the purchase of this property

The collection of these charges from the previous owner would require
legal action and its outcome would be doubtful.
2. I believe the overall land use plan, which included the apartments, the
ponding area and the single family lots, was a result of the compromise
by all parties. I do not believe that it was the intention of the
council that by including the lots around the perimeter that additional
charges would be assessed against the developer.
Please inform me if additional action on my part is required to pursue
this matter.
