On Wednesday, January 4, 2006, 1 conducted a survey of fire lane parking restrictions
utthe Rice Creek Townhonoocomplex. The survey was toverify established fire lane
areas prohibiting tenant parking ordered by then Deputy Chief/Fire Marshal Robert Aldrich.
It appears that some of the parking prohibitions ordered by Chief Aldrich, forwarded to the
Rice Creek Townhouse Development Corporation onApril 2S. 1Q78. are still inplace. There
are, however, are a number prohibited parking areas included in his order that are not marked.
Additionally, other signs have been added that were not a part of Chief Aldrich's order. Although
I can find no other orders requiring placement of those signs, the additional fire lane signage is
appropriate and tends toclarify the restriction ofparking insome areas.

1. Restricted fire lane parking in currently divergent from Chief A|drioh'nApril, 1078 order.
2. The Fire Marshal's Office plans torevisit the fire apparatus access issues toensure that
the minimum requirements of the Minnesota State Fire Code and Fridley City Code are
being met throughout this complex.
3 Complex haMio and parking ioouoo are exacerbated by the fact that street widths in the area are
sub+widthwhioh further restricts general traffic flow into and out of the complex.

This memorandum concerns fire apparatus access and parking issues at the Rice Creek Townhouse Development.
Recently, at your request,I initiated and completed a comprehensive study of fire apparatus access issues and fire
lane parking restrictions at the complex.
HISTORY OF ACCESS ISSUES AND PARKING RESTRICTIONS:
Following construction of the Rice Creek Townhouses,Deputy Chief Robert D. Aldrich issued a correction order
by letter on April 26, 1977. He attached a complex map to the order and indicated where fire lane parking
restrictions were to be established and maintained. Completion of the fire safety violations was ordered for thirty
days following receipt of the order by Chief Aldrich.
Currently, additional signage has been installed restricting parking to establish fire lanes throughout the complex.
Whether these parking restrictions were established by complex management or fire department order is unknown.
It does appear, however,to be consistent with permitting fire apparatus unobstructed access to areas which were
not included in Chief Aldrich's order.
In July, 2004,I requested the City of Fridley Public Works Department to restrict parking along the City's right-of-
way on Stinson Boulevard,N.E. from 69th Avenue,N.E.to 68th Avenue,N.E. on the east end of the Rice Creek
complex. This request emanated from access difficulty experienced during a building fire which the Fridley Fire
Department responded to at 1668 68th Avenue,N.E. on May 13,2004. Fire units responding to the 12:38 A.M.
alarm encountered considerable difficulty entering the complex from 69th Avenue,N.E. because vehicles were
parked on both sides of Stinson Boulevard,N.E. from 69th Avenue,N.E.to the fire scene on 68th Avenue,N.E.
Those vehicles obstructed fire apparatus access by reducing the width required by the 2003 Minnesota State Fire
Code Section 503.2.1 approximately 50%.
Our response to another Fire Department emergency incident was similarly influenced by obstructed fire apparatus
access to the townhouse complex on June 19,2005. A townhouse, located in a four unit building at 1634 68th
Avenue,N.E., exploded at approximately 11 P.M. This explosion is believed to have been caused by a natural gas
leak in the vacant residence. Responding fire units from Fridley, Columbia Heights and St. Anthony experienced
difficulty gaining access to the scene due to vehicles parked partially obstructing driveways at the scene. Of course,
this situation was exacerbated by the large debris field from the explosion. Parking restrictions, however,would
have distinctly improved apparatus access to this emergency scene.
SUMMARY OF PARKING SURVEY CONDUCTED IN JANUARY,2006
On January 4,2006,I conducted a survey of complex fire lane parking restrictions at your request. I was given a
copy of the order and complex map used by Chief Aldrich in April, 1977 to order the establishment of fire lane
parking restrictions in the complex . I also discovered that fire lane parking restriction signs,in addition to those
ordered by Chief Aldrich, have been installed. The additional signage is consistent with proper fire apparatus access
for the complex. We, however, cannot determine if the additional signage was ordered by the City or installed by
complex management. We are also unaware of installation dates for the additional signs.
Several important conclusions were reached as a result of the January,2006 survey.
• The complex has not changed geographically since Chief Aldrich's 1977 order or installation of
additional fire lane parking restriction signs. Additionally,townhome design, access, garages and
parking areas are fairly consistent throughout the complex.
• 68th Avenue,N.E. and driveways used by complex tenants are subwidth and, at best, difficult to
negotiate while operating emergency vehicles when not obstructed by parked vehicles.
• The width of 68th Avenue,N.E., coupled with sharp turning radii at driveway entrances require
additional area to enter those driveways.
• Parking restrictions, as ordered by Chief Aldrich in 1977, are commensurate with the intent of
current fire code provisions on fire apparatus access to this area.
• Additional signage installed is compliant with current fire code provisions with the exception of
width provisions for apparatus access roads.
Therefore,it is my opinion that fire lane parking restrictions imposed on the Rice Creek Townhouse complex in
1977 and the additional fire lane parking restriction signage installed either by Fire Department order or complex
management shall be maintained in a consistent,uniform manner throughout the complex. Additionally,Fridley
Municipal Code Chapter 108 establishes provisions for proper placement of signs, marking and posting of fire lanes
to restrict vehicular parking. Corrections shown below shall be accomplished to these standards.
This is the detailed list of my findings by site addresses. Necessary corrections are shown in bold type for each area.
1560- 1596 69th Avenue,N.E. Signs located at both west and east entry off 69th Avenue,N.E.
Signs located at south end of driveway on either side of the gararge.
1600 - 1640 69th Avenue,N.E. Sign located at west entry and at south end of driveway on the east side of
the garage.
Replace missing fire lane signage at east entry from 69th Avenue,N.E.
and at south end of driveway on the west side of the garage.
1650- 1658 69th Avenue,N.E. Sign located at entry to driveway but is difficult to see because of the height
of the sign.
Install fire lane signage compliant to height requirements in Fridley
Municipal Code Chapter 108.
Sign located on west side of driveway in front of the building may not be the
proper distance from the entry area signage.
Inspect signage on west side of driveway in front of the building to
ensure that sign placement distances are compliant with City Code.
North side of 68th Avenue,N.E. All parking on the north side of 681h Avenue,N.E. is prohibited (see Chief
Aldrich's order of 1977). There is no signage restricting parking for fire lane
access along the north side of 68th Avenue,N.E.
Install fire lane signage pursuant to City Code Chapter 108 along the
entire north side of 68th Avenue,N.E. from Stinson Boulevard, N.E. to
Arthur Street, N.E. Place signs and mark curbs appropriately to
prevent obstruction to driveway entry.

1565 - 1597 68th Avenue,N.E. Signs are installed on the north end of the garage, at the northwest corner
near 1579 68th Avenue,N.E. and just into the east driveway from 68th
Avenue,N.E. marking end of no parking in driveway radius.
Install fire lane signage in the northeast corner near 1589 68th Avenue,
N.E. and at the end of the driveway radius on the west side of the west
entry.
1613 - 1639 68th Avenue,N.E. A sign is installed on the north end of the garage. No other signs are
installed.
Install compliant signage marking entry driveway radii in the west and
east driveways, at the northwest corner near 162168th Avenue,N.E.
and at the northeast corner near 163168th Avenue,N.E.
1653 - 1683 68th Avenue,N.E. A sign is posted at the north end of the garage and the end of the entry
driveway radii on east and west driveways.
Install signage in the northwest corner near 1659 68th Avenue,N.E. and
the northeast corner near 167168th Avenue,N.E.
South side of 68th Avenue,N.E. Limited parking is permitted along the south side of 68th Avenue,N.E.
Install signage and markings prohibiting parking at entry driveway
radii and along the garages facing 68th Avenue, N.E.
1570- 1596 68th Avenue,N.E. A sign is located at the beginning of the drive entry radii on 68th Avenue,
N.E.
Install complaint signage and marking at the south end of the garage,
in the southwest corner near 1578 68th Avenue,N.E. and the southeast
corner near 1586 68th Avenue,N.E., at south end of drive entry
radii and on the south end of the garage.
1604- 68th Avenue,N.E. Relocate sign to beginning of entry drive radius.
1612 - 1638 68th Avenue,N.E. Signs are located only at the end of entry drive radii on east and west entries.
Install fire lane signage in the southwest corner near 1620 68th Avenue,
N.E. and the southeast corner near 1630 68th Avenue,N.E.
1652 - 1682 68th Avenue,N.E. Signs are located on the south end of the garage, on the south end of entry
drive radii and contains the only compliant radii marking at the east drive
entry
Install fire lane signage and marking in the southwest corner near 1660
68th Avenue,N.E. and the southeast corner near 1670 68th Avenue,
N.E.
Because of snow cover,I was unable to verify whether or not curbs in prohibited parking areas were painted yellow
as required by City Code. Curbs must be painted yellow in restricted parking areas posted as fire lanes. I will verify
proper marking of curb surfaces in the Spring of 2006.

memorandum,I will be issuing orders to Rice Creek Townhouse management to prepare fire lane parking
restriction corrections as soon as the weather permits their completion.

We have been working with you over the last several months regarding the parking situation at
your complex. The complex requires 51 additional parking stalls, for a total of 353 parking
stalls, in order to meet City Code requirements.
You have proposed to provide the additional 51 stalls as follows:
A. The construction of a parking lot in the vacant grassy area on the northeast corner of
the complex. This parking lot is to contain 37 parking stalls.
B. The additional 14 spaces to bring the total of new parking spaces to 51 will be
accomplished by restriping the parking areas in the complex by reducing the width of
the parking stalls from 10 feet 9 feet, as allowed by the City Code.
We are in receipt of the proposed parking plan, dated March 9, 2006, for the northeast corner of
the property. City staff has approved the location and layout of the parking lot, subject to the
City Engineer's approval of the grading and drainage plan (parking lot to be drained into grass
area and not the street), and approval of the lighting plan to meet City Code requirements. Staff
can approve the final plan without City Council approval.
City staff's approval will be conditioned upon the parking lot being constructed and the striping
accomplished by July 1, 2006. Arrangements will need to be made with the City to provide
adequate surety of 125% of the project cost, prior to commencement of project.
Upon completion of the work as outlined in your plan, the complex will meet the original parking
requirements of the City.
