BUILDING PERMIT FEE SCHEDULE
Section 2. The Inspector of Buildings shall, before issuing any permit for
the erection of any building or structure, or for any addition to any exist-
ing building or structure, or for any alterations`or repairs to any existing
building or structure, upon application therefor, require the payment by the
applicant for such permit of fees to the amount herein below set forth and
in the manner herein provided to -wit;
2.1. For any such permit for the erection of any fire, -proof building., other
than a garage, warehouse, factory or grain elevator,'`or for the erection of
any fire -proof addition, for similar occupancy, to any existing building
shall be at the rate of $1.40 for each one thousand cubic feet, or fraction
thereof, in such cubical contents.
2.2. For any such permit for the erection of any fire -proof garage, warehouse„
factory or grain elevator, or for the erection of any fire -proof addition,
for similar occupancy, to any existing building shall be at the rate of $1.25
for each one thousand cubic feet, classified as "fireproof" by Section 502 of
the Minneapolis Building Code.

2.3. For any such permit for the erection of any non -fireproof building other
than a garage, warehouse, factory or grain elevator, or any non -fireproof
addition, for similar occupancy, to any existing building - permit $1.00 for
each one thousand cubic feet...
GARAGES
2.4. For any such permit for the erection of any non -fireproof garage,
warehouse, factory or grain elevator, or for the erection of any non -fireproof
addition, for similar occupancy, to any existing building or for each such
building or addition - ninety cents ($0.90) for each one thousand cubic feet
or fraction thereof, in the,cubical contents thereof with a minimum of $4.00.
For the purpose of computing fees for building permits, the cubical contents
of any building or addition to a uniform height throughout by multiplying the
ground area covered from a point six (6) inches below the floor line of the
basement or cellar to the average height of the upper surface or to the
average height of the roof surface of the main gable of a pitched roof.
2.5. For repairs or alterations to an existing structure, the fee shall be
at the rate of $3.00 per each Five Hundred Dollars ($500.00) or fraction
thereof in the cost of all proposed work.
2.6. In no case shall the fee charged for any permit as set forth in
Section 2 be less than $4.00.

Dear Mr. and Mrs. Korsunsky:
Recently I met with you at your residence regarding a fence you
constructed around your property. At that time, you stated that
you had spoken with someone in our Building Department who provided
the City restrictions pertaining to fences. In our discussion, you
indicated that you had been told to build the fence at least 30
feet from the center of Matterhorn Drive or at least 8 feet from
the curb.
Since this meeting, I have reviewed the situation further,
including speaking with the City employee who provided that
information to you. This individual states that she only made
reference to the distance required from the center of the street,
not from the curb. Matterhorn Drive is only 28 feet wide, but the
public right-of-way for this street is 60 feet. This means that
the City owns 32 additional feet which is evenly divided such that
16 feet beyond the curb on each side is public property.
Therefore, your fence and those of others in your neighborhood
which are in the public right-of-way must be removed in order to
keep City property free of such obstructions.
I will be reinspecting on or about November 10, 1989, at which time
full compliance is anticipated. Please call me at 572-3595 if you
have questions or wish to discuss this further. I apologize for

SUBJECT: Fences in Boulevards along Matterhorn Drive
Last week I received two complaints regarding a newly constructed
fence at 1401 Glacier Lane N.E. The complainants' main objection
involved dislike for chain link fences in residential areas, but
there is nothing in the City Code which prohibits such fencing
materials. However, the complainants also indicated that the fence
might be too high and/or too close to the street, and I stated that
I would check this site.
Upon inspection, I met with the property owner and discussed fence
requirements. He stated he had contacted our Building Department
prior to construction and was given the following information:
1. Chain link was acceptable fence material.
2. Fence must not exceed seven feet in height in side yard.
3. Fence must be at least 30 feet from the center of
Matterhorn Drive or at least eight feet from the curb.
He informed me that he constructed his fence precisely as directed
by the City employee. The fence is five feet high, and I measured
it to be exactly eight feet from the curb. During our discussion,
he pointed out that his neighbors on both sides have fences closer
to the street than his own. I informed this individual that I
would check further on this matter.
The present width of Matterhorn Drive is 28 feet, and the City
maintains a 60 foot right-of-way. As a result, the boulevard
actually extends 16 feet onto the adjacent properties on both sides
of this street. When I spoke with the Building Inspector
Secretary, Mary Hintz, she confirmed that this person had called
and she had provided City Code information regarding fences.

However, Ms. Hintz states that at no time in this conversation did
she say anything regarding building at eight feet from the curb as
the property owner contends, but she merely informed him of the
street width and right-of-way width.
After reviewing this situation, it was determined that all three
of these fences should be removed so that the City can maintain a
clear right-of-way and eliminate the possible liability created by
the obstructions. The notices were mailed to these property owners
yesterday, and it was requested that the problems be corrected by
November 10, 1989.
It is quite possible that one or more of the affected parties will
be contacting you or a Council member on this matter. Mr. Billings
has been advised of the situation and our actions as this problem
is in his ward. The property owners and addresses of those to whom
letters were sent are as follows:

Dear Mrs. Korsunsky:
On September 3`d, 2008 an inspection was conducted to assess the damage caused by the fire.
The house sustained major damage to the roof, floor, interior and exterior walls. The damage is
severe enough to deem the structure a hazard.
MN Rule 1311.0206 States in part "Any structure that constitutes a hazard to safety or health, or
public welfare by reason of disaster or damage, shall be considered unsafe. All unsafe buildings
shall be declared a public nuisance and shall be abated by repair or demolition as referenced in
the MN Statutes Section 463.15 to 463.26."
The above noted building is a hazardous structure and will be posted as a hazardous building
per MN Statute 463.17.
You will have 20 days from the date of this letter to respond in writing if you are going to repair
or demolish the structure. If you are to repair the structure, plans will be required prior to a
building permit being issued. If the structure will be demolished, proper permits will also need to
be issued.
If you fail to respond to this letter, the City of Fridley will proceed with the demolition per State
Statutes 463.151.

This fire was reported to the Fire Department at 1727 hours on Friday, August 29 by the next
door neighbor.
Responding units found a well involved basement fire which had extended into the main level
and attic space of the home. Fire units and firefighters from Columbia Heights, New Brighton,
Brooklyn Center and Coon Rapids assisted our department in extinguishing the fire and
providing emergency coverage in Fridley during the fire.
One Fridley firefighter received what is believed to be a minor injury when he stepped on a nail
during the fire. There were no injuries to other firefighters or civilians during the fire.
There was significant fire and smoke damage to the home.

Dear Mr. Drobnick:
As requested I have completed an inspection of the fire damage at the single family
home located at 1401 Glacier Lame NE in Fridley, MN. It is my understanding that the
inspection was requested by the owner of the home, Ms. Rhonda Korsunsky and Mr.
Ryan Rud from State Farm Insurance. This report summarizes my observations and
recommendations.
Observations
The existing home is a one story rambler with a lower level walk -out to the rear. The fire
heavily damaged the wood roof framing and main floor framing. in my professional
opinion, the wood framing is a total loss and is beyond reasonable repair. The house has a
masonry block foundation and a brick masonry chimney in the center of the house that
extends several feet above the roof ridge line. The masonry foundation walls and
masonry chimney have cracks that appear to have been caused by the fire. The exposed
exterior brick on the chimney above the roof ridge line also has visible cracks that may
have been caused by the fire.
Masonry construction is non-combustible and can sustain high heat exposure. Masonry
basement foundation walls in residential construction are designed to be laterally
supported by the wood floor framing. Since the heavily damaged main floor framing of
this home will need to be entirely removed, the existing block foundation wall will Wt
have adequate lateral support for the earth pressure loads. Extensive temporary shoring
will be required to brace the masonry foundation walls prior to the demolition and
removal of the main floor joists, The brick masonry chimney will also require temporary
lateral bracing. The masonry chimney construction will need to be repaired, thoroughly
inspected and approved by the local fire marshal prior to reuse.

Summary
Due to the cost and safety concerns with installing temporary bracing for the masonry
foundation walls and the extensive repair and safety certification required for the brick
chimney reuse; it is my professional opinion that the existing house structure, including
the masonry foundation walls and chimney be razed entirely and rebuilt.

forwarded to the City of Fridley Building Inspections Department.
