The Meeting was called to order by Chairman Ylinen.

MOTION by Mittelstadt to amend the minutes of the June 12, 1968 Board of Appeals
Meeting, Item 2, Paragraph 5, to read as follows:
MOTION by Mittelstadt to accept the variance as the
fact the garage and its location is existing, it does
not obstruct traffic and it is an improvement to the
property.,
and to accept the remainder of the minutes.
Seconded by Ahonen. Upon a. voice vote, there being no nays, the motion carried
unanimously.

THE SAME BEING STREET N.E FRIDLEY, MINNESOTA,' REgUEST BY CHARLES R.
LINDBERG. 5825 TREET N.E.. FRIDLEY. MINNESOTA.
Mr. Charles Lindberg spoke on his own behalf.
MOTION by Mittelstadt to allow a 5'0" setback on. the South sideyard and the .North
sideyard setback remain the same as the existing structure, that Mr. Lindberg
acquire a written release from Mrs. Malm residing at 5821 22 Street N.E., for a
change in the sideyard setback from the proposed V5" to 5°0" on the South lot line.
Seconded by Ahonen. Upon a voice vote, there being no nays, the motior carried
unanimously.
The Meeting adjourned at 8:10 P.M.

MOTrON by Councilman Samuelson to concur with the'recommended approval of the
lot split, L.S. #68-09, Robert DeGardner, on Lots 22 through 25, Block 7,
Spring Brook Park Addition, upon the dedication of the necessary utility easements,
access on Longfellow, and providing a Certificate of Survey. Seconded by
Councilman Liebl. Upon a voice vote, all voting aye, Mayor Kirkham declared
the motion carried.
3.' LOT SPLIT REQUEST L.S. #68-11. LEROY B'. SMI
The City Engineer explained the easements as requested by the Planning Commission,
being a street easement on the.north line. and a utility easement running through
the middle of the property east and west. Councilman Samuelson asked about a
possible easement running along the west property line for possible future power
lines or storm sewers etc. Mr. Smith answered that he has already given up two
easements from his property and that the water all runs toward Arthur Street anyhow.
MOTION by Councilman Sheridan to concur with the Planning Commission recommendation
and grant the requested lot split L.S. #68-11, LeRoy Smith, contingent upon Mr.
Smith giving the City the required easements. Seconded by Councilman Llebt.
Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried.
Motion by Councilman Samuelson to receiving the Planning Commission Minutes of
June 27, 1968. Seconded by Councilman Sheridan. Upon a voice vote, ail
voting aye, Mayor Kirkham declared the motion carried.

BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permit of.fees to the amount
herein below set forth and in the manner herein provided to -wit:
NEW CONSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Streets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x $14.50
Alternate B: Removal and replacement of concrete curb and
gutter and install a 3 foot wide approach with
6 inch depth; Driveway width plus 6 feet x $17.20

For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 per each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In -no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.

NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has
been issued.
