Wagner, City Manager Mr. Nassim Querishi, City Engineer To the Honorable City Council Gentlemen: This office received a request for an addition to a Doctors' Clinic on February 24, 1964. In checking out the codes with reference to parking lots, etc., it was found that there were no provisions in our Zoning Ordinance for parking spaces for either Clinics or Doctors' Offices. Obviously, this was an oversight on the part of the Planners and it creates a bad situation. On the last application for the Clinic Addition, in checking our code I found that eight to 10 people are permanent personnel in this building and seven parking stalls have been provided with four more possible stalls in the rear of the building. I then checked with Brooklyn Center to see what they had in their code in regards to this situation. They did not have any provisions for parking stalls for Clinics or Doctors' Offices but they had a provision in their code for "Other Businesses". The requirement under this heading was to provide one parking stall for each 150 square feet of business area. I am in full accord with this requirement and it met with what I had thought would be a practical solution to the problem. Based upon these borings and the recommendations of the Soil Exploration Co., the footings were designed for a maximum load of 1000 lbs. per sq. ft. In the west portion of the building area, we removed the muck and black soils and good sand fill was compacted in 6" lifts to the bottom footing elevation. Compaction tests are also being taken to make sure that we have adequate compaction for our footings and copies of these tests will be forwarded to your office for your files. These levels can be expected to vary with the seasons of the year and from one year to the next. We understand that the proposed clinic building will be a one-story structure. The building may or may not have a basement depending on.the water level. The present water level is at about 91!-. Since the -basement floor should be placed at least 2' to 3'.above the present water -level, it would not appear practical to construct a basement unless the basement were completely water- proofed and designed for hydrostatic head. The use of a well point dewatering would be required during construction. Since the borings were put down with an auger, no penetrationsThese rethree taken. The site is located between previous borings 3A, 5 bor- ingsA and 2B. all show very loose sand and loamy sand extending to a depth of about 5. The sand below 5' has a slightly -higher -penetration resistance. Based on the previous borings, a very light unit loading of 1000 pounds per square foot is indicated on the loose sand and loamy sand 0 blows per foot) just below the topsoil. A slightly higher unit loading of from 1500 to 2500 pounds per square foot could be used on the somewhat denser sand below 5'. In the West portion of the building area, the muck and black soils should be removed and a good well compacted fill be placed to floor elevation. The foundations could then be constructed on the compacted fill at.normal elevation. In all areas, the topsoil should be removed before filling to floor elevation. It would be advisable to put down a few standard penetration borings, espec- ially in the gest portion of the building.area inhere layers of weak compres- sible -soil may exist below the depths of the auger borings. If there are any questions regarding this report, or if we can be of any fur- ther service to you, please do not hesitate to contact us. About 50% of the soil samples will beheld at this office fied tofor a periodthem for fa1 month and will then be discarded unless longer period of time. The recommendations and/or suggestions contained in this report are our opinions based on data which are assumed to -be representative of the site explored; but because the area of the borings in relation to the entire area is very small, and for other reasons, we do not warrant conditions below the depths of our borings, or that the strata logged from our borings are necessarily typical -Of the entire site. Part of the problem is the health care industry is in a state of flux and our physician/owners are reluctant to embark on any significant building projects until things settle down and stabilize. We followed up on the contact you gave us regarding the property we own in Spring Lake Park. It proved to be a very interested party. Unfortunately the property is not conducive to their use due to the easements etc. Thank you though, for the lead. At this time we are going to back burner so to speak our expansion plans and revisit the opportunities in 12 - 24 months. We certainly appreciate the time you spent with us and your suggestions.
