Mr. Smith agreed with the change on the front and south walls but not the
north wall as future expansion would be done -on this side.
The landscaping plan as shown will be used. All storage will be inside.
Mr. Lindblad said in essance, then the Board can approve this plan but
must require the same agreements as stipulated at the December 6, 1973 meeting.
MOTION by Tonco, seconded by Simoneau to recommend to Council approval
of the plans (dated June 6, 1974) for the building with the following stipula-
tions:
1. Driveway be 25 feet wide.
2. 10 foot radius at entrance.
3. Concrete Curb (6" x 18") around blacktop area.
4. Use landscaping plan as shown on 6-10-74 plans.
S. All storage of material and equipment must be inside.
6. Drainage plan be worked out with the Engineering Department.
7. Any outside storage of waste material must be screened, properly.
8. Any outside roof equipment must be properly screened.
9. Loading area on the north side of the existing building will
not be used any longer, and all loading and unloading will
be inside of the new building.
10. Provide easements for the westerly 10 feet of Lots 16 and 17,
Block 7, Onaway addition.
The Board strongly recommends that the City Council not issue a building
permit for 7740-80 Beech Street until the City. receives a signed written
agreement stating that an agreement was reached for providing joint parking
between Assurance Mfg. and Sperco Tool, the City Attorney to act as mediator.
Also that an agreement for landscaping be provided to the City for 7795 Beech
Street.
UPON A VOICE VOTE, all voting aye, the motion carried unanimously.

BEING 7615 BAKER STREET NORTHEAST, FRIDLEY, MINNESOTA. (REQUEST BY
Mr. Ron DeVriendt (co-owner) and Mr. 011ie Erickson (general contractor)
were present for the request.

Mr. Erickson said the building would be constructed of scored block
on three side with break -off block in front, all painted. Mr. Boardman
presented a sketch for the front which he felt would create a more balanced
looking front. He changed the windows fron 2 on each side of the door to
2 on the north side and none on the south side. However a glass panel
would be next to the door for enterior lighting and balance.
Mr. Erickson and Mr. DeVriendt liked the change but said mortgage
money is set up already and if this new plan would cost more they would not
be able to do it. The glass panel next to the door, Mr. Erickson noted,
would be quite expensive not only for the cost of the glass but by new
building codes it would have to safety glass and wired for vandalism reasons.
The Board stipulated that they would leave the decision of which design
they would use after investigating the cost for the new design, but this
should be decided before going to Council. All parties agreed to this.
The Board asked if they would be painting the front. They felt a
natural block would look better, especially on the new design. fir. DeVriendt
said if they use Mr. Erickson's plan it definitely would be painted. The
Board left this as an option, again depending on what design would be used.
Mr. Lindblad said the shrubbery plan as presented was okay.
Mr. Tonco asked about drainage. Mr. Erickson said he did not think there
would be a problem. The Board suggested they work with the Engineering Depart-
ment if there is a problem.
It was pointed out that all outside dumpsters must be screened; all
roof equipment, if any, be screened; enough parking stalls provided; and
poured concrete curbing (6" x 1811) must be used around the parking lot
(except on the east side as future expansion will be on this side and precast
curbing can be used here) .
The Board noted there was no security lights. They suggested lights on
the corners to flood the east, south and west sides and possible decorative
lights over the doors and windows. The Board said this sould be ready for
Council.
MOTION by Tonco, seconded by Cariolano to recommend to Council approval
of the building with the following stipulations:
1. Check into financial feasibility of using new design.
2. Work with Engineering Department on drainage plan.
3. Security light plan be brought in for Council approval.

The Assistant Engineer, Mr. Sobiech, said the City had prepared a new design for
the proposed building. ,He pointed out the different facings.proposed for the
building to the Council.
Mayor Liebl asked which street the front of the building would face. The
Assistant Engineer said Baker Street. Mayor Liebl asked if all of the necessary
City requirements are met in the proposal. Mr. Sobiech said yes. He continued
he has not seen their drainage plans at the present time.
The Assistant Engineer pointed out the design for the facing of the building which
had been prepared by Mr. Jerry Boardman, Planning Assistant. Mr. Erickson said
he would concur in the design by Mr. Boardman.
Mayor Lieble read the other stipulations to the applicant and Mr. Erickson said
he concurred with all three stipulations.

The Assistant Engineer said there would be two 18 unit buildings on Norton Avenue.
Mayor Liebl asked the number of square feet per unit. The representative of the
applicant, Mr. Robert Weber, 14 -14th Avenue South, New Brighton, said there would
be 804 square -feet per unit and this did not include the hallways, balcony or
entryways.
The City Manager explained that the applicant had followed all of the requirements
of the Code and any additional parking would be a cushion. The City Manager said
the landscaping plans should blend in with the work done by Medtronics. The City
Manager also pointed out that there should be some kind of recreational activity
in the complex.
Mr. Weber explained that he planned to work this out with the administration. He
explained he did not plan the installation of a swimming pool, but had planned
on installing some type of recreational equipment such as playground equipment
or picnic tables. Mr. Weber continued he had planned to work out these details in
accordance with the wishes -of the Administration.
MOTION by Councilman Starwalt to approve the construction of the two 18 unit
apartment buildings with the nine recommended stipulations of the Building Standards
Design Control Subcommittee on page 10-E of the agenda. Seconded by Councilman
Utter. Upon a voice vote, all voting aye, Mayor Liebl declared the motion carried.

job, a new plan must be submitted and a new permit must be acquired for the
remaining work to be done.

The City cannot certify or report on any technical results with reference
to this matter, however, we are offering the following as notations made in
inspection records;
9/16/74: Preliminary site inspection to determine soil type -
Remarks: Excavation started - peat and wood apparent to a
depth.of 5 or 6 feet.
9/17/74: Excavation Inspection -
Remarks: The 5 or 6 feet of peat has been removed.
9/19/74: Backfill Inspection -
Remarks: The 5 feet or so of peat is out - sand being brought
in and compacted by excavator - most of the backfill
complete - instructed the masonry contractor (D. W.
Harstad) to use a vibratory compactor inside footing
forms prior to asking for a footing inspection.
9/23/74: Footing Inspection -
Remarks: Soils at footing elevation look good - some pumping
in the N.E. corner - instructed D. W. Harstad-to
widen the footing to 3 feet in doubtful area.

Introduction
To analyze the effects of the expansion of a flat roof concrete
block structure for Top Tool Company, located at 7615 Baker .Street,
Fridley, Minnesota, and an associated expension of an existing
parking lot, the following report was prepared.
' To evaluate the stormwater management for this property, calcu-
lations were made to determine existing runoff for the 1 year -
24 hour, 10 year - 24 hour, and 100 year - 24 hour storms for two
' drainage areas on the subject site. Calculations were also made
to determine runoff associated with the anticipated improvements.
The existing site consists of a 100' x 368' lot with an approx-
imate area of 37,000 square feet. The site presently drains
approximately 68% of this area to Baker Street and to a catch
basin approximately 200 feet south of the subject lot. The
remaining portion of the lot forms a natural low area serving to
pond existing runoff. The lot itself is more generally located
approximately 500 feet south of the intersection of Osborne Road
and Baker Street just east of Woodcrest Elementary School.
It was the purpose of this study to document these required
calculations, to show a summary of their comparisons, and to use
these numbers to calculate the sizing of a retention pond on the
property to allow for storage of excess stormwater. It is the
intent of this report to also show that no increase in storm -
water drainage to Baker Street will occur above what already is in
existance.
The following is a summary of existing and post development
drainage and anticipated storage requirements for a retention pond
on the easterly end of this property.

This report concerns our observations and testing of the soil conditions for
the addition to the Top Tool Company building in Fridley, Minnesota. Our work
was requested by Dick Johnson on July 7, 1989. The scope of work we were
requested to perform consisted of the following items:
1. Observe the soils exposed in completed excavations for the
building addition.
2. Perform shallow hand auger borings to explore localized
subsurface soil conditions.
3. Perform compaction testing of fill soils on an intermittent trip
basis, when requested.
4. Judge whether the soils exposed are suitable for support of
design foundation loadings.
CONCLUSIONS AND RECOMMENDATIONS
Based on our observations and shallow hand auger borings, it is our opinion
the soils exposed within the majority of the observed areas of the building
addition excavation consisted of naturally deposited sands. -These soils, in
the condition observed, were judged suitable for support of fill and
foundation loadings of 2000 psf. We did note a small area located about 25'
east of the existing building where a few inches of organic topsoil remnants
remained to be removed. In addition, we noted a small area located just west
of the southeast corner of the planned addition where the waterbearing sandy
soils had become disturbed by excavating equipment. The loosened and
disturbed soils appeared to extend to a depth of about 1' or less, and were
underlain by medium dense sands at our hand auger boring locations. We
recommended these loosened/disturbed and organic soils be removed by backhoe
excavating equipment prior to placement of fill. No observation of completion
of these minimal amounts of additional excavation work was requested or
performed.

At the time of our observation, the surface of the building area excavation
within the majority of the addition appeared to be at or slightly above
anticipated elevation of perimeter foundations. However, fill would be
required to establish perimeter foundation grade in the southeast corner of
the addition. Since no building corner staking was present at this location,
we recommended the actual building corner be located and that at least a 1:1
lateral excavation oversize be provided.
Because no deep penetration borings were put down in conjunction with a
preliminary subsurface exploration, we cannot warrant soil conditions below
the depth of our shallow hand auger borings. Although completed soils were
observed in the excavated areas, this does not eliminate the possibility that
compressible soils are present below the depths of our shallow hand auger
borings.
COMPACTED FILL TESTING
On July 11 and 12, eight soil density tests were performed within compacted
fill placed to re-establish floor subgrade elevation. These tests were
evaluated in accordance with the Standard Proctor method (ASTM:D 698-78). The
results of these tests, which are attached, indicate the specified minimum
compaction level of 95% was attained at the location and elevation of these
tests.
PROJECT INFORMATION
The construction in progress will be a single -story addition to the east side
of the existing Top Tool Company building. The addition will have overall
dimensions of about 50' x 801. The concrete slab -on -grade construction will
be placed at an elevation corresponding to floor elevation of the existing
structure. This structure will be supported upon a system of normal spread
footings placed at minimum frost protection depth. We understand foundations
have been designed to rest on soil having an allowable bearing capacity of
2000 psf.
OBSERVATION METHODS AND RESULTS
On July 10, 1989, we performed our observation of the soils exposed within the
building addition excavation. During our visit, several shallow hand auger
borings were put down within this excavated area to aid in depicting local
subsurface soil conditions. The exposed soils and those retrieved by the hand
auger borings, were visually classified in general accordance with the
requirements of ASTM:D 2488. Estimates were made of their strength
characteristics.

At the time of our observation, the bottom of the excavated area ranged from
about 2' below elevation of the floor slab of the existing structure in the
northeast, to 5' below floor elevation in the southeast. In the higher
portions of the excavation, the exposed soils consisted of brown, fine grained
sand with silt underlain by gray sand with silt. Within the lower portions
of the excavation bottom, the exposed soils consisted of gray, waterbearing
sand with silt. Throughout the majority of the excavated area, the exposed
soils were judged to be in a medium dense condition. These soils were judged
suitable for support of fill and/or structural loadings.
We did note the presence of a small area of organic topsoil remnants of about
6" in thickness located approximately 25' east of the west end of the existing
structure. We recommended these topsoil remnants be removed prior to
placement of fill. In addition, the gray waterbearing sands in the southeast
portion of the excavation had become loosened and disturbed as a result of
construction traffic. We recommended these loosened sands be removed by
backhoe excavating equipment to expose underlying, undisturbed sands prior to
placement of fill.
We are attaching an information sheet concerning what we consider to be sound
engineering practices for the construction of a fill sequence.
It must be recognized that we do not practice in the field of surveying.
Therefore, we must rely on elevation and location information provided by
others. If the construction is redesigned or otherwise moved subsequent to
our work, we should be informed so our firm can assess if additional
engineering observation is required or suggest engineering alternatives.
