���Section 2: The'Inspector of' -Buildings shall., before issuing any permit
for the erection of any building or structure, or for any addition to

2.1 For any such permit for the erection of any fireproof building,
other than a garage, warehouse, factory or grain elevator, or for,the
erection of any fireproof addition, for similar occupancy, to any
existing building shall be at the rate of $1.40 for each one thousand
cubic feet, or Fra ction thereof, in such cubical contents.
2.2 For any such permit for the erection of any fireproof garage; -ware--- - -
house, factory or grain elevator, or for the erection of any fireproof
addition, for similar occupancy, to any existing building shall -be at -the

For the purpose of computing fees for building permits the cubical
contents of any building or addition to a uniform height throughout by
multiplying the ground area covered from a point six (6) indhes below
the floor line of the basement or cellar to the average height of the
upper surface or to the average height of the roof surface of the main
gable of a pitched roof.
2.5 For repairs or alterations to an existing structure, the fee shall
be at the rate of $3.00 for each Five Hundred Dollars (6500.00), or -
fraction thereof in the cost of all proposed work.
2.6 In no case shall the fee charged for any permit as set forth in
Section 2 be less than $4.00.

My name is Anna A. Wichern. I am currently a licensed child
care provider. I do my child care in my licensed home at 6880
East River Road. I am currently licensed (C 1) for ten (10)
children. A month ago I was licensed (C 2) for twelve (12)
children. Enclosed are copies of both licenses.
My home currently meets all the requirements of Minnesota
Rules, Parts 9502.0300 - 9502.0445.
My home is under consideration for a move on the property
because of the widening of East River Road and my home no longer
meets the set back requirements for the city of Fridley.
There has been some dialogue about the new basement meeting
the codes for licensed child-care being done on that level.
If you will look at FAmily Day Care and Group Family Day
Care: Minnesots Rules, Parts 9502.0300 - 9502.0445 I think
9502.0425 PHYSICAL ENVIRONMENT can clear up our door issues.
Subpart 1 - B. Usable indoor space may include a
basement if it has been inspected by a fire
marshal, is free of hazard, and meets the minimum
exiting standards specified in subpart 4.
Subpart 4 Means of Escape. From each room of the
residence used by children, there must be two
means of escape. One means of escape must be a
stairway or door leading to the floor of exit
discharge. The other must be a door or window
leading directly outside. The window must be
openable without special knowledge. It must have
a clear opening of not less than 5.7 square feet
and a minimum opening dimension of 20 inches wide U
and 24 inches high. The window must be within 48 A rer,-
inches from the floor. k06,COE
My basement if you look at the blueprints has a door exiting
to the outdoors. It will be a walk out basement. Every room has
windows also that meet the codes.
If you do not have a copy of the Family Day Care and Group
Family Day Care rules I know there is a copy at the library for
the use of the general public.
The standards I quoted come from the updated rule as of
12/1/91.
I hope to continue providing child-care in my home and as
soon as possible move the child - care into the basement.

Dear Ms. Pribula:
An inspection was conducted on April 24, 1997 of the above noted dwelling. The following
items were noted which must be completed before the construction can be finaled;
1. Complete exterior siding and repair the existing siding (corners, separations, etc).
2. Caulk all exterior openings.
3. Complete deck footings, posts, railings, stairway, and handrail (Cedar deck per plan).
4. Provide backflow preventer for outside faucet.
5. Complete concrete front steps and sidewalk.
6. Provide exterior drain the at walkout.
7. Install a retaining wall.
8. Complete final grading of lot.
9. Provide sod in the front and side yards as per City Code.
10. Provide a hard surface driveway.
11. Provide house numbers on structure in accordance with City Code.
12. Core fill openings in 12 inch block/egress window well (Guardrail or cover)
13. Connect water heater to flue and verify positive draft.
14. Disconnect original furnace and connect new furnace.
15. Provide 1 1/4 to 2 inch, gripable handrail to basement (34 to 38 inch returned).
16. Trim board to cover sill plate.
17. Complete manometer test on plumbing.
18. Obtain final electrical inspection on electrical work.
19. Verify headroom for basement stair.
20. Verify Class B chimney and proper clearance from combustibles.
21. Provide smoke detectors on all levels and in all sleeping areas to meet State Code.
22. Provide the City with copy of verifying survey of lot.
23. Provide a $10,000 landscape bond for all exterior improvement if not completed prior to
occupancy.
