VARIANCE REQUEST, VAR #00-25, BY KMS MANAGEMENT, TO ALLOW THE CONSTRUCTION OF ADDITIONAL SIGNAGE, GENERALLY LOCATED AT 7805-7895 EAST RIVER ROAD (WARD 3): Mr. Burns, City Manager, stated that the Appeals Commission unanimously recommended approval of this sign variance request at River Pointe Apartments located on East River Road, just south of 79`h Way. Two one-sided "area identification" signs are proposed on either side of the main entrance as opposed to having just one two-sided sign, as required by code. The previous River Pointe sign had to be removed as a result of the County's need for additional right-of-way for the East River Road improvement project which also included installation of a bike path. The improvement project forced a reconfiguration of the apartment's entrance design such that a conforming sign in a center median was no longer possible. The size of the signs conforms to ordinance requirements of 24 square feet each. Staff recommended Council's approval with the following two stipulations: 1) The entrance signs shall not exceed a combined size of 48 square feet; and 2) The sign shall meet all setback requirements as shown on the survey dated October 17, 2000. MOTION TO APPROVE SNOW REMOVAL OPERATIONS POLICIES AND PROCEDURES FOR THE CITY OF FRIDLEY FOR THE 2000 - 2001 SEASON: Mr. Burns, City Manager,tated that the snow removal plan for this winter is the same plan that we have been usi for several \startin ears. It identifies the City's snow removal equipment and procedures ferent weather-related conditions. When there is a snowstorm, the plan providesnow removal crews will begin plowing when it stops snowing. When a particularly snowfall is anticipated, the City will begin plowing collector streets (redline streeoon as staff believes driving conditions have become hazardous. In any event, cols eets are plowed first. When collector streets have been plowed (within six to eirs staff will proceed to plow local streets within ten plowing districts. Four rotatirtinb points within each district have been identified. Total time for snow removal,ding e clearing of cul-de-sacs and improved alleys, is twelve to sixteen hours. Thet Sup isor has responsibility for determining when to call out staff for snow remThe Pol e Department has responsibility for calling the "on call" street employee to salt and sand "enever slippery conditions develop. Mr. Burns stated that when more than three emyees are needed to salt and sand, the decision to call out additional staff shall be made by the Public Works Superintendent. Residents are asked to help with snow removal bye of parking vehicles on City streets between November 1 and May 1 of each year be een the hours of 2:00 a.m. and 6:00 a.m. Residents are also asked not to have vehi es on City streets during snow removal operations. FOUR CODE CONDITIONS REQUIRED FOR SIGN VARIANCE APPROVAL Before the Commission shall grant a variance, it is the responsibility of the applicant to meet the four conditions required in Section 214.21.02 of the City Sign Code. Due to the fact that a variance is a recorded legal document, it is critical that the City know the exact dimensions and locations of these signs prior to taking action on your request. In the letter postponing your scheduled Appeals Commission meeting, the City indicated that you would be postponed until the September 27`h Appeals Commission meeting, provided that an accurate, scalable site plan be submitted by September 18`h That deadline has since past and we are left with no options but to once again postpone your meeting until October 11th, provided the required drawing is turned into me by October 2"d. The granting of the variance would not be detrimental in any form to the public health, safety or general welfare or detrimental to the property in the vicinity or district which the property is located.
