SUBJECT: Special Use Permit Request, SP #93-14, by James
Wold; 1425 Meadowmoor Drive N.E.
The Planning Commission reviewed the special use permit request to
allow construction of a second accessory structure over 240 square
feet at its September 8, 1993 meeting. The Planning Commission
voted unanimously to recommend approval of the request to the City
Council with the following stipulations:
1. The accessory structure shall be architecturally compatible
with the existing dwelling unit.
2 . The petitioner shall provide a hardsurface driveway by
September 1, 1994 .
3 . The accessory structure may not exceed 14 feet in height.
4 . The accessory structure may not be used to conduct a home
occupation as defined in Section 205. 03 .34 of the Fridley
Zoning Code.

1. PUBLIC HEARING: CONSIDERATION OF A SPECIAL USE PERMIT, SP
�93-14 , BY JAMES WOLD:
Per Section 205.07. 01.C. (1) of the Fridley City Code, to allow
accessory buildings, other than the first accessory building,
over 240 square feet on Lot 16, Block 2, Meadowmoor Terrace,
the same being 1425 Meadowmoor Drive N.E.
MOTION by Mr. Oquist, seconded by Mr. Sielaff, to waive the reading
of the public hearing notice and open the public hearing.
UPON A VOICE VOTE, ALL VOTING AYE, CHAIRPERSON NEWMAN DECLARED THE
MOTION CARRIED AND THE PUBLIC HEARING OPEN AT 7:32 P.M.
Ms. McPherson stated the property is located in the northeast
corner of the City. The property is zoned R-1, Single Family
Dwelling, as are all surrounding parcels.
Ms. McPherson stated that located on the property is a single
family dwelling with an attached single car garage. The petitioner
is proposing to construct a 24 ft. by 24 ft. detached accessory
structure in the rear yard. The petitioner proposes to use the new

accessory structure for the storage of an antique truck, a boat,
a snowmobile, a motorcycle, and other miscellaneous materials
currently being stored in the single car garage and off site.
Ms. McPherson stated the proposed location of the new structure is
well within the setback requirements and a utility easement located
near the rear lot line. It does not exceed the lot coverage
maximum of 25%, and the adjacent properties will not be adversely
impacted by the construction of the structure.
Ms. McPherson stated the proposed accessory structure may not
exceed 14 feet in height and may not be used for the conduct of a
home occupation. Also, the petitioner will be required to provide
a hard surface driveway.
Ms. McPherson staff recommends that the Planning Commission
recommend approval of the special use permit with the following
stipulations: ,
1. The accessory structure shall be architecturally
compatible with the existing dwelling unit.
2 . The petitioner shall provide a hard surface driveway by
September 1, 1994.
3 . The accessory structure may not exceed 14 feet in height.
4 . The accessory structure may not be used to conduct a home
occupation as defined in Section 205. 03. 34 of the Fridley
Zoning Code.
Mr. James Wold stated he is in agreement with the recommended
stipulations.
MOTION by Mr. Saba, seconded by Mr. Sielaff, to close the public
hearing.

Ms. McPherson stated this item will go to City Council on September
27, 1993.
2. CONSIDERATION OF A RESOLUTION APPROVING TIF DISTRICT 1 .
Ms. Dacy stated State Statute requires the Planning Co 'ssion to
review amendments to the Redevelopment Plan and pass resolution
confirming that the proposed project is consistent w' the City's
Comprehensive Plan.
Ms. Dacy stated that ECO Finishing, Inc. , a lating and metal
finishing manufacturer, is an offshoot of a p ating company which
is now located in St. Paul. ECO Finishing, nc. , is proposing to
construct a 29, 000 sq. ft. building in the orthwest corner of 51st
Way and Industrial Boulevard. In the Lan Use Plan in the existing
Comprehensive Plan, this area is ide ified as industrial, the
zoning is industrial, and the use is ' dustrial.
Ms. Dacy stated staff is recommend' g that the Planning Commission
approve the resolution confirmin that the proposed modification
to the Redevelopment Plan is nsistent with the Comprehensive
Plan.
Mr. Oquist stated that s a plating and metal finishing
manufacturer, there could be some environmental concerns. Does
the company have to adhe e to environmental standards?
Ms. Dacy stated that O Finishing, Inc. , does have to obtain MPCA
approvals for the d' sposal of waste. The Council is also very
sensitive to this ' sue, especially when it comes to tax increment
financing. Staff as spoken to the company about this issue, and
they have assur staff that they can meet all MPCA requirements.
She stated she ill be again be meeting with company personnel and
will re-empha ize this concern.
Mr. Saba ked if the groundwater will be monitored in case of
accident spills.
Ms. Da y stated she is not aware of any groundwater contamination
on t s particular site, so she did not believe a monitoring well
wil be required. The company is not proposing any below ground
o above ground tanks.

Request
The petitioner requests that a special use permit be granted to
allow construction of a detached accessory structure over 240
square feet. The request is for Lot 16, Block 2, Meadowmoor
Terrace, the same being 1425 Meadowmoor Drive N.E.
Site
Located on the property is a single family dwelling with an
attached single car garage. The property is zoned R-1, Single
Family Dwelling, as are all adjacent properties.
Analysis
The petitioner is proposing to locate the detached accessory
structure in the northeast portion of the subject parcel. The
structure is 24 ' x 24 ' (576 square feet) and is proposed to be used
for parking of an antique truck, one boat, one snowmobile, and one
motorcycle. The proposed location of the second accessory
structure is well within the required setbacks for detached
accessory structures. The accessory structure may not exceed 14
feet in height and may not be used for the conduct of a home
occupation as defined in Section 205. 03 . 34 of the Fridley Zoning
Code. In addition, the petitioner will be required to provide a
hardsurface driveway three feet from the side lot line. The
request as proposed does not exceed the lot coverage maximum.
Adjacent properties should not be adversely affected.
Recommendation
Staff recommends that the Planning Commission recommend approval
of the special use permit, SP #93-14, to allow a second accessory
building over 240 square feet, with the following stipulations:
l. The accessory structure shall be architecturally compatible
with the existing dwelling unit.
2 . The petitioner shall provide a hardsurface driveway by
September l, 1994 .
3 . The accessory structure may not exceed 14 feet in height.
4 . The accessory structure may not be used to conduct a home

Planning Commission Action
The Planning Commission voted unanimously to recommend approval of

Ms. Dacy, Community Development Director, stated that the
petitioner, Mr. Wold, wishes to construct a 24 foot by 24 foot
second garage on his property at 1425 Meadowmoor Drive. She stated
that the Planning Commission recommended approval of this request
with four stipulations.
MOTION by Councilwoman Jorgenson to grant Special Use Permit
Request, SP #93-14 , with the following stipulations: (1) the
accessory structure shall be architecturally compatible with the
existing dwelling unit; (2) the petitioner shall provide a hard
surface driveway by September 1, 1994 ; (3) the accessory structure
may not exceed 14 feet in height; and (4) the accessory structure
may not be used to conduct a home occupation as defined in Section
205 . 03 . 34 of the Fridley Zoning Code. Seconded by Councilman
Billings.
Councilman Billings asked Mr. Wold how often he would use the
accessory building or if it would be mostly for storage.
Mr. Wold stated that it would be mostly for storage of a boat and
an antique truck.
Councilman Billings stated that in the need for preserving green
areas, there have been instances where residents only brought items
in and out of storage several times a year, and a hard surface
driveway was not requested. He asked the use of this structure in
terms of bringing vehicles in and out.

Mr. Wold stated that he would probably bring items in and out every
week.
Mayor Pro Tem Schneider asked Mr. Wold if he had planned to provide
a hard surface driveway.
Mr. Wold stated that his plan was to provide a hard surface drive,
and he would install it by September l, 1994 as outlined in the
stipulation.
UPON A VOICE VOTE TAKEN ON THE ABOVE MOTION, all voted aye, and
Mayor Pro Tem Schneider declared the motion carried unanimously.
MOTION by Councilman Billings to receive the minutes of the
Planning Commission Meeting of September 8 , 1993 . Seconded by
Couficilwoman ,7orgenson. Upon a voice vote, all voting aye, Mayor
Pro Tem Schneider declared the motion carried unanimously.
