NE WCEC Project No. 15-10729-30 Dear Ms. Benson, West Central Environmental Consultants, Inc. (WCEC)has completed a building reconnaissance and collected samples of suspect building materials for analysis of asbestos containing materials,as you have requested. SCOPE OF WORK WCEC representative, Ryan Moehn conducted the pre-demolition assessment. A copy of the Asbestos Inspector credential for Mr. Moehn is found attached. WCEC visually inspected the building interior and exterior to observe for the presence of specially regulated wastes, in general conformance to the work scope for"pre-demolition assessment" required by Minnesota Pollution Control Agency(MPCA) prior to any remodel or demolition activities on a structure. The structure consisted of a single story,20 x 20 ft. (nominal) block wall building,with slab-on grade base and lumber framed roof gable;the roof consisted of plywood decking with four layers of asphalt tab shingles evident. WCEC noted that the building was empty,with the exception of some shelves and racks constructed of lumber,and a row of hockey sticks along the ceiling joists. WCEC collected samples of building materials to determine if asbestos-containing materials (ACM)were used in the construction. One sample of drywall was collected from a central, longitudinal wall separating the building into two portions. Exterior samples were collected from the roofing layers. WCEC also observed for hidden ACM commonly used in construction;this included lifting of gable panels to determine if mastic was found beneath the surface panels,and penetration into the cores of the concrete block to determine if vermiculite was used for wall insulation. Vermiculite,when present is typically assumed to contain asbestos,under current regulatory agency guidance on the subject. City Shed Pre-Demolition Assessment City of Fridley, MN WCEC Project No. 15-10729-30 FINDINGS WCEC did not encounter vermiculite in the locations inspected,and thermal system insulation was not encountered. WCEC did not observe mastic in areas observed, and other items of probable ACM use were not found. Samples of the sheetrock and roofing collected by WCEC were negative for asbestos. Areas of peeling paint were noted during this work,and so it does not appear that lead-based paint sampling is warranted. WCEC did not demolish or sample the electrical service panel found inside the western entry door(north wall) and certain older electrical panels can contain asbestos insulating dividers, mercury switches,and other items that, if demolished can pose special waste handling concerns. It appeared that the panel in question was of contemporary configuration,and discreet components were not accessible to the sampler for destructive sampling. WCEC concludes that there is no evidence that special wastes were present in the building such that special waste handling and disposal practices would be involved during demolition. Demolition debris is regulated as solid waste by the State of Minnesota and prudent safety practices should be followed, including the use of applicable personnel protective equipment during demolition work on the property. In the event unanticipated materials are encountered during the work, additional waste characterization (sampling and analysis)should be performed on the suspicious materials encountered.
