Dr. William Burns, City Manager, said e changes consisted of budget modifications to reflect changes in the tax increment la that were enacted in 2001 and 2003. The changes in 2001 reduced the class rates for c mmercial industrial property which reduced revenue from many taY incrmert districts b 40 percent. The 200? char:ges zodified the definition of original tax rates for districts eated prior to 1988. The impact of this change was to raise the revenue received for tho districts. While this was more of an administrative matter, state law required public h ings by the City Council and the Housing and Redevelopment Authority before eithe body could amend tax increment financing plan budgets. The proposed hearing date was December 8, 2003. Staff recommended Council's approval.
