The request is for Lots 17-20, Block T, Riverview Heights, the same being 689 Fairmont Street N.E. The petitioner has also applied for a variance to reduce the required front yard setback from 35 feet to 24 feet. The Appeals Commission, at their March 12, 1991 meeting, recommended that the City Council approve the variance request. Site Located on the property is a single family dwelling unit and a 12 ' x 20 ' accessory building. The petitioner has indicated that the accessory building will be removed upon completion of construction of the addition. The property is zoned R-1, Single Family Dwelling, as are the properties to the north, south, east, and west. Analysis The petitioner is proposing to construct a 32 ' x 40 ' addition which will include a two car garage, two bedrooms, and a living room to the existing house. The proposed addition will be a single story, and will not have a basement, but will have a crawl space beneath the structure as is typical of many dwellings in the Riverview Heights area. The proposed elevation of the first floor is 824, which is one foot above the flood elevation of 823 . The petitioner should complete an elevation certificate once the addition is completed to verify that the first floor is above the required elevation. The proposed addition falls within the required lot coverage and meets all of the setback requirements with the exception of the front yard setback. The petitioner should provide a hardsurface driveway once the structure has been completed in accordance with the code requirements. Recommendation Staff recommends that the Planning Commission recommend approval of the special use permit request, SP #91-04, to allow construction of an addition in the CRP-2 (Flood Fringe) District to the City Council with the following stipulations: 1. The car wash is located at the northwest corner f the intersection of East River Road and Mississippi Way. Ms. McPherson stated that n March 12, 1991, the Appeals Commission recommended ap oval of a variance request to reduce the front yard set ack from 35 feet to 19 feet. Ms. McPherson stated t petitioner is proposing to remove an existing portion of t car wash, which is to the rear (west) of the building, and onstruct an addition which would include an area for custome s' cars to be vacuumed and windows cleaned on the inside. T e proposed addition would have the ability to be totally en osed during inclement weather and during the wintertime. T proposed expansion will continue the existing line of the ansard roof. The petitioner is proposing to change som of the roof top equipment and screen it along with the const uction of the new roof on the addition. Ms. Mc erson stated the proposed addition does not alter the tra ic patterns on site, nor does it impact traffic along Mi sissippi Way or East River Road.
