The idea began with the Alameda California PTA, — and grew nationwide.
The idea,to increase voter participation through spirited,good-humored competi-
tion, started in December, 1974, when a group of PTA women assessed the reason
for the narrow defeat of a needed school bond issue. They found that less than
50% of the parents of Alameda school children were registered.
At that point, they realized that the real problem was not just in passing school
bonds and registering parents. The problem was national voxer indifference. For
instance,in 1974 only 39% of those Americans old enough to vote came to the polls.
The PTA decided to start a voter registration drive.They held fund raisers, includ-
ing other groups such as the Jaycees and the League of Women Voters, and spon-
sored a "Get-Out-The-Vote" caravan. "Alameda-Vote" claimed credit for a pheno-
minal 65% record voter turnout in March, 1975,Alameda City Elections.
Soon the Alameda challenge was spreading across the country. The City paper,
the "Alameda Star-Times" challenged 500 California editors to get their city's voter registration and turnout higher than
Alameda's. Congressman Pete Stark,who represents Alameda,challenged Congressman Donald Fraser in the Congressional
Record.
Finally,the Bicentennial Votingest City challenge was spread to cities throughout the country.
Fridley has become one of 11 Minnesota cities to accept the challenge from the Alameda Vote '76 Committee to become
America's Votingest City by November, 1976.

� The Fridley Police Department will present two Crime Prevention Seminars this
fall, the first starting October 6, and the second one starting November 4, in the
� Fridley Civic Center Classroom. The first Seminar will be held every Wednesday
evening for six consecutive weeks and the second Seminar will be held every
Thursday evening for six weeks with one week off for Thanksgiving. Both Semi-
nars will be held from 7 p.m. -9 p.m.and are free of charge.
One change from previous Crime Prevention Classes put on by the Fridley Police
Dept. is the addition of a session on Juvenile Delinquency. The session will exa-
mine some of the causes of delinquency, crimes frequently committed by juve-
niles, and what citizens can do to guard against such crimes. The session will also
examine the juvenile justice system in Anoka County.
The Seminars are designed to enlighten participants with techniques and infor-
mation that can help them guard against becoming a victim of such crimes as rape,
burglary, thefts, and destruction of property. Persons interested in enrolling in the
course or desiring further information should contact the Fridley Police Dept. 571-
3457. Class schedules will be made available to those who wish to attend only cer-
tain sessions which they are most interested in. Certificates will be given to those
who complete the course.

FRIDLEY'S NEW PARKS
AND RECREATION DIRECTOR
Mr. Chuck Boudreau is our new Parks and Recreation Director. He was ap-
pointed to this position on July 12, 1976.
He replaces Mr. Paul Brown who resigned last March to become the Assistant to
the Executive Director for the Amateur Softball Association in Oklahoma City,
Oklahoma.
Chuck has been involved in recreational activities nearly all of his life.
In high school, he played baseball, football, and basketball, and coached pony
league baseball.After two years in the army,Chuck attended Southern Illinois Uni-
versity where he played baseball and football as well as becoming a volunteer
coach with the local sports and activities organization. In addition, Mr. Boudreau
was a counselor specializing in outdoor education at a summer camp for both
normal and handicapped children during his college years. He graduated with a
B.S.in Community Recreation in 1965.
In 1966 he became the Director of Parks and Recration at the City of Carbon-
dale, IL.completing a M.S.in Recreation and Outdoor Education in 1967. He stayed
at Carbondale until 1968 when he name to the University of Minnesota to become
Intramural Director for the St. Paul Campus of the University of Minnesota.
For the past four years Chuck has been an Assistant Professor in the Division of
Parks, Recreation and Leisure Studies at the University of Minnesota. In addition,
during the past year, he has been the Director of Recreational Sportsatthe North .;
Hennepin Community College, Mr. Boudreau received his Ph.D. in Education •
specializing in Recreation Administration from the University in 1975.

' During the last few months, the Fridley Cable Television Commission has been
working on housecleaning amendments to the Cable Television Ordinance. A
public hearing on this matter is expected in the late Fall.
On July 28, Mayor William Nee testified before the U.S. House of Representa-
tives in favor of local control of Cable television activities vs. FCC regulations.
