2. Return oampleted application form with the required sketch of the property
invalved and the lot split fee o�f $100.00 for eac� original lot being split. �
3. Zhe appl ication will be checked aver tr� Staff and the aaner may be requi red
to sutmit a Certificate of Survey ooritaining a simple description of a part
of a gl atted 1 ot or r egi st er ed 1 ot, al ong w ith the new pa rc�el s cr eated w ith
al l exi sti ng str uctur es ti ed i n.
4. The application will then be sutmitted to the Planning Canmission for their
reoonunendation. The Planning Canmission meets on the Wec�esday follaaing
the City Council meeting, which is ge�,erally the first and third Wednesdays
of the month.
5. Zhe reaommendations of the Planning Catunission are sul�mitted to the City
Council for final action. If a Certificate of Survey wasn't required before,
it will be required for this meeting. �e City Council meets on the first
and third Mondays of the morYth.
6. The Ci ty Council appraval may be subj ect to oertai n sti pul ati ons w hich must
be canmlied with tr� the appl.icant.
7. If appraved, the apglicartt shall then have the land involved in the lot split
surv�ed. Upon reoeipt of the required Surve�or's Certificate, the Council
shall pass a resolution appraving the lot split.
8. After fir�l appraval, a oertified oop� of the resolution appraving the
lot sgl it and a "Certif icate of Status" f orm shall be attached to the notice
of appraval and f orwarded to the appl icant. �e lot sgl it, together with a
oertified oop� of the resolution and "Certification of Status" form, shall
thereafter be reo�rded among the reoords of the County within one hundred
eic�ty (1�U) days after the date of the resolution, umless a longer period of
time is granted and prwided for reoording at the time of apprwal.
9. In all cases where City Council action has been sought and denied, no petition
for ideritical action can be presented until a period of six months has elapsed.

The City of Fridley Planning Commission will be holding an informal hearing

To spl it the west 13 feet of Lot 30 (except the weste rly 120 feet ) ,
Brookview Addition, the same being 1255 - 66th Avenue N. E.
Mr. Robinson stated the petitioner wants to split off 13 feet of the
neic�bor's property (which accesses onto Channel Road) , adding it to the
petitioner's property in order to allow for boat storage along the side of
the garage and also to expand the existing driveway. This was a simple lot
split and staff had no problems with the request. However, staff was
re�ir¢nending two stipulations:
1. 7he 13 feet to be oombined with the Gibson parcel at the time
the lot spl it is re�orded.
2. Any widening of the driveway opening would require a permit �
f ran the City E�-►gir�eering Dept. �
Mr. Robinson stated that both the Gibson lat and the neighboring lot were
suff icient in size so the p�rcel being diminished would still be more than
amgl e in size.
Ms. Gibson asked if she oould widen the driveway to the curb opening, but
not widen the curb opening itself.
Mr. Robinson stated paving up to the street without a full curb opening made
it appear that there was a full driveway opening when there was not. The

petitioner oould also widen the driveway to the boulevard and then taper it
to the street. '
Mr. Kr�ndrick stated it would certainly look nicer if the curb opening was
widened to match the widened driveway.

THE iISE OF TEMPORARY/PORTABLE SZGNS:
Mr. Robinson stated the Planning Commission had discussed t subject of
temporary sic�age restrictions at their Jan. 27th meeting. e stated that
at this meeting, the Commissioners had received a revi on to the Sign
Ordinance to restrict the use of temporary or portable igns. Staff was
proposing they change the ordinance to be sensitiv to multi-tenant
buildings and to change the period of time the s' can be out on the
property. Presently, the Code states a sic� can be the property for 10
days, � to 3 times a year, as long as the times e npnconsecutive. That
is per business and is not sensitive to the fact at there are multi-tenant
buildings. So, they wuld have multi- tenant ildings with a sign on the
property year-aro�md. Zhe City has had tha problen in the past.
Mr. Robinson stated the revision would law for 14 day periods, which is
more in �nformance with the way th sic�s are rented which is monthly.
They wuuld say that the n�unber of sinesses would dictate the number of
times per year a business can h a portatale sic�. In addition, it would
never be more than one per t' per tax paroel/develognent.
Mr. RQbinson stated the ioners had also reoeived at the meeting a list
of all the multi-tenan businesses in the City of Fridley prepared by Kathy
Castle, Planning Ass' tant. On the right hand side of the list was the
maximum n�unber of ys per year that there would be portable signs in any
one developnent. The maximun was 70 days for the larger shopping centers
such as Holly opping Center �d Skywood Shopping Center.
Mr. Robinso�Y stated some ather �mponents of what was being proposed was
that the �nrden of the management c� the sic�s would be the responsibil ity
of the operty awryer or its desic�ated agent or manager. The location of
the si s would be the same as other sic�s--10 ft. fran the property lir�e or
driv ay so there would be rb problens with traffic safety.
