3. The application will be checked aver tr� Staff and the aaner may be required
to sutmit a Certificate of Survey o�ntairung a simgle description of a part
of a gl atted 1 ot or r ec�st er ed 1 ot, al ong w ith the new pa r�e].s cr eated w ith
al l exi sti ng str uct ur es ti ed i n.
4. The apglication will then be sutznitted to the Planning Catunission for their
reo�nunendation. �e Planning CaYunission meets on the Wec�esday follaaing
the City Cou�cil meeting, which is ge„erally the first ar�d third Wednesdays
of the month.
5. The reoommendations of the Planning Canmission are sutmitted to the City
Co�cil for f inal acti on. If a Certi f icate � Surv Ey wasn't req ui red bef or e,
it will be requi red f or this meeting. �e City Council meets on the f irst
and third Mondays of the month.
6. Z!-ie City Council approval may be subj ect to oertain stipulations which must
be ccanmlied with by the apglicant.
7• If approved, the applicant shall then have the land involved in the lot sglit
survc�ed. Upon reoeipt of the required Surv�or's Certificate, the Council
shall pass a resolution apprwing the lot sglit.
8. After final appraval, a oertified aop� of the resolution appraving the
lot sgl it and a "Certif icate of Status" f orm shall be attached to the notioe
of apprwal and forwarded to the applicant. �e lot sglit, together with a
oertif ied �p� of the resolution and "Certif ication of Status" form, shall
thereafter be reoorded among the reoorcls of the County within one hundred
eic�ty (180) days after the date of the resolution, �less a longer period of
time is grarYted and prwided for reo�rding at the time of appraval.
9. In all cases where City Cfli.uicil action has been souc�t and denied, no pet,ition
for identical action can be preserited until a period of six months has elapsed.

Ms. C`�astle stated the petitioner was requesting to split the south 31 fet of
Lot 36, Block 3, Moore Lake Hills, in orc�er for it to be combined with Lot
l, Block 1, Gardes�a Meloland Gardens. Both lots were located in R-1, single
fami.ly, zoning. 5he stated that if the lot split does occur, it would not
cause Lot 36 to beccn�e a substandard lot. If the lot split is appraved, Mr.
Baldauff draes intend to construct an addition and a deck. If the lot split
is rx�t appraved, Mr. Baldauff would need an additiona.l rear yard setback
variance. The petitioner has petitioned to the A peals Cammisson for two

the existing siding and roQf ing.
N�. Baldauff stated he planned to reroof the entire house at the time

the addition was constructed and the siding would also match the
existing siding. •
Mr. Robinson asked if there would be a separate entrance to the
ac3d.iticez.
Mr. Baldauff stated there would be an entrance to the addition from the
new deck, an entrance f�xn the basa�ent area, and an entrance from the
house pr�r, so there would be three entrances to the additicm.
Mr. Robinson stated staff is currently reviewing the ordinance on
mothe�in-law a�s�trnents, and what Mr. Baldauff was proposing was fine
as long as it did not include any kitchen facilities.
Mr. Llahlberg asked if the existing utility/drainage easement would
ranain in its cu�-ent location. Once the lot is increased in size, the
owner has the potential of more expansion, in which case the
utility/drainage easenent might restrict ariy future develognent.
Mr. Robinson stated that would be true at the time of any future
devela�xn�nt. However, the petitic�ner would have to petition to vacate
the e.xi.sting utility/drainage eas�nent at a cost of $100, and then the
vacatian process is a fairly lengthy process. He did not feel there was
any need to deal with it at this time.
Mr. Barna stated he believed that the owner would have to petitioner to
vacate the easement and then the City would have to rededicate an
easenPx�t. He, too, saw no reason to d� that at this tin�, since nothing
Mr. Baldauff was doing would affect the existing eas�nent.
ASr. Rc�binson stated staff could evaluate whether a new drainage eas�nent
was needed and if there were any utilities in that easement and then
ntike a reconmendatic�n to th�e City Council.

recently able to �et an extensian and to rework the grant in order to
get 55,000 far curricultun develapment by Sprin�rook Nature Center staff
and program orientation for a twa-prong program which has to interf ace
recycli.ng issues with ener� conservation issues. The curricultun will
be targeted at the faurth grade level.
1�`�. Dahlberg stated at the EQC/Energy Cammission joint meeting the
previous evening, they had discussed including in the contract w ith the
Nature Center �hat the DQC and Energy Caimissions review the first draf t
of the curricultun develogT�nt so they can give the staf f some input on
what they feel is most apprapriate or do scme research or pravide some
laackground i.nforniation the Catmissioners have available.
Mr. R�inson stated it was a grant that wc>uld also �y for bus trips for
fo�xth graders to get to the Nature Center f or the f our Fridley
e�enenta�� schools. He stated that frcm this, they Yx7pe to get a video
/�Yzat can then be shared with other schools in adjacent districts.

related to the Minneapolis Energy Off ice. The idea is to do energy
audits far� multi- family c�ellings, and the Minne,apol is Energy Off ice, .

working far Fridley as a FYidley consultant.
Mr. Kondrick asked that Mr. Robinson pass this information on to the
Parks & Recreation Coamissioaz.
Mr. Rabinson stated the other c�od news was that curbside recycling has

Mr. Dahlberg stated the Lions Qub contributed $4,000 for recycling bins
and $1,000 for education, due to the tremendous efforts of Maynard
Nielsen who should be commended for his efforts. At the EQC/Energy
Carmissio� meeting, they had talked about ways to capitalize on that and
approach same of the other city organizations to try to get some
matching c�tributions. Once they get a good Yx�se, they can e�lore the
purchase of recycling bins.

in answer to Councilman hr�eider's question, absolutely not. He stated
there wauld be no mor risk than starting a car and having the battery
explode. He stated ere is a total of six 12-volt batteries and they are

City should abtain a street and utility easement, 27 by 20 fee fram the
sautheast corner of this lot, for the probable extension o� 73-1 Avenue.

The Council approved Lot Split L.S. #88-03 on June 6, 1988. When
Mr. Baldauff tried to record the Lot Split at the County, he was
told that part of the property is Torrens and can only be split by a
Registered Land Survey. A Registered Land Survey was prep�ared f or
Mr. Baldauff and he brought it in on Monday, August 15, to have it
signed. Because there was no formal Council approval, the City
Qerk was unable to sign the Registered Land Survey.
It was suggested to Mr. Baldauff that the Registered Land Survey be _
put on the August 22, 1988 agenda for Council approval. Mr.
Baldauff said the builder would like to get started as soon as
possible and he appreciated our help in resolving this problen.

Cbtmcilman Schneider stated there was a ccmm �t in a letter received f rom
another canpar�y relative to the safety of the ttery systan. He questioned
if there was any con�cern as far as batteries '1 ing.
Mr. Gersch, Western Regioz�al Manager for Federal Si 1 Corporation, stated
in answer to �uncilman Schneider's question, absol tely not. He stated
there wauld be no more risk than starting a car an having the battery
explode. He stated there is a total of six 12-volt batt ries and they are
in separate cabinets with no canrian wall.
