SUBJECT: Local Board of Appeal and Equalization
January 2,2018 Assessment
This is to inform you and the members of the Council, sitting as representatives of the Board of
Appeal and Equalization, of the procedures used to accomplish this year's assessment. The
Board meeting is scheduled for April 23, 2018 at 6:30 P.M., in the Council Chambers.
The Board should remind property owners that only appeals for the current year valuation or
classification may be made. The order of the appellants should be first by the ones that phoned
and made an appointment, followed by walk-ins. Once complete the Board will receive written
appeals from property owners. The written appeals may be acknowledged and affirmed allowing
the appellant to proceed to the County Board of Appeal and Equalization.
An appeal must be substantiated by facts along with the appellant being prepared to answer
questions posed by the Board. Time limits may be imposed. If the assessor has had a chance to
review the property prior to the meeting, the assessor can present facts and information after the
appellant, along with a recommendation. At that time, the Board may make a decision based on
the information presented. Three possible courses of action may be taken. They are to affirm,
reduce or increase the appellants' 2018 estimated market value. If the assessor has not reviewed
the property prior to the meeting, the Board should ask the assessor to review the property and
present his/her findings to the Board at a reconvened meeting which would be held on April 30th,
2018 at 6:00 pm as agreed upon by Council. If the appellant feels that the Local Board did not
resolve their concerns, they may bring their case to the County Board of Appeal and Equalization
which will be held on June 11th at 6:00 P.M.
In conjunction with Anoka County, attached is a booklet explaining the Board of Appeal and
Equalization process and authority. Included are city wide sales, a map of the reassessment area,
and assessment measures of performance along with other information pertaining to the
assessment process.

According to the Department of Revenue any changes made to property valuations 10 days prior to the Local
Board must be read into the minutes. Since receiving their 2018 Estimated Market Value statements,there has
been fifty property owners who have contacted our office in regards to the value. Upon review of these
properties,our office made changes to some which in turn lowered the values. At this time the Assessor's Office
is reporting all changes made within the last ten days prior to this evening's Local Board of Appeal and
Equalization meeting. There were a total of nine properties affected by change during this timeframe. These
changes were discussed with the property owners who have agreed with the adjusted estimated market value.
