REGARDING: Norwood Square Neighborhood Meeting, St. William's
Church
On October 13, 1988 I attended the neighborhood informational
meeting for the Norwood Square senior housing development. The
, meeting was conducted by the proposed developer, Community
Development Corporation at St. William's church. Approximately 14
persons were in attendance. Two persons from the neighborhood
asked all of the questions which included the following:
� 1. Dimensions and size of proposed units.
2. Cost of garage spaces.
3. Proposed building height.
_ 4. Amount of traffic to be generated.
5. Guarantee that housing will remain senior housing.
Each issue was adequately addressed by either Muffie Gabler from
Community Development Corporation or the architect, Jack Boarman
from Boarman and Associates. However, it can be anticipated that
these same issues will be discussed at the Planning Commission
meeting on November 9, 1988 as a result of other homeowners
attending the public hearing.

Applications
As some of you may be aware, the City detained action on the
Norwood Square and the Cottages applications until the City Council
determined its policies for senior housing. The City Council
undertook a preliminary discussion of proposed senior housing
policies on October 31, 1988. A summary of their discussion is
provided below.
The City Council felt that financial assistance for both pending
housing applications would not be appropriate at this time. The
Council perceived a larger need for housing for low and moderate
income seniors. Data is currently not available identifying the
number, age, income and housing preference of Fridley seniors. The
Council directed staff to prepare a report identifying alternative
ways to conduct a study to determine the aforementioned
information. Upon completion of this study, better information
will be available to determine whether the City should pursue
assisting a low to moderate income housing project. In fact, the
study may enable the City to obtain federal assistance.
The Council also wanted to pursue obtaining the cooperation of
Anoka County in assessing senior housing needs. A comprehensive
apprach to senior housing should be pursued in order to achieve a
proper housing distribution county wide. ,
Staff notified Community Development Corporation on November l,
1988 and Arkell Development on November 4, 1988 regarding the
Council 's discussion. Although City financial assistance is
important to the Norwood Square project feasibility, Community
Development Corporation felt it was important to proceed to the
Planning Commission to determine if there are other ou�standing
issues which should be resolved. City staff concurs with this
proposed course of action since the issue of whether or not
financial assistance will be available for the applicant is not a
purview of the Planning Commission.

The Planning Commission should consider the Norwood Square request
as any other application. A meeting before the City Council,
however, will not be scheduled until the senior housing policy
issues have been finalized.

Dear Barb:
This letter is in response to your recent meeting with Dort Mead of Housing
Resources Corporation and John Culiigan of Boarman & Associates.
As y�u know, we have proposed that the exterior finish for Norwood Square in-
clude rock face block to the first floor windows, with a combination of stucco
and aluminum siding above the rock face block. These materials were selected
primarily for the following reasons:
1. General appearance -- The proposed materials would give Norwood
Square a more residential appearance than an all-brick exterior
would. In addition, stucco and siding are the predominant finishes
on the other housing in the neighborhood; and we felt it important
to design the building to compliment its residential neighbors.
By contrast, with an all-brick exterior, Norwood Square would
visually relate more to St. William' s Church than to the residen-
tial neighborhood and would provide less of a visual "transition"
between the Church/commercial areas to the south and west and the
residential areas to the north and east;
2. Building mass and impression of height -- By utilizing contrasting
materials, horizontal bandings of the building are achieved.
Coupled with the use of a hip roof (which is the predominant resi-
dential roof in the neighborhood) , the horizontal bandings attract
the eye to a lower level of the building, thereby giving Norwood
Square the appearance of being shorter than it is.
With the proposed materials in mind, we have also endeavored to
minimize the mass of the building. The major technique the archi-
tect developed to address this challenge is the use of the "H"
shape of the structure. This important feature effectively breaks
the building up into three distinct sections, which minimizes the
overall impression of the scale of the building.

Zf the exterior of the building were constructed of all brick, the
minimizing function of the "H” shape would be substantially lost.
We would have to look at re-designing the building with an all-
brick exterior in mind;
3. Maintenance -- Enclosed is a listing of four different scenarios in
which the exterior finish of Norwood Square would be changed from
the finish that has been proposed:
(i) Replacing the aluminum siding with wood siding;
(ii) Replacing the rock face block with brick (to the
first floor window sills); �
(iii) Combining scenarios (i) and (ii) [replacing the
aluminum siding with wood siding and replacing the
rock face block with brick] ; and
(iv) Providing an all-brick exterior.
Because they include wood siding, scenarios (i) and (iii) are not
acceptable to the Community Development Corporation. Aside from its
higher construction costs, wood siding requires constant attention.
It would raise the on-going maintenance costs, would provide an
annual inconvenience to residents, and would increase the amount of
staff time that must be devoted to non-productive activities.
Because they are low-maintenance materials, rock face block, alumi-
num siding and brick are all acceptable to us from a management
perspective;
4. Development costs and affordability -- We are making every effort
to develop Norwood Square on a basis that will make the housing
affordable to modest-income seniors. We are striving to ach�eve
rents that start at approximately $500 per month for the smallest
(610 square fee t) one-bedroom units.
Even without a brick exterior, we already know that we will need
all the help we can ge t in order to achieve the goal of rents
starting at $500 for a 610-square-foot one-bedroom unit. By way of
comparison, housing for seniors developed under HUD's Section 202
program is now resulting in rents of approximately $515 for one-
bedroom units that include only 540 square feet of living space.
Even with those smaller units, 202 housing usually requires munici-
pal assistance in order to make the rents of $515 "work".

We are very concerned that the cost of a brick exterior will make
Norwood Square less affordable for the seniors who need it most.
Although I personally don' t care for their color schemes, I point out that the
townhouses across from the City's current offices have aluminum sidfng. Also,
the all-brick five-story building adjacent to the townhouses provides a more
institutional appearance than the impression we would like Norwood Square to
convey.
Barb, I would be happy to discuss these subjects with you in more detail and
will plan to attend the March 20th meeting of the City Council. I look forward

We contacted Muffie Gabler on Wednesday, June 27, 1990. She will
be writing the City a letter regarding the status of the project.
She stated that she was aware of the City's decision on the senior
housing assistance issue, however, she stated that the current TIF
policies would not offer them enough assistance to complete the
project. She stated that they are currently evaluating whether or
not an application for Section 202 funds would be feasible. We
will forward Ms. Gabler's letter to you for the City Council when

Dear Ms. Gabler:
This is to confirm the zoning status on the property proposed for
the development of Norwood Square. The existing zoning on the
property is R-2 , Two Family Dwelling, and C-3 , General Shopping
Center. The western part of the site has the commercial zoning and
the eastern part of the site has the R-2 zoning. As you are aware,
a rezoning application was filed by Westminster Corporation to
rezone the property to R-3, General Multiple Family Dwelling, to
allow construction of a 72 unit senior apartment project. The
rezoning was approved for first reading by the City Council on
March 20, 1989.
The second and final reading of the ordinance to approve the
rezoning was not finalized because construction plans on the
original project were not submitted. The action by the City
Council, however, indicates the City's willingness to rezone the
property for a senior apartment project. Further, because the
current proposal is for a 50 unit building, the proposed
development is less intensive. Upon submission of a revised site
plan and completion of a special use permit application and
possibly a lot split application, second and final reading of the
rezoning would be conducted, and the property would be properly
zoned.

Mr. Saba stated it would be good to use a biodegradable bag for
the yard waste. He felt after 1990, residents will be paying
higher fees for refuse service.
Councilwoman Jorgenson stated it will be cheaper fo haulers to
deposit this yard waste at a compost site rather th a landfill.
Mr. Saba stated costs would probably start out ower, but they
would increase in time. He felt the State is pas ing legislation,
without having a solution to the problem.
Councilwoman Jorgenson stated the big issue is to get everyone
involved in recycling and reduce the amou t of dumping at the
landfills. She questioned if haulers woul be giving a discount
to those who do not have as much garbage.
Mr. Saba stated it would probably depe on the hauler. He felt
customers should pay for the amount o garbage they generate and
if they only have one can per week, t ey should pay accordingly.
Mr. Plessel, Pretzel Sanitation, fe haulers should be collecting
yard waste. He stated as far as ost, another truck and person
would be needed and these increas d costs would have to be passed
on to the consumer. He stated h would agree that if you recycle
and have less garbage, your fee should be less.
Mr. Plessel stated he would gin collecting yard waste in April
and continue into November. e stated he hoped a solution can be
reached whether or not the ard waste has to be de-bagged.
Mr. Plessel stated he did ot know if adopting this ordinance would
be beneficial, but it wo d let residents know what can and cannot
be done.
Councilwoman Jorgens n asked if anyone knew the cost for
biodegradable bags. r. Saba stated he thought they were about 30
cents per bag.
Ms. Campbell su gested the Council postpone action on this
ordinance until he County resolves their problems.

Ms. Dacy, Planning Coordinator, stated this is a request to rezone
property adjacent to St. William's Church from R-2 and C-3 to R-3
for a senior housing project. She stated the Planning Commission
considered the rezoning application and recommended approval.
Ms. Dacy stated the lot and structure requirements in the R-3
district are more restrictive than the setbacks in the R-2 . She
stated the required setbacks maintain a 35 foot yard area along
5th Street and a 15 foot yard area adjacent to the existing
duplexes to the north.
Ms. Dacy stated this housing project will consist of 70 units, 50
one bedroom units and 20 two bedroom units. She stated common
areas will be provided, including laundry rooms, storage closets,
lobby, a dining/multi-purpose room, and a workshop and lounge.
Ms. Dacy stated the building is H-shaped and exterior materials
are masonry, rock face block, aluminum and stucco. She stated
adequate parking has been provided.
Ms. Dacy stated the petitioner, Community Development Corporation,
wanted to finalize their plans and apply to the HRA for funding.
She stated it was necessary to obtain an easement from the church
which would guarantee there would not be any buildings within the
easement in order to meet the R-3 district requirements.
Ms. Dorie Meade, Housing Resources Corporation, stated they are
providing technical services to the Community Development
Corporation for the Archdiocese of Minneapolis and St. Paul. She
introduced Mr. Steve Ludovissie, Director of Housing and Management
for Community Development Corporation, the management arm for the
Archdiocese, and Mr. John Culligan, Architect from Boarman and
Associates. �
Ms. Meade stated the need for this project was first identified by
St. William's Church which established an elderly housing task
force. She stated St. William's agreed to make the site available
and an independent market study was conducted to determine the need .�
for the project. . Ms. Meade stated Community Development
Corporation agrees with the market study and feels this is an
excellent site for senior housing. She stated the name Norwood
Square was selected as this housing will be located in the City's
Norwood Addition.

Ms. Meade stated Norwood Square will have a full-time manager on
site and a personal security system included in each apartment.
She stated pull 'cords will be located in each bath and bedroom for
residents to call for emergency help.

Ms. Meade stated Community Development Corporation plans to take
all the necessary steps to meet the range for rents recommended in
the independent market study. She stated, hopefully, rents will
start at $500 per month for a one bedroom unit and between $750 to
$800 per month for a two bedroom unit.
Mr. Ludovissie stated Community Development Corporation was
established in 1974 and is a non-profit organization created for
the purpose of serving needs of low and moderate income families.
He stated they concentrate on the needs of residents in all the
buildings they manage.
Councilwoman Jorgenson asked the size of the apartments.
Mr. Culligan, Boarman and Associates, stated the one bedroom units
will be about 608 square feet, but could vary up to 650 square
feet. He stated the building is three-stories, wood construction,
with underground parking. He stated the driveway entrance is on
the east to a central drop-off area which is handicapped accessible
to the main lobby. Mr. Culligan stated in addition to the H-shape
of the building, there is a hip roof to scale it down and minimize
the height fronting on the street. He stated three different types
of material will be used for the exterior including rock-faced
block, aluminum siding, and stucco.
Mr. Culligan stated they have worked with the City staff to develop
a landscaping plan that will enhance the building and character of
the neighborhood. He stated Norway Maples will be planted along
5th Street and crab trees planted around the parking lot. He
stated there would be a four foot hedge between the parking lot and
street. He stated eight foot evergreens would be planted to the
north along the entire property line.
Mr. Culligan stated they are proud of the project they have
developed and hoped the citizens of Fridley will also be proud of
it.
Some questions from the audience included the size of the bedrooms,
type of heating, laundry facilities, entrances, and rents. Mr.
Culligan stated tne bedrooms are about 12 feet wide by 15 feet
long. He stated the entire unit is about 24 feet wide. He stated
the heating is hot water baseboard and individual window units will
be provided for air conditioning. He stated there are laundry
facilities on each floor and one main entrance, but exits on each
wing for fire purposes. He stated the square footage for the two
bedroom unit is between 800 to 1, 000 and rents would be from $750 .
to $80o per month.
Ms. Meade stated rents have not been firmly established because
the financing has not yet been arranged. She stated, hopefully,
they will be between $500 to $800 per month depending on the unit.

Councilwoman Jorgenson stated underground parking would not be
available for all residents and asked how it would be determined
who would receive these parking spaces.
Mr. Ludovissie stated a lot of time senior citizens do not drive
and do not have vehicles. He stated probably only 50 to 60 percent
would have vehicles and the majority of tenants could be served
with underground parking.
Councilwoman Jorgenson asked if there would be an additional charge
for underground parking.
Ms. Meade stated there would be a charge and the rate is about $40
per month.
Mr. Ron Nienaber, 6251 5th Street, stated he is appalled with the
building materials proposed for this project. He stated what is
proposed is an industrial building material and aluminum is cheap.
He stated it appears they are building as cheaply as possible, but
the rents are high. He also stated central air conditioning is
more energy efficient. He stated the units would still have their
individual controls as they do with the heating.
Mr. Nienaber stated he is not necessary opposed to senior housing
across the street from his residence, but would like to have a
nicer building.
Ms. Dacy stated the HRA would address this issue of exterior
materials if they apply for financial assistance.
Mr. Nienaber stated if this property is rezoned, technically, any
apartment building could be constructed and not necessarily senior
housing.
Ms. Dacy stated the procedure is established so that action would
be taken on the lot split and special use permit requests before
the final reading of the ordinance for this rezoning. She stated
restrictive covenants would be filed with the special use permit
that the building would be used only for senior housing.
Mr. Maertens, 144 Rivers Edge Way, stated he is the owner of a
duplex immediately to the north of this property. He stated he is
opposed to the exterior materials to be used as he felt they did
not belong in a residential neighborhood.
Ms. Meade stated there seems to be a misunderstanding as far as
the aluminum siding. She stated it is very unusual for residential
dwellings to be constructed with wood siding because of the
constant maintenance. She �elt the building would be very
attractive and a combination of materials will make it appear more
residential in nature.

Councilman Schneider stated Fridley has a tradition of requiring
brick or brick surfaces on buildings.
Ms. Meade stated it is something they could consider, but felt
brick would make it look more institutional.
A gentleman in the audience commented that this was the nicest
looking apartment building he has seen proposed for Fridley.

Mayor Nee stated the question of the exterior aterials to be used
on this building was discussed in conjunct ' n with the rezoning.
He felt the stipulations for the type exterior construction

Ms. Dacy, Planning Coordinator, stated staff would recommend the
first reading of this rezoning ordinance, however, the second and
final reading of the ordinance would not be held until the
conditions of the lot split and special use permit have been
satisfied.
MOTION by Councilman Billings to waive the reading and approve the
ordinance upon first reading. Seconded by Councilwoman Jorgenson.
Upon a voice vote, all voting aye, Mayor Nee declared the motion
carried unanimously.
6. CONSIDERATION OF ELIMINATING A CONDITION OF APPROVAL OF VAR
#88-26, BY STYLMARK, INC. , 6536 MAIN STREET N.E. :
Ms. Dacy, Planning Coordinator, stated Stylmark, Inc. was ranted
a variance on November 15, 1988, with four stipulati s. She
stated one of the stipulations was that the applic t submit a
landscape plan to the City staff for review and ap oval prior to
issuance of a building permit. She stated the pl was to increase
the existing parking lot screening from public 'ght-of-way and the
landscaping was to be installed by June 1, 9.
Ms. Dacy stated prior to the meeting t 's evening, the staff inet
with Mr. Brink and Mr. Mooty regarding e parking lot landscaping.
She stated the original intent was provide landscaping in front
of the parking lot on the south de and on the southeast corner
of the property to screen the oading dock. Ms. Dacy stated Mr.
Mooty objected to the landsc ing between the parking lot and the
frontage road because the road is only used for the school bus
traffic in the mornings d afternoons and because the parking lot
cannot be seen from he traveled right-of-way of Mississippi
Street.
Ms. Dacy state staff agreed that the landscaping in this area
could be wa' ed, however, screening should be installed near the
loading k to meet the ordinance requirements. She stated as you
drive ong the service road, there is a full view of the loading

dock. Ms. Dacy stated several options were disc ssed for
screening, however, the area is used by their em oyees for
recreational purposes and they do have a concern about aintenance.
She felt if three evergreens were planted to the rtheast of the
Stylmark sign, it would help break up the view of e loading dock.
Ms. Dacy stated Mr. Brink, President of Stylm k, wished to meet
with the Council to request this stipulation e waived.
Mr. Brink stated they have always maintain a nice facility for
the past 29 years they have been in busines . He stated additional
plantings would increase maintenance time and costs in mowing and
trimming around the base of the three tre s. Mr. Brink stated they
have spent two years in fine tuning th sprinkler system so that
there are not any dry spots in the 1 Mr. Brink stated you
cannot eliminate the fact that the e is a parking lot there
regardless of what is done. He sta d he would hate to maintain
a fence and hedge.
Mr. Brink stated there are only ab t nine residences on the street
as they own all the property to e north. He stated the loading
dock is not their main loadin area and is really their shop
parking lot. He felt the in allation of the three trees, as
recommended by staff, would use problems with maintenance and
they would have to start rel ating sprinkler heads.
Councilman Fitzpatrick sta d he would agree that planting three
trees is not qoing to tot ly screen the parking lot. He stated
he is convinced Mr. Br' k cares about the appearance of his
property and is dedicate to properly maintaining the aesthetics.
MOTZON by Councilman itzpatrick to waive stipulation No. 2 of
variance request, V #88-26, approved on November 15, 1988.
Seconded by Councilw an Jorgenson.
Councilman Schneide stated he would agree the property is well-
maintained. He sked Mr. Brink if he was not aware of the
stipulation when he variance was approved.
Mr. Brink stat he was unable to attend the meeting when the
variance was g anted. He stated he was under the impression the
landscaping p an was left open and did not realize additional
screening of he parking was required.

Ms. Dacy stated that proposals were received from Gopher Disposal,
Super Cycle, Inc. , and Waste Management, Inc. She stated that n
February 22, 1993, Gopher Disposal withdrew their proposal, as ey
had underestimated the cost of providing the ninety llon
containers, overextended themselves in making the commitmen to the
additional $2,000 a year in promotional costs, and ey were
concerned about the unknown additional cost of the propo d Federal
BTU tax.
Ms. Dacy stated that staff recommends that Counc' accept Super
Cycle's proposal for curbside and multi-unit rec cling services,
and that contract negotiations be completed with ubmission of the
contract at the March 15, 1993 Council meetin�/. She stated that
Super Cycle submitted a competitive proposa and is capable of
providing these services, and they have ex erience in providing
multi-unit service.
Councilman Schneider asked what the City as paying on the existing
contract for curbside services. He st ed that their proposal is
for $1.43 for one to four units. �
Ms. Dacy stated that it is currentl� $1.00 per household.

Ms. Campbell, Planning Assist,ant, stated that telephone books are
not explicitly advertised as,��something the City would pick up, but
if they appear with the re��icling material Super Cycle would take
them. She stated that the�=' City could make the choice not to pick
up any telephone books, Y�ut this is not a cost factor.
Councilwoman Jorgenson''�. stated that the telephone company is
providing new telephorie books to everyone which may be something
a person does not waa�t. She felt that the cost for disposing of
old telephone books,,��should be borne by the telephone company.

Ms. Campbell stat�d that the only advantage of picking up telephone
books is that it�adds to the tonnage, but there is the question of
picking up tho�e recycling items that are not generated by the
residents.
Councilwoman Jorgenson stated that she is glad the City has some
type of performance guarantee. She stated that at her home last
Friday she-' picked up six pop cans that had been run over by the
Super Cyc�:e truck. She stated that this not only happened at her
residence but all the way down the block. She stated there have
been blvcks that have been missed, and the City has tried to obtain
a telephone number in the event they need to contact someone after
normal business hours. She stated it is hoped that this could be
provi$ed.

Ms. Dacy, Community Development Director, stated ,that a similar
request was submitted in 1988 for a seventy unit` building. She
stated that the application now being submitted,•"is for a 51 unit
building to provide housing for the elderly and handicapped. She
stated that three units will be designed for handicapped
individuals.
Ms. Dacy stated that the proposed funding for this 51 unit building
is through the Department of Housing and` Urban Development's 202
Program. She stated that in order to be eligible for these units
persons must meet qualifying income guidelines.
Ms. Dacy stated that the proj ect does. 'not meet the minimum lot area
requirement, and it is short by approximately 4,830 square feet.
She stated that this shortfall is proposed to be resolved through
the execution and recording of an �pen air easement on the church's
property adjacent to the south lot line.
Ms. Dacy stated that 34 parking spaces are provided on the north
of the building with an additional 45 "proof of parking" spaces
indicated on the plan should the building demand additional
parking.
Ms.. Dacy stated that the exterior of the building in the 1988
proposal was a combination of brick, stucco and aluminum siding.
She stated that the petitioners are requesting that HUD fund a
brick exterior and, if this is not possible, the exterior would be
similar to the one proposed in 1988. She stated that the Planning
Commission wished to recommend that the City assist Westminster in
advising HUD that a brick exterior is a preferred alternative.
Ms. Dacy stated that the petitioners are proposing the creation of
a storm water pond at the southwest corner of the property. She
stated that the City's Engineering Department has reviewed the
plans, and they are satisfactory.
Ms. Dacy stated that the Planning Commission recommended approval
of this special use permit with six stipulations which she
outlined. She stated that the petitioner has indicated that HUD
will not fund an irrigation system, and the petitioner requested
additional time to install such a system.

staff had recommended a deed restriction that the project woul
only be for elderly and handicapped persons. She stated that s e
contacted Chuck Sorenson, legal counsel for HUD. He suggested he
City .include a stipulation on the special use permit dictating hat
the project is for the elderly and handicapped only. She tated
that this would be acceptable under the HUD guidelines as opposed
to a recorded deed restriction. She stated that Stipula on No. 4
as originally recommended has been amended.
Ms. Dacy st�ted that in regard to the undergrou irrigation
system, Mr. Sorenson confirmed that this item is no eligible for
reimbursement through Section 202 financing. She s ated it is felt
that this requirement should not be waived, but should be given
Westminster Corporation a longer time to install his system. She
stated it is recommended that Stipulation No. , which states an
underground irrigation system shall be instal ed five years from
the issuance of a certificate of occupancy, b eliminated from the
stipulations. She stated that this requirem nt for the irrigation
system is a code requirement, and the C' y could enforce this
through the building permit.
MOTION by Councilman Fitzpatrick to rant Special Use Permit
Request, SP #93-01, with the deletio of the stipulation which
relates to the underground irrigatio system, and subject to the
following stipulations: (1) a orm water pond maintenance
agreement shall be executed and re rded against the property; (2)
` an open air easement which is a inimum of 4 ,830 square feet in
area shall be executed and re rded against the St. William's
property. The proposed easemen language shall be reviewed by the
City Attorney prior to execut' on. The easement shall not be used
to calculate setbacks or lot rea calculations on the St. William' s
property. If necessary, a nsent by a mortgage holder shall also .
be submitted; (3) the use of the building shall� be for occupancy
by elderly and handicap ed persons as defined in Section 202
Department of Housing nd Urban Development regulations. If
Section 202 regulation are amended, the management entity of the
building shall notify the City Council for review and consent of
the changes; (4) lot plit request, L.S. #93-01 shall be approved;
and (5) the exter'or shall be brick. Seconded by Councilman
Schneider.
Councilman Bill ' gs stated that he is uncomfortable with voting on �
this without ouncilwoman Jorgenson present. He stated that
Councilwoman orgenson seemed concerned with assurances that the
property re in for elderly and handicapped housing as well as the
undergroun irrigation.
Mayor N stated that this issue is covered in the stipulations,
and he ould just as soon proceed with a vote.
Cou ilman Schneider stated that he is satisfied with the
st'pulation relative to the use of the building. He stated that
