There is a sprinkler meter that we bifl to the townhome association yearly and the homes water meter. Aiso he's not a plumber but I told him they need to pull a plumbing permit(which I'm sure you did also) before we can come out. She said she checked the 2 toilets with dye tablets and they didn't do anything, could they be running a long time when flushed maybe? If the guys could check the meter is measuring water accurately in place and if it's ok maybe she needs a plumber to check out the toilets even though dye tabs didn't show a problem. Not sure how long she left them for though. She said they don't have a water softener, can we see if that is correct.
