The Engineering Assistant explained that the Subcommittee wanted
Lot 26 combined with Lots 22 to 25, and Lots 26 and 27 are both tax forfeit.
He had talked with Mr. DeGardner who said if at all possible, he would purchase
Lot 26. �
` Mr. Je.nsen stated Eldon Schmedeke had brought attention to Lot 26 in
an effort to eliminate it from being an isolated lot of which there would be no
� maintenance if so isolated. �

Mr. Jensen said there were some unresolved questions relative to the

The Plats & Subdivisions-Streets & Utilities Subcommittee would discuss
this problem at their meeting on June 20, 1968.

34 and 35 . They were shown in the original plan and
accepted at that time although he did not own them then.
In the meantime , he purchased the property and wondered if
he would have to go through the rezoning process again.
Chairman Hughes said he knew of no way this can be waived.

The Subcommittee 's recommendation was that I,ot 26 bc�
purchased, Mr . Jensen said, in order to eliminate a
driveway onto the East River Road and the size of �h� pa�oT
posed lot split with the 26 foot lot would increase the
size to meet minimum lot size even though there woul.d be
a variance on lot width,
Mr. Erickson reminded Mr. DeGardner that these �re
undersized lots . Mr . DeGardner said he would probablf have
to buy the two lots (Lots 26 and 27) , but because o£ the
s3,ze, he d�d not see how he could utilize them.
Chai•r.man Hughes offered that because the awner pf I�ot
26 can not be located, that the petitioner would be
delayed in his construction if we did not take actian
at this time . Mr . DeGardner has indicated the lot spli�
is reasonable similar to the build�.ngs that are going up
in the area at this time .

Mr . Jensen wondered if the Chamber of Commerce should

APPR4YAL 0� PLANNING COMMISSION MINUTES OF JUNE 27, 1968;
1 . R�VIEW CHANGE IN P.D. (ZOA #66-16) HAROLD SCHRDEDER BY CAMCO INC.
The City Engineer explained that the applicant has made quite a few changes
tn the originai p)an and the Planning Corrxnission has requested that the
Council look at the preliminary work and express their views so the applicant
wlll know how to proceed with drawing of the plans and proce�sing of the
additional rezoning and vacation requests. The City Engineer then showed
the original plan as opposed to the new concept and said that the original
plan had 100' additional area �shown that they did not really have.
Mayor Kirkham expressed the view that this plan seems to be better. Mr.
James Solveson said that after the original plans were reviewed, many flaws
were realized. Councilman Liebl observed that the land seems to be utilized
more effectively on the new plan and that there seems to be more recreational +
area. Mr`. Howard Dumphy agreed that he thought thiS plan much better, both
from the City's standpoint and the developer's. i

Councilman Samuelson said he felt that the Planning Commission has looked at
this very thoroughly and that he would concur with the Planning Co�nission. �
The City Attorney said that the Administration is in the process of drawing
up the necessary notices for the additional rezoning request and vacation request. I
MOTION by Councilman Samuelson to concur with the Planning Commission and
direct the Administration to initiate the necessary Public Hearing Notices I
on the rezoning request and the vacation request. `
The City Engineer explained that in a Planned Development District, the '
plan is for a complete district and that the authority for control is the �
City Council , and that Plan�ed Development is to be a better classification '
than the other zoning categories. He said that the building is closer to �
the street on three sides, and questioned the percentage of brick proposed. �
Councilman Samu�lson thought that sometimes other materials are as good I
as brick. Mayor Kirkham felt that in this case by restrlcting the percentage
of brick would be restricting the imagination. j

lines or storm sewers etc. Mr. Smith answered that he has already gi�ven up two
caseme�ts from his property and that the water all runs toward Arthur Strset anyhow.
