I Mr. Biunsell, City Clerk, stated the bonds would actually be paid by the trustees who would retire the bonds. Mr. Brunsell stated the Council would set the rules ', to determine who would be eligible for the mortgage money. Mayor Nee indicated he had reservations on the impact on the municipal bond market as it might adversely price general obligation bonds. He felt> however, if neighboring corrQnunities offer this type of financing, Fridley may get shut out of the housing market. ' - Mr. arunsell also pointed out> if you have morgage ntoney available, this may also f'I ' affect the price of homes in Fridley. He pointed out, if the Council decides to ' proceed, there wou7d be a lot more 4aork and detailed information to be supplied. Councilman Hamernik questioned the interest in this type of bond since industrial ' revenue bonds have been around a number of years and the interest has been minimal. ' hir. arunsell felt, with the current interest rai.e for private housing and mortgage money unavailable, mary people canno',: buy homes. Ne felt> several years ago, they , f were better able to borrow money than totlay. He felt industrial revenue bonds are a little different in that you are dealing with one company and with this type of ' r bond, you would be dealing with a lot of persons. ; Councilman Hamernik stated there are certain discount and service charges with the I, industrial revenue bonds and asked if the same applied in the case of the bonds ' for tax exempt mortgages. Mr. 6runsell stated the same would be true and over the period of the loan, the difference of vhat the bond sells for and what private homeowners pay, would make up these amounts to cover such costs. I Mr. Qureshi, City Manager, stated he felt the matter of tax exempt mortgages for housing vlas a delicate question and a policy matter, and therefore, did not vrant , to roceed until direction vas received from the Council . He stated, if the Couricil P wished to proceed in this area, additional information would be obtained. ' Councilinan Qarnette felt he •ould not be in favor of such a proposal, if the City ! becomes the lender. If this is not the case, however, he felt it might be good to . , have morgaye money available in the City. ', Councilman Schneider felt he would support such a proposal, but does have reservations in that it rnight result in loss of tax revenue. Councilman fitzpatrick indicated he would be in favor of proceeding and obtaining ' additional inforination. Councilman Hamernik stated he has some reservations although he cannot deny the fact that if this is going to be made available to all conununities, Fridley should get the benfits also. He stated his concern is from a tax standpoint that at some point in time, someone will have to pick up the the subsidies. He also stated he h3s some reservations on the tro plans. He felt it would be to the City's advantage to proceed without considerating special legislation, horlever, if they proceed with r the other mehtod, it ould be necessary to set up a non-profit organization.
