Return completed application form with the required sketch of the property involved and the lot split fee of $15.00 for each original lot being split. 3. The application will be submitted to the Plats & Subdivisions and Streets & IItilities Subcommittee for recommendations. This Committee meets once a month, when required. The City will eupply the applicant with minutes of the Subcommittee. 4. Following the Plats & Subs Committee recommendati.o� of approval, the owner must then obtain a Certificate of Survey on the original parcel or paxcels alo.ng with the new paxcels created with all existing atructures tied in. 5. The Certificate of Survey should then contain a simple description of a part of a platted lot or registered lot and be filed with the �gineering Department for Planning Commission recommendations. The Planning Commission meets on the second and fourth Thursday of the month. The City will eupply the applicant with minutes of the Planning Commission. 6. The recommendations of the Planning Commission are submitted to the City Council for final actio.n. The Council meets on the firat and third Monday of the month. 7. The City Council approval may be subject to certain stipulationa which must be complied with by the applicant. 8. A letter will be sent to the applicant to notify him of the Council action and to advise him to comply with the conditione imposed by the City. The letter will also contain any necessary deeds for easements and other pertinent papers for hie eignature. 9. Whe.n all the conditione of the lot split have been complied with, the applicant should file the 1ot split in Anoka County. 10. In all cases where Council action has been sought and denied, no petition for identical action can be preaented until a period of aix months has elapsed. Mr. Schmedeke asked if there was any problem with streets or utility easentents. Darrel Clark answered there is an easement running parallel to Central Avenue, and it has been dedicated. The sewer line is between 72nd Avenue and Norton Avenue, and other utilities are in 72nd Avenue. The City now has a 15 or 20 foot easement for the sewer that serves the property in a N/S direction. The description of the property after splitting would be the Easterly so many feet of the Westerly so many feet of Auditor's Subdivision No. 89. Chairman Erickson felt that if the Planning Commission believed the request for the lot split was proper and reasonable, it might be advisable to aCtach to the motion the suggestion that the building permit should be issued simultaneously so that if the mortgage did not go through, it would not be an unnecessary split. It was noted the width might change from 365 feet to make the 105,000 square feet. LOT SPLIT REQUEST: L.S. �I71-06, STANLEY DAHLMEIER BY ROBERT BIGELOW: � Lot 7, Auditor's Subdivision No. 108 -- split in half for two building � sites. Mr. Robert Bigelow was present. Darrel Clark said the line would be through the center of the lot for �i the split. There is a single family house facing Stinson Boulevard, and is in ithe process of being sold. The rear yard setback is 32 feet and the house is F about 82 feet from the North line which is Onondaga Street. � Mr. Bigelow, referring to the name of Barton Realty on the certificate of �� survey, said that they ordered the survey, but the request for the split was i from Mr. Dahlmeier. � i The Engineering Assistant said that utilities are on Onondaga and Stinson Boulevard. There is a 33� foot dedicated easement on Stinson Boulevard and a 30 � foot easement on Onondaga Street. Stin$on Boulevard is under the �urisdiction ; of Ramsey County and they maintain Stinson Boulevard. Mr. Dahlmeier is not in ( the State at the present time, but in Phoenix. Mr. Bigelow has some sort of agreement with Mr. Dahlmeier to act for the sale, but not necessarily the split. Councilman Harris asked the Administration if they could get infonaation on , the cost of the original building per square foot, what was in the building, what was not in the building and what is needed for the building. He said they may want to consider additions to the existing building at this time. RESUEST BY ROBERT SCHROER FOR CAMPER SALES AND RENTAL ON IAT 7, BLOCK 2, EAST RANCH ESTATES, 2ND ADDITION: This item had been briefly discussed under the "Visitor" section of the Council Meeting and had been tabled to the Council Meeting of May 10, 1971 to give the Planning Co�nmission a chance to review the request. RECEIVTNG THE MINUTES OF THE PLANNING COMMISSION MEETING OF APRIL 21, 1971: 1. The City Engineer pointed out the lot to be split on the map on the pro- jection screen. He explained the owner wd.shed to build a 42 unit building. They would like the lot split subject to getting a building permit. The petitioners showed the Council their plans at the Council table. They said they need the lot split to get financing, and if their financing �alls through, they may have to ask for different zoning, as they are having trouble finding financing for this area. MOTION by Councilman Kelshaw to grant the Lot Split #7�-05 for a building site for a 42 unit apartment, subject to the issuance of a building permit. Seconded by Counci Lnan Liebl. Upon a voice vote, all voting aye, Mayor Kirkham declared the motion carried unanimously. � 2. LOT SPLIT REQUEST, L�S #71-06�- STANLEY DAHLMEIER BY ROBERT BIGELOW: Lot 7, Auditor's Subdivision #108, split in half for two building sites. The City Engineer pointed out the lot to be split on the map on the pro- jection screen. He said that there were no problems but they want the petitioners to be aware that the lot, after it is built, might have water standing on the south of the property. Mr. Bigelow was pre�ent and said that they realized this. Councilman Kelshaw asked about the signature of Nir. Dahlmeier on the lot split application as mentioned in the Planning ` Commission Minutes. Mr. Bigelow said that he had the requested signature and gave it to the City Engineer. RECEIVING PRELIMIN�R�f PLaDIS ADTD COST ESTIMATES - ADDITION TO CITY GA�GE: The Acting City Manager introduced Mr. Patch, the architect, to the Council. Mr. Brunsell said that Mr. Patch has taken the requests submitted by the Parks and Recreation Department and the Public Work� Departm�nt and has drawn up three proposals for adding onto the City garage in different waysv The size of the addition has been cut froan the original request. The Acting City Manager showed the Council the three plans and explained what would be included. Councilman Liebl asked if it would be the same type of construction as previously, and what the cost would be. Mr. Patch said that it would match the construction of the existing building and that the preliminary cost estimate was $16 per square foot. Councilman Liebl asked if the building would be complete at $16 per foot. Mr. Patch said yes. Mr. Dick Harris asked if this price would include landecaping, blacktopping and all the other requirements the Council asks of other builders, or would they be running hose from fire hydrants as they di.d before. He said that the ' City paid $14 a square foot for the original building and had not gotten all the floor poured. Mr. Harris felt that the new addition should be cheaper than $16. The Council reminded him that these were just preliminary cost esti.mates, and that the City does everything by bids, and it will be awarded to the lowest responsible bidder. ' CounciLnan Kelshaw asked if these plans would go before the Building Standards - Desiqn Control Coanmittee. Mayor Kirkham said that the original building plans had gone to the Board, but this would be just matching the oriqinal. The Acting City Manager said that the 1971 budget provides for the pre- liminary plans. They have brought it before the Council to get approval of the concept so that final plans can be drawn and bids let this year, if the Council d�sires, so that it can be built in 1972. Councilman Liebl asked the City Engineer if all the concrete has been poured in every stall in �he present garage. The City Engineer said yes. He explained that this had been bid as an alternate on the original contract.
