ROLL CALL Members Present: Shea, Bergman, Harris, Schnabel, Langenfeld Members Absent: Petersan Others Present: Jerrold Boardman, City Planner APPROVE PLANNING COMMISSION MINUT�S: OCTOBER 5� 1977 MOTION by Ms. Schnabel, seconded by Mr. Lan�enfeld, to approve the October 5, 1977, Planning Commission minutes. Upon a voice vote, all voting aye, the motion carried unanimously. RECEIVE APPE�LS COT��IISSION MINUTES: OCTO�ER 11 , 1977 ' PJIGTION by Ms. Schnabel, seconded by Ms.' Shea, to receive the Appeals Commission minutes of Octo�er 11 , 19?7. , � Ms, Schnabel pointed out to the Ccmmi�ssion that much time had been spent at the Appeals Commis�ion meeting in regards to the variance request to increase ;the maximum height of a free standing sign. Mr. Boardman explained that the request was to build a garage on an existing lot �vhere there vras an existing structure. He said that the entire area was in the flood plain and according to the restrictions for a flood plain area there vrould be no building or structure that could be built in the flood plain . unless a Special Use Permit was secured. He said that there was eight regulations . on building in the flood plain. He said that the public hearing process was being follovred� notices had been sent to the Commissioner of Natural Resources ten days prior to the Public Hearing and Staff would notify them of action taken ten days after the action rras taken. He said that all the proper procedures were being follo�.ved. He pointed out that Staff had not heard from the Commissioner and it vras being assumed that there tivere no objections or input on the request. Mr. Joseph Shun of 2500 Murray Avenue N.E. , representing Inter City Builders was present at the meeting. He indicated that they had agreed with the Building Inspectors to use the material he required and to follo�v all building codes. Ms. Schnabel asked the purpose of Staff requesting that Inter City Builders obtain the neighbors� signatures. Mr. Shun said that the survey they had tivas a proposed survey. He said that tirithout a verified survey the City required 1� times the code requirement for setback and also the neighbors' signatures tivould be required. He presented Mr. Boardman rfith the required signatures. Mr. Langenfeld asked if there vrould be any landfill used� Mr. Shun said that they would need apprnyimately ten yards of fill to bring the garage up to the street grade. Mr. Langenfeld asked erhat the fifty year average in terms of 100 feet� etc, regarding the flood plain effecting the property in question. Mr. Boardman explained that on a map that each member had� a dotted line had been inserted. He said that line represented the approximate 100 year flood level that ti��as required of the City to maintain by the State of Niinnesota. He said that City vaas in the process of monumenting that elevation out in the Field . He said that there lras some building going on in that area however, in most cases no special use permits are being requested. Chairperson Harris asked if the area was in the "dike area��. Ms. [kdahl stated that Ms. Carla Ott, Police Technician in Fridley has recommended a committee to study crime in Fridley nd she would be hap;�y to work with the City in pursuing such a proyram. Mr. James Hill , Public Safety Direc or, stated the Crime Control Board was requested to make this presentation to the Counc 1 so i:hat the City would have the advantage of seeing what they had developed.
