LOT SPLIT APPLICATION PROCEDURE
1 . Obtain application form at City Hall. (6431 IIniveraity Ave. N.E. , Fridley�
2. Return completed application form with the required sketch of the property
involved and the lot eplit fee of �15.00 for each original lot being split.
3. The application will be submitted to the Plats & Subdivisions and Streets
& Utilities Subcommittee for recommendations. This Committee meets once a
month, when required. The City will supply the applicant with minutes of
the Subcommittee.
4. Following the Plats & Subs Committee recommendation of approval, the owner
must then obtain a Certificate of Survey on the origina.l parcel or paxcels
alo.ng with the new parcels created with all existing structures tied in.
5. The Certificate of Survey should then cont�,zn a simple description of a paxt
of a platted lot or registered lot and be filed with the �gineering Department
for Plannixig Commiseion recommendatio.ns. The Planning Commission meeta on the
seco.nd and fourth Thur�day of the month. The City will eupply the applicant
with minutes of the Planni.ng� Commission.
6. The recomme.ndatio.ns of the Plannixig Commission are submitted to the City
Council for final action. The Council meeta on the first and third Monday
of the manth.
7. The City Council approval may be subject to certain stipulations which must
be complied with by the applicant.
8. A letter will be sent to the applicant to notify him of the Council actio.n
and to advise him to comply with the conditions imposed by the City. The
letter will also contain any neceasary deede for easements and other pertinent
papera for his aignature.
9. When all the conditione of the lot split ha,ve been complied with, the applicant
should file the lot aplit in Anoka County.
10. In all cases where Council action has been sought and denied, no petition for
identical action can be presented until a period of six months has elapsed.
NOTE: THE RESULTING REAL ESTATE TAXES AND SPECIAL ASSESSMENTS FOR
THE NEW PARCELS IN TOTAL AF'TER THE LOT SPLIT, MAY EXC� THE
AMOUNT ASSESSID TO THE ORIGINAL PARCEL. THE FINANCE DEPAR'�MEN'I'
OF FRIDLEY MAY BE 9BLE TO PROVIDE THE ESTIMATID AMOUN`I' OF

RE UEST FOR A LOT SPLIT: L.S. �k73-02 STATE LAND AND REDEVELOPMENT
C_OMPANY: BLOCK 10, HAMILTON`S ON:
The City Engineer said this lot split had been approved by the members
of the cemetary board and the apartment complex.
MOTION by Councilman Nee to concur with the Planning Commission and
approve the lot split. Seconded by Councilman Breider. Up�n a voice
vote, all voting aye, Mayor Liebl declared the motion carried unanimously.
REPUBLISHED. REQUEST FOR A SPECIAL USE PERMIT SP. ��72-19, BY FRANK
GABRELCIK:
Mayor Liebl said about two to three months ago, Mr. Gabrelcik was
asked to comply with several items by the City. He added that the Council �
had authorized the Mayur to talk with Mr. Gabrelcik. Mayor Liebl requested
Mr. Gabrelcik have someone come before the Council and present his case.
The Mayor said he was sure Mr. Kohlan, Mr. Gabrelcik's attorney would do
• this. The Mayor explained the item being the used car dealership and
�dded Mr. Gabrelcik had been in business for over twenty years in that
location. He said Mr. Gabrelcik always had obtained a license and felt
he had.complied with all the necessary regulations of the City. Mayor
Liebi said at this time he tried to communicate the City's wishes to
Mr. Gabrelcik, stating there must be some cleaning up of the parking
facilities on his property. He added, on some of the points mentioned,
Mr. Gabrelcik felt he could cooperate, and on others tie felt he could
n ot afford to compLy. The Mayor said in order to clarify the position
• � of the Chairman, this is why he had contacted Mr. Gabrelcik. He added
he had been authorized to do so ox he would not have done so.
Mayor Liebl addressed Mr. Gabrelcik, asking if the City has not tried to
. Cooperate wi.th him in the past. He added th.at the City had issued him a
l�cense and then withdrew it. He questioned Mr. Gabrelcik, if this was
coz'rect. Mayor Liebl suggested I4r. Gabrelcik have his attarnPy speak for
him. He added, he thought the problem at present is that ti�e Planning
Commission was noC aware of what Mr. Gabrelcik was planning to do with
the land. He said Mr. Gab�elcik must also prove how many of the lots he
ownQd. Mayor Liebl said the planning Commission has no objection to the
use of the presently owned lots for a used car dealership, but when he
requested using additional, 1ots, they want a �urvey. He expressed the
